Rectification and Remediation Must Be Pursued with Genuine Effort and Produce Real Results

In carrying out the study and education campaign on establishing and practicing a correct view of political achievement (正确政绩观), what officers and soldiers most hope to see is genuine rectification and strict remediation.
At the outset of the study and education campaign, Chairman Xi clearly stated that it is necessary to "conscientiously and solidly rectify prominent problems." Party organizations at all levels in the military and the broad ranks of Party member cadres must study deeply and comprehend carefully Chairman Xi's important expositions and important directive instructions on establishing and practicing a correct view of political achievement, identify and pinpoint problems accurately, carry out rectification in a precise and practical manner, and ensure that the study and education campaign achieves real and tangible results.
Whether the study has gone deep enough and whether the investigation has been thorough enough ultimately must be tested by the results of rectification and remediation. At present, the problems that were easy to resolve have basically been resolved; what remains are the hard bones that are difficult to gnaw. Whether rectification and remediation can be carried out to the letter directly affects the quality and effectiveness of the study and education campaign. Only if Party organizations at all levels and the broad ranks of Party member cadres bring to bear the fierce determination and tenacious resolve for thorough correction and complete reform, and genuinely put in real effort and produce real results in rectification and remediation, can they truly move the marker to establish credibility (徙木立信), honor their commitments, set a good example for Party member cadres, and create actual achievements that can withstand the tests of practice, the people, and history. If paper rectification or false rectification is pursued, it will not only affect the image and authority of Party committees, organs, and Party member cadres, but may even affect and impede the high-quality development of the force.
Problems are the voice of the era and the driving force of development. History always advances by continuously resolving problems, and the process of rectification and remediation is itself a process of driving development. Party organizations at all levels must adhere to using a correct view of political achievement to conduct the study and education campaign, and use a work style of seeking truth and being practical, of genuinely investigating and truly correcting, to carry out rectification and remediation. At the same time, it must be clearly recognized that a small number of units are not going deep enough in tackling key rectification problems and concentrating strength to break through obstacles and improve effectiveness; some are conducting reflection and investigation in a way that changes the form but not the substance (换汤不换药), pointing the finger at others rather than at themselves, and have not demonstrated genuine results at the root of Party spirit; in particular, the penetrating force of some rectification measures, the thoroughness of addressing both symptoms and root causes (标本兼治), and the effectiveness of institutional mechanisms are still insufficient. Resolving these problems urgently requires Party organizations at all levels and the broad ranks of Party member cadres to put in genuine effort and real force in rectification and remediation, to persist in combining this with deepening political consolidation training (政治整训) and cleanup remediation, to persist in finding gaps, investigating root causes, and strengthening cultivation from the standpoint of Party spirit, to tackle prominent problems with real toughness, and to advance the study and education campaign to greater depth and solidity.
The more precisely problems are identified and the more clearly targets are set, the more effective rectification and remediation will be. Party organizations at all levels and the broad ranks of Party member cadres must, in reference to Chairman Xi's important expositions on establishing and practicing a correct view of political achievement, in reference to the problems that the study and education campaign focuses on resolving, and in reference to problems reported back through discipline inspection and supervision, inspection and oversight tours (巡视巡察), and audit supervision, identify problems with precision, investigate them in depth, and list them specifically. Adhere to resolving whatever problems exist, resolving however many problems there are, and using whatever methods are appropriate to resolve a given problem; do not simply pile up problems indiscriminately, and do not apply a one-size-fits-all approach across levels. The problem list must be managed dynamically—newly discovered problems should be updated in a timely manner, and follow-up rectification and implementation should be pursued, so that the problem list is genuinely transformed into a duty-performance list (履职清单).
For rectification and remediation to be pursued with genuine effort and produce real results, the key lies in correcting problems as soon as they are known and acting immediately. Party organizations at all levels and the broad ranks of Party member cadres must approach rectification with an attitude of fixing things right away; in reference to the problem list that has been identified and examined, formulate rectification plans, clarify the division of responsibilities, and drive rectification forward without waiting or relying on others. Problems that cannot be resolved immediately must be locked onto and not let go, with concentrated effort applied to break through them. The resolution of prominent problems in the view of political achievement must be integrated with the formulation and implementation of the 14th Five-Year Plan ("十五五" 规划), so as to correct development concepts, transform development methods, and drive high-quality development. Careful attention must be paid to tracing problems whose "manifestations are below but whose roots are above," with emphasis on combining this effort with rectifying formalism to reduce burdens on the grassroots and doing real things and resolving real difficulties for the grassroots, striving to make the results of rectification and remediation perceptible and tangible to officers and soldiers.
Petty wisdom governs affairs; great wisdom governs institutions. In conducting the study and education campaign, it is necessary both to persist in "correcting now" and to do the work of "establishing for the long term." Party organizations at all levels and the broad ranks of Party member cadres must pay attention to discovering institutional loopholes, shortcomings, and weak points from the problems identified and corrected during this study and education campaign, and genuinely fill in and establish institutional rules and regulations, making clear what can be done, what cannot be done, for whom it is done, and how it should be done, so that institutions truly become hard and fully play their roles in guiding, incentivizing, standardizing, and constraining. It is necessary to improve the working mechanisms for effectively preventing and correcting deviations in the view of political achievement, to optimize the cadre assessment and evaluation mechanisms with emphasis on actual performance, and to guide and incentivize Party member cadres to understand their responsibilities and forge ahead, to take on responsibilities and act, striving to write a new chapter in strengthening and revitalizing the military that is worthy of revolutionary forebears, worthy of a century-long foundation, and worthy of this great era.
