Opening this notebook, the personal circumstances of every soldier in the company are laid out at a glance. It carefully records each soldier's personal information and the details of heart-to-heart conversations, while tracking and providing feedback on each person's ideological fluctuations in the form of annotations—affirming progress, guiding through confusion, listening to needs, and resolving problems.

Turning to the most recent pages, the name Yang Fengyuan appeared multiple times, piquing the author's curiosity.

A few days earlier, during a late-night guard inspection, Zhang Bo discovered that young Yang had dozed off at his post desk and gave him an on-the-spot reminder. Back in the dormitory, Zhang Bo wrote next to Yang's name: "fell asleep on duty three times this week," and marked him with a highlighter as a priority-attention subject.

The following morning after early physical training, Zhang Bo sought out Yang's squad leader to learn more. It turned out that during a previous combat-readiness mobilization inspection, Yang—a top-performing trainee—had been publicly criticized for improper military bearing, which caused his individual "Dual Competition" (双争) rating to be downgraded and also affected his squad's honor. The young soldier felt deeply aggrieved: "Was it really worth a public notice for such a small mistake?" From that point on, he avoided training and stayed silent during collective activities. Zhang Bo immediately added to his annotation: "Significant ideological fluctuation following criticism; strong sense of grievance; requires immediate heart-to-heart counseling and mentorship."

During training breaks, Zhang Bo sought out Yang for heart-to-heart talks on multiple occasions. At first Yang was dismissive, but after repeated patient guidance he finally opened up: "I'm a top trainee—what does a mistake like that matter? The public notice made me lose face…" Zhang Bo said little, but took Yang to the company's honor room, pointed to a commendation banner, and said: "Your sweat and effort are in this room. I keep all of that in my heart. But achievement is absolutely not a reason to relax discipline."

Zhang Bo then shifted his tone, speaking gravely: "Military bearing and discipline reflect one's sense of order. Sloppy conduct on the battlefield is a fatal vulnerability." The political instructor's words struck Yang like a hammer blow. "Instructor, I was wrong! I shouldn't have thought 'small mistakes don't matter,' and I absolutely shouldn't have 'lain flat' (躺平). I want to win back the honor I lost!"

Zhang Bo then designated a platoon leader to pair with Yang as a mentorship partner, and the company Party branch followed up promptly. With the burden lifted, Yang not only threw himself to the front in everything, but also proactively submitted an application to compete in the "Four-Capable" (四会) instructor competition.

Zhang Bo gave his full support, personally guiding Yang step by step through lesson plan writing, courseware production, and instructional technique. Yang ultimately won first place in the competition.

That evening, Zhang Bo wrote with satisfaction in his soldier-leadership notebook: "When dealing with a soldier's mistakes, untying the ideological knot is the prerequisite; resolving actual difficulties is the key. Help that hits the mark is what warms the soldier's heart and provides the drive to grow."

"Behind these rows of warm annotations lies the inheritance of an original aspiration—more than thirty years of knowing and loving soldiers," said the unit's leadership. This constantly updated soldier-leadership notebook is a vivid embodiment of how grassroots leaders in the new era are carrying forward the fine tradition of "Double Four-One" (双四一), precisely delivering the warmth of political work into soldiers' hearts, and converting organizational strengths into the momentum for a stronger military.

As the author was leaving, Zhang Bo's notebook had already gained new entries: "Soldier Li Jialin—skilled at video editing, can be cultivated as the company's propaganda backbone; Private First Class Li Zhenwu—aspires to sit the military academy entrance examination, needs help coordinating study materials and securing time…" As the pen moved across the page, the leader's attentive gaze continued to follow the footsteps of his soldiers' growth.

A New Chapter in "Double Four-One": An Old Tradition Renewed with Vitality

"Double Four-One"—"Four Knows and One Follow-Up, Four Reports and One Reliance" (四个知道、一个跟上,四个报告、一个依靠)—is content written into the Outline for Building Military Grassroots Units (《军队基层建设纲要》), and an important asset of our military for cementing internal relations, consolidating the morale of the force, and generating combat power.

It requires that those who lead soldiers must: know where soldiers are, what they are doing, what they are thinking, and what they need, and ensure that ideological and management work keeps pace in a timely manner. It also requires that soldiers: proactively report where they are, what they are doing, what they are thinking, and what they need, and know to rely on the organization to resolve problems when difficulties arise.

