A Brigade Headquarters of the 71st Group Army Continuously Improves Its Work Style——
Proactively Delivering Services, Efficiently Resolving Problems

"In the past, handling documents, drawing supplies, and similar tasks often required going back and forth between multiple sections of the headquarters, wasting time and effort. Now, the 'Sunshine Service Vehicle' drives directly to the entrance of the garrison area. Materials are handed over, and whatever can be handled on the spot is handled immediately; whatever cannot be handled right away is taken back to the headquarters to be processed. It saves worry and gets things done efficiently!" On a summer day, inside the garrison area of a brigade of the 71st Group Army, Company Political Instructor Guo held the just-received approval for his soldier's family member to accompany him on duty, his joy plain to see.
Political Instructor Guo's sentiments gave voice to the feelings of many grassroots officers and soldiers in the brigade.
Previously, to address the difficulty grassroots officers and soldiers faced in getting things done, the brigade's previous Party committee studied the matter and decided to draw personnel from the headquarters to establish a "Sunshine Service Center" and implement one-stop service. At first, consolidating the business of multiple headquarters sections in one place did bring considerable convenience to officers and soldiers. But gradually, everyone began to notice: the number of service windows had increased, yet procedures had not been simplified; headquarters services had been consolidated, yet bottlenecks (梗阻) had still not been cleared; some matters had even become a "football," kicked back and forth.
After the brigade's new Party committee leadership took office, they had the courage to "settle old accounts as new officials" (新官理旧账), placing this problem before the Party committee and going through officers' and soldiers' complaints and demands item by item for rectification. "For the headquarters to serve the grassroots, it is not enough to simply sit and wait for officers and soldiers to come seeking help. We must proactively go down to the frontline grassroots, listen to what officers and soldiers have to say, and truly be urgent about what the grassroots is urgent about and handle what the grassroots needs handled." At the meeting, a remark by a member of the brigade Party committee standing committee resonated with everyone.
Subsequently, the brigade combined this effort with ongoing study and education on establishing and practicing a correct view of political achievements (政绩观), organizing Party committee leaders and headquarters cadres to carry out a "Let Everyone Discuss the View of Political Achievements" (政绩观大家谈) activity. Everyone held themselves up against their own work to expose shortcomings and air failings, guiding all to continuously rectify their view of political achievements and improve their work style. It was made clear that when the headquarters serves the grassroots, if something can be delivered directly to the frontline, officers and soldiers must absolutely not be made to "run to the headquarters" (跑机关); if something can be resolved in one visit, it must be concluded in that one visit, and officers and soldiers must absolutely not be made to "make extra trips" (多跑腿). At the same time, a "first-contact responsibility system" (首接负责制) was implemented, under which whichever headquarters section receives a request is responsible for seeing it through to completion; a mechanism was established whereby Party committee headquarters units are paired with and assist grassroots units, with headquarters cadres regularly living and working alongside companies and squads, fulfilling the "Five Togethers" (五同) requirements, and collecting and resolving problems.
After extensively soliciting opinions and conducting thorough research and deliberation, the brigade Party committee decided to integrate headquarters personnel into a service team and launch the "Sunshine Service Vehicle," which regularly enters grassroots garrison areas and frontline field-training sites to bring services directly to officers and soldiers.
This correspondent observed on the scene that in front of the "Sunshine Service Vehicle," soldier Xiao Zhang came to handle academic certification for a self-study examination. After receiving the application materials, headquarters cadres processed them swiftly and completed the submission in short order. To one side, a staff officer from the Operations and Training Section handed a company clerk the inventory list for a newly issued batch of training equipment, clearly informing him that procurement of the equipment had been completed and that it would subsequently be distributed directly to squads and platoons, with a designated person responsible for coordinating installation. To the other side, a clerk from the Human Resources Section was explaining new policies to several non-commissioned officers facing promotion selection, helping them plan their individual development paths. "In the past, some regulations weren't very well understood. Now that headquarters cadres proactively come to answer questions and clear up confusion, we have a much clearer picture!" one non-commissioned officer said happily.
As the study and education continued to deepen, it became the norm for the brigade's Party committee leaders and headquarters cadres to live and work alongside companies and squads, helping to build and strengthen them. One "Headquarters Serving the Grassroots Vanguard Post" (机关服务基层先锋岗) after another became active at exercise and training frontlines, inspiring more officers and soldiers to strive boldly forward and complete multiple difficult and critical training subjects to a high standard.
