In undertaking work and building achievements, one's outlook on political performance (政绩观) is of paramount importance.

At present, the entire Party and the entire military are conducting in-depth study and education on establishing and practicing a correct outlook on political performance (树立和践行正确政绩观). This study and education campaign is an important task for Party building this year. Chairman Xi has attached great importance to conducting this study and education campaign well, issuing special important instructions that have pointed the direction and provided the fundamental guidance for carrying it out. Party organizations at all levels in the military and the broad ranks of Party member cadres must develop a profound theoretical and practical understanding of the importance of the outlook on political performance to the development of the Party's, the state's, and the military's cause, and genuinely strengthen their ideological and action-level consciousness in establishing and practicing a correct outlook on political performance.

The higher the standpoint, the stronger the sense of mission and responsibility, and the more proactively one engages in the study and education campaign; the more concrete the measures, the more vigorous and forceful the work posture, and the more solid the results the study and education campaign can achieve. Deploying and conducting this study and education campaign in the opening year of the 14th Five-Year Plan (十五五) is a major decision made by the Party Central Committee and Chairman Xi with an eye toward the overall work of the Party, the state, and the military, based on the evolving situation and tasks. It carries special political significance, a clear contemporary meaning, and far-reaching strategic considerations. Party organizations at all levels and the broad ranks of Party member cadres must fully recognize the important practical significance and far-reaching historical significance of conducting this study and education campaign for: completely, accurately, and comprehensively implementing the new development philosophy and rallying efforts to advance high-quality development of national defense and military building; for continuously advancing the political approach to military building (政治建军) and deepening political rectification and training (政治整训); and for making solid efforts to fight and win the decisive battle of achieving the centenary goal of military building (建军一百年奋斗目标) and continuously opening up new prospects for strengthening and revitalizing the military. They must consciously advance the study and education campaign to greater depth and more solid results with a higher standpoint and more concrete measures.

Since the study and education campaign was launched, units at all levels throughout the military have consciously taken up a high political position and grasped the work firmly and concretely, strengthening research and planning, carefully organizing implementation, and earnestly and solidly raising ideological understanding, rectifying prominent problems, and establishing sound institutional rules and regulations, so as to thoroughly advance all aspects of the study and education campaign. At the same time, we must soberly recognize that a small number of units still have problems in conducting the study and education campaign, such as insufficient investment of effort, insufficient focus on problems, and insufficiently concrete work measures. There is an urgent need for Party organizations at all levels to further deepen their ideological understanding, resolutely and forcefully implement the major decisions and deployments of the Party Central Committee, the Central Military Commission (中央军委), and Chairman Xi, conduct the study and education campaign with strict and solid standards, and guide and motivate the broad ranks of Party member cadres to work hard and get real results with a more spirited fighting will and a more pragmatic work style—producing political performance for the people and producing political performance through hard work—so as to concentrate efforts on improving the military's level of modernization and warfighting capability.

To advance the study and education campaign to greater depth and more solid results, the key is to closely align with the objectives and requirements and implement them in detail. "Establishing the Party for the public good, creating benefits for the people, making decisions scientifically, and working hard to get real results" (立党为公、为民造福、科学决策、真抓实干) is the general requirement for this study and education campaign. It must be deeply understood, accurately grasped, and comprehensively implemented, running through every aspect and the entire process of the study and education campaign, so that in the course of studying, reflecting, practicing, and internalizing (学思践悟), and in careful and steadfast action (细照笃行), real work is done, real results are sought, and real achievements are created. We must uphold the political stance of "establishing the Party for the public good," treat Party character as the cornerstone of one's conduct, career, speech, and virtue, constantly reflect on why one joined the Party, why one serves in the military, and what it means to be a commander, and fulfill duties and responsibilities and undertake work and build achievements with the sense of responsibility that success need not be attributed to oneself, yet success must certainly be achieved through one's own efforts (功成不必在我、功成必定有我). We must uphold the fundamental purpose of "creating benefits for the people," genuinely keep the original aspiration firmly in mind, carry the mission firmly on the shoulders, and hold the purpose firmly in place, faithfully fulfill the sacred duty of bearing arms for the people and fighting for the people, and forever be a resolute defender of the people's interests. We must uphold the important benchmark of "making decisions scientifically," strengthen investigation and research, gain a clear understanding of actual conditions and a thorough grasp of objective laws, so that all decisions more closely conform to reality and to objective laws. We must uphold the practical orientation of "working hard to get real results," bringing forth the real drive to work hard, the bold drive to dare to act, the skillful drive to act wisely, and the persistent drive to act consistently—working hard and striving to strengthen the military, and endeavoring to create achievements that can withstand the tests of practice, the people, and history.

The study and education campaign and the conduct of ideological rectification (思想整风) and the deepening of political rectification and training (政治整训) are consistent in their objectives, content arrangements, and focus of investigation and correction. To advance the study and education campaign to greater depth and more solid results, it is necessary to press forward and tighten up with the spirit of rectification (整风精神) and the standards of rectification and training (整训标准), conscientiously conduct study and discussion, problem investigation and correction, and the establishment of rules and regulations, ensuring that study is of quality, investigation has force, and correction is effective. We must make good use of the "two mirrors" of positive and negative model cases to strengthen education and draw lessons, urging Party member cadres to place themselves in the picture, place their duties in the picture, and place their work in the picture, and resolutely rectify deviations in the outlook on political performance (政绩观偏差) such as blind recklessness, fraud and falsification, passive lying flat (消极躺平), and new officials refusing to deal with old accounts (新官不理旧账). We must clarify which "red lines" must not be crossed, which "bottom lines" must not be breached, and which "minefields" must not be entered. Party organizations at all levels and the broad ranks of Party member cadres must persist in genuinely finding problems and finding genuine problems, carefully sort out and refine the list of problems reflecting deviations in the outlook on political performance, and focus on advancing rectification in an integrated manner together with problems identified through various types of disciplinary inspections and governance campaigns, achieving integrated and grounded results.

Strong organizational leadership is the prerequisite and guarantee for conducting the study and education campaign well. At all levels, the study and education campaign must be placed in an important position and grasped as a major matter. Party committees at the regimental level and above must shoulder primary responsibility; Party committee secretaries and deputy secretaries must fulfill their responsibilities as the first person responsible, and genuinely grasp the study and education campaign tightly and solidly. Precise and categorized guidance must be strengthened, identifying the focus points of the study and education campaign in accordance with the actual characteristics of different levels, types, and sectors, refining specific standards and requirements, and avoiding a "one-size-fits-all" approach. Practical transformation must be advanced, combining the resolution of ideological problems with the resolution of practical problems, and integrating the conduct of the study and education campaign with the work of making a good start to the 14th Five-Year Plan (十五五), concentrating efforts on advancing the hard battle of combat readiness (备战攻坚), breaking through bottlenecks and shortfalls in combat capability building, and strengthening the grassroots and laying foundations—using the solid results of the force's high-quality development to test the effectiveness of the study and education campaign.