On the new journey of the new era, faced with the new situation of profound changes in the composition of enlisted personnel and continuously expanding mission tasks, how to renew this old tradition with new vitality is a contemporary challenge that grassroots units across the force must independently address in their own development.

As the birthplace from which "Double Four-One" spread to the entire military, reporters visited a unit of the Information Support Force to explore the practical code of "Double Four-One" in the new era.

When the Process Is Complete, Why Does It Fail to Win Soldiers' Hearts?

The smoke of the training ground had not yet cleared, and the atmosphere at the after-action review was heavy.

Liu Peng, a top-performing trainee in a company of a unit of the Information Support Force, had unexpectedly "dropped the ball" during a critical tactical assessment. Newly assigned company officer Xue Zhe pored over the just-completed "Double Four-One" ideological survey records, brow furrowed: the ledger entry for Liu Peng clearly read "everything normal." When pressed further, the truth was heartbreaking—Liu Peng had been suffering from consecutive nights of insomnia because his father had been hospitalized with a serious illness, yet when faced with a routine heart-to-heart talk, he had held back, unable to speak.

What was puzzling was that the company had always implemented "Double Four-One" well: heart-to-heart talks were held every week, ideological surveys were reported every month, all elements were in place, and procedures were standardized. Why did procedural "compliance" fail to translate into genuine connection with soldiers' hearts?

During a training break, battalion political instructor Liu Bo sought out Xue Zhe and pointed out the nascent problems that had recently appeared in the company, offering a candid reminder: "The forms and procedures have been completed, but that doesn't mean the soldiers actually feel it in their hearts. This shows that our implementation of 'Double Four-One' lacks sincerity. We need to reflect carefully and improve promptly."

Before long, a "Double Four-One" discussion forum was convened in the company, bringing together company leaders and soldier representatives for open discussion. Soldiers spoke bluntly: "Heart-to-heart talks always happen in the recreation room—with so many eyes around, who dares say anything from the heart?" "Some squad leaders just write the problem in a notebook and call it done. If nothing comes of it, who's going to bother speaking up again?"

"It's not that soldiers won't speak their minds—it's that I myself was only going through the motions without any real sincerity, which turned 'Double Four-One' implementation into mere formalism," Xue Zhe reflected.

In response, Xue Zhe led squad leaders and backbone personnel to start by streamlining and standardizing the ledger system—eliminating redundant reporting and excessive documentation—and redirecting more time toward working alongside soldiers and engaging deeply with officers and enlisted personnel. At the same time, they established "Four No's" requirements for heart-to-heart talks: no rushed talks, no perfunctory talks, no formulaic talks, and no one-way talks. They advocated using training breaks, leisure time, and the period after evening roll call to have one-on-one conversations—chatting about family, speaking honestly, and sharing real situations.

They also established a closed-loop mechanism for heart-to-heart conversations, registering soldiers' ideological confusion, family difficulties, psychological pressures, and practical needs one by one, with designated personnel responsible for resolving each within a set timeframe and tracking results—ensuring that every matter receives a response and every issue is resolved.

With the ledger "slimmed down," soldiers' hearts grew "warmer." A quiet, reticent soldier named Xiao Li trained hard but carried a heavy burden. Xue Zhe used every spare moment to talk with him, and eventually unlocked his inner knot: the long-suppressed pain of his parents' divorce and difficult family circumstances. The company applied for a subsidy on his behalf in accordance with regulations and sustained psychological counseling. Before long, Xiao Li's smile returned on the training ground.

At a headquarters handover meeting, the company's heart-to-heart records were singled out for commendation for "cutting empty talk, reflecting real people, and offering concrete measures."

The Key Lies in the Shift from "Knowing" to "Following Up"

Not long ago, at a unit "Two Teams" (两支队伍) concentrated training session, several company leaders sat together, faces clouded with worry: "We train and live alongside soldiers every day, yet feel a great distance from them." "In the past, I could read a soldier's mind at a touch; now every conversation misses the mark." "Today's soldiers in the new era have strong personalities—it's hard to grasp what they're really thinking." Have the old methods, used for so many years, truly stopped working?

"If you only know the surface and not the substance, you'll easily misjudge people and mishandle situations!" the unit's leadership pointed out. "'Double Four-One'—everyone can recite it from memory, but ask yourself honestly: have you truly read the soldier's heart? Is it enough to be satisfied with knowing 'where they are and what they're doing'?" Everyone fell into reflection.

Earlier, during in-depth grassroots research, the unit had identified this common problem: many leaders who manage soldiers remain at the level of "knowing"—knowing where soldiers are and what they're doing—but their grasp of the "undercurrents" deep in soldiers' thinking and the "iceberg" of actual difficulties is shallow and insufficiently perceptive.

"'Knowing' is only a superficial level of understanding; timely follow-up work that resolves problems is the fundamental form of implementation." In response to the problems identified through research, the unit's Party committee took a clear stance: effort must be made to transform work style and improve the capacity to lead and know soldiers, so that the "Double Four-One" family heirloom truly renews its vitality.

Immediately thereafter, concentrated training, case analysis, study visits, and observation activities were launched in rapid succession to enhance the core capabilities of leaders to "know soldiers' situations, perceive soldiers' intentions, and resolve soldiers' concerns" (知兵情、察兵意、解兵忧).

Private Chen Yonghong's training scores had been declining, and several heart-to-heart talks had yielded only "didn't get enough rest." The political instructor perceptively picked up on negative emotions in Chen's WeChat Moments.

Learning that Chen Yonghong was an expert at a popular video game, the political instructor set aside his authority and asked to be taught. During a break between game sessions, Chen Yonghong finally opened up: "Instructor, I feel like doing support work gives me no sense of presence—it's pointless…" The political instructor guided him naturally: "Look at the game—how critical is the 'support role'! Without support, even the strongest damage dealer can't win. Our company is the same—logistics and support are the 'cornerstone' of combat power."

The political instructor then brought Chen Yonghong to the company's honor room: "Look at these veterans of our company—for decades they have stood guard in the mountains, silently protecting the lights of ten thousand homes across the motherland." Seeing the expectant look in the political instructor's eyes, Chen Yonghong nodded thoughtfully.

The shift from "knowing" to "following up" reflects a transformation in work style and in implementation. "Soldiers' hearts are the most genuine and the most precious. Going forward, I will sit more on soldiers' benches, listen more to what officers and soldiers have in their hearts, exchange sincerity for sincerity, and gather soldiers' hearts with genuine feeling—striving to become a grassroots leader whom officers and soldiers can trust and rely on," said Wang Sheng, an acting political instructor who had just completed the concentrated training.

Implementing "Double Four-One": From "Keeping Order" to "Keeping Things Alive"

Not long ago, political instructor Zhang Huajian encountered a new source of frustration. The company he led was known for strict order and prompt compliance with commands—a recognized "model unit."

Yet during a specialized support mission, a hidden concern was exposed: soldiers were disciplined and orderly, but lacked initiative. When confronted with thorny problems, they would "wait, lean on others, and demand" (等靠要), lacking that drive and fighting spirit. In discussion, several company leaders shared the same feeling: "We can keep order, but we can't keep things alive!"

The Party committee leadership went down to squads, platoons, and guard posts to dig for the root cause. The crux gradually became clear: some units had simply equated "Double Four-One" with "control and management," emphasizing "constraint" over "guidance," and neglecting the mobilization of ideological initiative and the exercise of officers' and soldiers' role as the main actors. The "fire" within soldiers' hearts—their intrinsic motivation—had never truly been ignited.

"The essence of implementing 'Double Four-One' is 'activating people.'"

The unit's Party committee set a new direction: cadres and backbone personnel must resolutely abandon "nanny-style" management, and more often serve as ideological "igniters" and action "lead geese." At the same time, they must open up a "megaphone" for officers and soldiers, encouraging proactive reporting and suggestions, transforming the one-way constraint of "you speak, I listen" into the two-way mutual pursuit (双向奔赴) of "shared hearts and shared direction."

Before long, soldiers noticed the changes in Zhang Huajian: during mission breaks, he no longer maintained a formal distance, but sat together with everyone, chatting about family, sharing concerns, and talking through uncertainties. Listening to what soldiers had in their hearts, Zhang Huajian said with feeling: "The company is our home! If you have difficulties, speak up—the organization and everyone here will carry it together!" Inner knots quietly dissolved in the warmth of candor.

Change was also visible across the training grounds. Squad leader Zhou Yi took the initiative to lead the charge in tackling technical bottlenecks and optimizing operational procedures. Corporal Li Haoyang grabbed the heaviest load and, through hard work on difficult problems, transformed into a "technical expert." Seeing everyone's high spirits and solid skills, headquarters leaders gave a thumbs-up.

Sergeant Niu Zhiwei was preparing for a military sports backbone concentrated training assessment, but suffered repeated setbacks in simulated assessments, and her confidence plummeted. The political instructor stepped in—providing psychological counseling to relieve pressure on one hand, and coordinating top performers to provide targeted mentorship on the other. Niu Zhiwei ultimately completed the training with outstanding results. Returning to the company, she converted the organization's warmth into a passion for innovation; the new training methods she summarized and promoted led to a dramatic leap in the entire company's military physical training scores. "The organization holds me in the palm of its hand, so I must carry the mission on my shoulders!" Niu Zhiwei's words rang with conviction.

From the one-way constraint of "keeping order" to the two-way mutual pursuit of "keeping things alive," the seeds of "Double Four-One" are breaking through the soil of the new era and sprouting new shoots, generating tremendous driving force. One soldier's analogy was particularly apt: "Our company is like a symphony orchestra—officers and soldiers each fulfill their roles while working in seamless coordination, and 'Double Four-One' is the conductor's baton that makes every note shine!"

On the "Dream Wall" (圆梦墙) in a corner of the garrison, the soldiers' "small goals" are posted everywhere: "Earn Special Grade Three," "Become an instructor," "Win the competition"… Beside each dream, the "mentorship partner" and a "progress bar" are clearly marked.

Not far away, the reporter saw, on the garrison's main road, the words "'Double Four-One' Spread from Here to the Entire Military" gleaming brightly, ever more prominent.

Fine Traditions Must Never Be Abandoned

After visiting the birthplace of the "Double Four-One" movement—known throughout the military—a unit of the Information Support Force, this edition's editor held a dialogue with Wang Zhonghua, a research fellow at the Military Political Work Research Institute of the Academy of Military Sciences.

Editor: More than thirty years ago, "Double Four-One" was written into the Outline for Building Military Grassroots Units. How should we understand and grasp its historical background?

Expert: Throughout our military's long practice of revolution, construction, and reform, all levels have consistently placed great emphasis on grassroots building—repeatedly focusing on the grassroots and laying long-term foundations—and have stressed combining education and persuasion with strict management, and resolving ideological problems together with resolving practical difficulties. As early as the Sanwan Reorganization (三湾改编), Comrade Mao Zedong creatively proposed "establishing Party branches at the company level" and stipulated that "officers shall not beat soldiers, and officers and soldiers shall be treated equally"—this was our Party's earliest codification of officer-soldier relations and soldier-soldier relations. The Gutian Conference (古田会议) made clear: "Officers must respect soldiers' dignity and care for soldiers; soldiers must respect officers and consciously accept management." This shaped the distinctive hallmark that distinguishes the new people's army from all other armies of a different nature. After the founding of New China, and especially after reform and opening up, grassroots units and officers and soldiers across the force actively explored many scientifically sound and effective new practices and experiences, continuously opening new vistas for our military's tradition of obeying orders and following commands, caring for subordinates, and emphasizing unity. The work of educating and managing the force gradually formed a set of mature and effective experiential practices, which were continuously summarized and promoted by the Central Military Commission (中央军委) organs and organs at all levels, and were ultimately written into the Outline, becoming one of the standardized requirements for military grassroots building. "Double Four-One" formally spread to the entire military.

Editor: The Outline for Building Military Grassroots Units has been revised multiple times, yet "Double Four-One" has remained unchanged word for word. What is the source of its inner vitality?

Expert: The grassroots is the foundation of all the force's work and combat power, and the cohesion and combat power of grassroots units derive from internal unity. As expressed in the songs beloved by officers and soldiers everywhere—"Unity Is Strength" (《团结就是力量》) and "Song of Officer-Soldier Friendship" (《官兵友爱歌》): "This strength is iron, this strength is steel, harder than iron and stronger than steel"; "The bond between officers and soldiers, the love between comrades-in-arms, surpasses that of blood brothers"… The fact that "Double Four-One" was written into the Outline and has remained unchanged word for word fully demonstrates our military's political advantage and fine tradition of "respecting officers and loving soldiers, officers and soldiers as one" (尊干爱兵、官兵一致). No matter how the times develop or how the situation and tasks change, this principle—strengthening the grassroots, relying on officers and soldiers, consolidating internal unity, and cementing officer-soldier relations—must never be abandoned.

Editor: What aspects should be grasped in implementing "Double Four-One" well in the new era?

Expert: Respecting officers and loving soldiers, officers and soldiers as one, has always been our military's political advantage and fine tradition. Innovating and developing "Double Four-One" in the new era should focus on the following aspects:

Consistently maintain the correct fundamental attitude toward officers and soldiers. Fully respect the principal status and pioneering spirit of officers and soldiers, and carry out work with deep feelings for them. Uphold the combination of strict requirements with warm concern, and the combination of disciplinary constraint with education through persuasion, so that educational and management work is both firm and warm. Persistently and deeply carry out activities of respecting officers, loving soldiers, and fostering soldier-soldier friendship; cultivate the revolutionary comradeship of officers and soldiers sharing hardships and life-and-death struggles; and consolidate and develop internal relations that are united, friendly, harmonious, and wholesome.

Continuously inspire officers and soldiers to forge ahead in the cause of military strengthening. The purpose of education and management is to enhance combat power. Tightly centered on preparation for war and combat, educate and motivate officers and soldiers to strive to become top trainees, technical backbone personnel, and skilled operators; to grow and develop talent rooted in their own posts; and truly lead officers and soldiers with high spirits and lead the force with fierce vigor—advancing the combat-power standard into all aspects of grassroots building and the entire process of talent cultivation. Uphold respect for the grassroots and reliance on officers and soldiers; maximally stimulate the sense of ownership in loving and building the grassroots; and pool the wisdom and strength for united struggle and unswerving military strengthening.

Truly pass the test of the era and the test of the internet. At present, the composition and structure of military personnel is undergoing new changes: post-90s and post-00s have become the main body of grassroots officers and soldiers, the proportion of college-educated soldiers has risen significantly, officers and soldiers bring richer pre-enlistment experiences, and civilian personnel (文职人员) are gradually becoming a new emerging force. Implementing "Double Four-One" and improving the quality and effectiveness of the "three regular tasks" (三个经常性工作) requires not only conducting face-to-face heart-to-heart talks, but also innovating keyboard-to-keyboard (键对键) exchanges of the heart; persisting in technology empowerment; and skillfully using the new language of the era, internet language, and soldiers' own language to occupy both real-world and online ideological terrain—grasping officers and soldiers, guiding youth, and winning the future across all times and spaces.

Foster a healthy and upright ecosystem. Uphold leading soldiers in accordance with law, with feeling, with civility, and with science; lead by example and set the standard; implement the "Five Preventions" (五个防止); and resolutely rectify all problems that interfere with the force's primary responsibilities and drain officers' and soldiers' mental energy and morale. For contradictions and problems raised by the grassroots, proactively step in, find solutions, and genuinely resolve them; improve the end-stage implementation quality and effectiveness of policy systems such as benefits and support; and enhance officers' and soldiers' sense of honor, sense of gain, and sense of belonging.

一行行批注背后的“兵心密码” ■徐 杨 王明辉 走访信息支援部队某部,某连指导员张博一本写满批注的带兵笔记,被官兵们屡屡提及。 翻开这本带兵笔记,连队每名官兵的个人情况一览无余。笔记中认真记录了每名官兵的个人信息和谈心情况,同时对每个人的思想波动以批注形式做好跟踪反馈,既肯定进步、点拨困惑,也倾听需求、破解难题。 翻到最新几页,杨丰源的名字多次出现,引起了笔者的好奇。 几天前,一次深夜查哨,张博发现小杨正在岗桌上打瞌睡,当场作了提醒。回到宿舍后,他在小杨姓名栏旁边写下“本周三次睡岗”,并用记号笔标注为重点关注对象。 翌日早操结束,张博找来小杨的班长了解情况。原来,此前战备拉动检查中,作为训练尖子的小杨因军容不整被通报,个人“双争”评比降级,还影响了班级荣誉。小伙子深感委屈:“这点小错至于通报?”从此训练躲着走,集体活动不吭声。张博随即在批注下补充:“因受批评思想波动大,委屈感强,需立即谈心帮带。” 训练间隙,张博多次找小杨谈心。起初小杨只是敷衍,经反复开导才吐露心声:“我是训练尖子,这点错算啥?通报让我没面子……”张博没多说,把小杨拉到连队荣誉室,指着一面锦旗说:“这里有你的汗水与付出,这些我都记在心里,但成绩绝不是放松纪律的理由。” 张博话锋一转,语气严肃:“军容风纪反映的是纪律意识,作风稀拉到了战场上就是致命的破绽。”指导员的话,如一记重锤敲在小杨心上。“指导员,我错了!不该觉得‘小错无所谓’,更不该‘躺平’,我想把失去的荣誉争回来!” 张博随后指定一名排长与小杨结成帮带对子,连队党支部也及时跟进。卸下包袱的小杨,不仅事事冲在前,还主动递交了参加“四会”教练员比武的申请。 张博全力支持,从教案编写、课件制作到授课技巧手把手帮带,最终小杨在比武中一举夺魁。 当晚,张博欣慰地在带兵笔记中批注:“对待战士过失,解开思想疙瘩是前提,解决实际困难是关键。帮到点子上,兵心才能焐热,成长才有动力。” “这一行行有温度的批注背后,是30余年知兵爱兵的初心传承。”该部领导表示,这本不断更新的带兵笔记,正是新时代基层带兵人传承“双四一”优良传统,将政治工作温度精准滴灌到兵心,把组织优势转化为强军胜势的生动缩影。 笔者离开时,张博的带兵笔记又添新内容:“战士李佳霖,视频剪辑好手,可培养为连队宣传骨干;上等兵李振武,立志考军校,需协调资料、保障时间……”笔尖划过纸页,带兵人关注的目光,始终紧随着战士成长的足迹。 信息支援部队某部骨干日常开展谈心交心活动。李佳霖摄 “双四一”新传:老传统焕发新活力 ■黄永文 程 序 解放军报特约记者 管鹏赫 “双四一”——“四个知道、一个跟上,四个报告、一个依靠”,这是写在《军队基层建设纲要》里的内容,也是我军密切内部关系、凝聚军心士气、催生战斗力的重要法宝。 它要求带兵人必须做到:知道战士在哪里、在干什么、在想什么、需要什么,思想工作和管理工作及时跟上;同时也要求战士做到:主动报告自己在哪里、在干什么、在想什么、需要什么,遇到困难时懂得依靠组织解决问题。 新时代新征程上,面对兵员结构深刻变化、使命任务不断拓展的新形势,如何让这个老传统焕发新活力,是当下广大基层单位自主抓建必须破解的时代课题。 作为“双四一”走向全军的发源地,记者探访信息支援部队某部,探索“双四一”在新时代的实践密码。 流程走完了,为何换不来兵心的“到位” 训练场硝烟未散,复盘会气氛凝重。 信息支援部队某部某连训练尖子刘鹏,在关键战术考核中意外“掉链子”……新任连队干部薛哲翻看着刚刚完成的“双四一”思想摸排记录,眉头紧锁:台账上关于刘鹏明明写着“一切正常”。追问之下,真相令人扼腕——因父亲重病住院,刘鹏连续失眠,可面对例行谈心却欲言又止。 让人不解的是,连队落实“双四一”一直很好:谈心交心周周搞、思想摸排月月报,要素齐全、流程规范。形式上的“到位”,为何换不来兵心的“到位”? 一次训练间隙,教导员刘博找到薛哲,指出了连队近期出现的苗头性问题,并善意提醒道:“形式和流程走完了,战士们心里可不一定认可,说明我们落实‘双四一’不够走心,要好好反思,及时改进。” 没多久,一场“双四一”研讨交流会在连队召开,连队主官、战士代表集聚一堂展开讨论,战士们直言不讳:“谈心总在俱乐部,人多眼杂,哪敢说掏心窝子的话”“有的班长,把问题记本子上就完事了,说了也白说,谁还愿开口”…… “不是战士们不说心里话,而是我自己只走流程不走心,落实‘双四一’就成了走过场。”薛哲反思道。 为此,薛哲带领班长骨干,从精简规范台账入手,取消多头填报、过度留痕,把更多时间用在跟班作业、深入官兵上。同时他们明确谈心谈话“四不”要求:不搞仓促谈、不搞应付谈、不搞公式谈、不搞单向谈,倡导利用训练间隙、课余休息、晚点名后等时机,一对一拉家常、讲真话、说实情。 他们还建立谈心谈话闭环机制,对官兵思想困惑、家庭困难、心理压力、实际诉求逐一登记,专人负责、限期解决、跟踪问效,确保事事有回音、件件有着落。 台账“瘦身”了,兵心更“暖”了。沉默寡言的战士小李,训练刻苦却心事重重。薛哲利用点滴时间与他谈心交流,终于打开了他的心结:父母离异、家境困难带来的长期压抑。连队依规为他申请补助,持续开展心理疏导。不久后,小李在训练场上重现笑容。 机关交班会上,该连的谈心记录因“去空话、见真人、有实策”被点名表扬。 关键在于从“知道”到“跟上”的转变 前不久,该部“两支队伍”集训现场,几位连主官围坐,愁云笼罩——“平时和战士一起训练生活,却感觉和他们隔着很远距离”“以前战士的心事一摸一个准,现在却一聊一个偏”“当前新时代官兵个性强,难以掌握他们的所思所想”……沿用了许多年的老办法,现在真不管用了? “只知表象,不知本质,就容易看偏人、断错事!”该部领导指出,“‘双四一’大家张口能背,但扪心自问,真的读懂兵心了吗?满足于知道‘人在哪、干什么’,够吗?”大家陷入沉思。 前期,该部在深入基层调研时就发现这样的共性问题:不少带兵人停留在“知道”层面——知道兵在哪儿、在干啥,但对思想深处的“暗流”、实际困难的“冰山”,却掌握不深、洞察不透。 “知道,只是浅层次的了解;工作及时跟上,解决问题,才是根本性的落实。”针对调研发现的问题,该部党委态度鲜明:必须在转变工作作风、提升带兵知兵能力上下功夫,让“双四一”传家宝真正焕发新活力。 随即,为了提升带兵人“知兵情、察兵意、解兵忧”的核心能力,集中培训、案例剖析、送学观摩等活动密集展开。 列兵陈勇宏训练成绩滑坡,几次谈心都说“没休息好”。指导员敏锐捕捉到他微信朋友圈里的消极情绪。 得知陈勇宏是某款热门游戏的“高手”,指导员放下架子“拜师学艺”。一次游戏组队间隙,陈勇宏终于吐露心声:“指导员,我觉得搞保障没存在感,没劲……”指导员顺势引导:“你看游戏里,‘辅助位’多关键!离了辅助,输出再强也赢不了。咱连队也一样,保障就是战斗力的‘基石’。” 随后,指导员拉着陈勇宏来到连队荣誉室:“看看连队的这些老前辈,几十年如一日坚守在大山,默默守护着祖国的万家灯火。”看着指导员期盼的眼神,陈勇宏若有所思地点了点头。 从“知道”到“跟上”,折射出作风之变、落实之变。“兵心最真,也最可贵。今后,我将多坐一坐战士的板凳、听一听官兵的心里话,用真心换真心,以真情聚兵心,努力成为官兵可信、可靠的基层带兵人。”刚刚结束集训的代职指导员王盛说。 落实“双四一”,从“管得住”到“管得活” 前不久,指导员张华健遇到了新烦恼。他带的连队,秩序严整、令行禁止,是出了名的“标杆”。 可在一次专项保障任务中,暴露了隐忧:战士们规规矩矩,但主动性不足,遇到棘手问题就“等靠要”,少了那股子闯劲拼劲。一交流,好几个连队主官感同身受:“能管得住,却管不活!” 党委一班人沉到班排哨位深挖根源。症结逐渐清晰:部分单位把“双四一”简单等同于“管控”,重“约束”轻“引领”,忽视了思想发动和官兵主体作用的发挥,战士们心中的那团“火”——内生动力,没被真正点燃。 “落实‘双四一’,本质是‘激活人’。” 该部党委定下新方向:干部骨干要坚决摒弃“保姆式”管理,多当思想“点火器”、行动“领头雁”;同时,打开官兵“发声筒”,鼓励主动报告、建言献策,变“你讲我听”的单向约束,为“同心同向”的双向奔赴。 不久后,张华健的变化,战士们看在眼里:任务间隙,他不再端着,而是和大家围坐在一起,聊家常、诉牵挂、谈迷茫。听着战士们的心里话,张华健动情地说道:“连队就是咱的家!有难处,说出来,组织和大伙儿一起扛!”心结,在坦诚与暖意中悄然融化。 变化,更在一处处练兵场上。班长周益主动带头攻关技术瓶颈,优化操作流程;下士李昊阳抢着最重的担子挑,在攻坚克难中蜕变为“技术大拿”。看到大家昂扬的劲头和过硬的本领,机关领导竖起大拇指。 中士牛志伟备战军事体育骨干集训考核,可模拟考核中却屡屡受挫,信心跌入谷底。指导员靠上前,一面心理疏导减压,一面协调尖子精准帮带。最终,牛志伟以优异成绩结业。回到连队,她把组织的温暖转化为创新的激情,总结推广的新训法让全连军体训练成绩大幅跃升。“组织把我捧在手心,我就要把使命扛在肩头!”牛志伟的话语,掷地有声。 从“管得住”的单向约束到“管得活”的双向奔赴,“双四一”的种子在新时代的土壤里,正破土萌发新芽,催生磅礴动力。一位战士的比喻格外贴切:“咱连队就像个交响乐团,干部战士各司其职又默契配合,‘双四一’就是那根让每个音符都闪光的指挥棒!” 营区一角的“圆梦墙”,贴满了官兵的“小目标”:“拿下特三”“当上教练员”“比武夺魁”……每个梦想旁,都清晰标注着“帮带人”和“进度条”。 不远处,记者看见,营区主干道上,“‘双四一’从这里走向全军”几个大字熠熠生辉,愈加醒目。 信息支援部队某部官兵开展法规学习。李佳霖摄 本版编辑对话军事科学院军队政治工作研究院专家—— 优良传统永远不能丢 探访闻名全军的“双四一”活动 发源地——信息支援部队某部归来,本版编辑与军事科学院军队政治工作研究院王忠华研究员进行了对话交流。 编辑:30多年前,“双四一”写进《军队基层建设纲要》,如何认识把握其历史背景? 专家:我军长期革命、建设和改革实践中,各级始终高度重视基层建设,反复抓基层、长期打基础,注重将教育说服与严格管理、解决思想问题与解决实际困难相结合。早在“三湾改编”时,毛泽东同志就创造性提出“支部建在连上”,规定“官长不打士兵,官兵待遇平等”,这是我党最早对官兵关系、兵兵关系作出的规范。古田会议明确:“官长要尊重士兵的人格、要关心爱护士兵,士兵要尊重官长、自觉接受管理。”塑造了新型人民军队区别于一切其他性质军队的鲜明标识。新中国成立特别是改革开放以后,广大基层单位和官兵积极探索出许多科学有效的新做法新经验,不断开创我军服从命令听指挥、关爱部属重团结的新局面,部队教育管理工作逐步形成一套成熟有效的经验做法,并被军委机关、各级机关不断总结推广,最终写入《纲要》,成为军队基层建设规范要求之一,“双四一”正式走向全军。 编辑:《军队基层建设纲要》多次修订,但“双四一”始终一字未改,其内在生命力是什么? 专家:基层是部队全部工作和战斗力的基础,而基层部队的凝聚力战斗力来自内部团结。正如深受广大官兵喜爱的《团结就是力量》《官兵友爱歌》中所唱:“这力量是铁,这力量是钢,比铁还硬比钢还强”“官兵情、战友爱,胜似亲兄弟”……“双四一”写入《纲要》并始终一字未改,充分彰显了我军“尊干爱兵、官兵一致”的政治优势和优良传统。无论时代如何发展、形势任务如何变化,建强基层、依靠官兵,巩固内部团结、密切官兵关系这一条永远不能丢。 编辑:在新时代贯彻落实好“双四一”应注意把握好哪些方面? 专家:尊干爱兵、官兵一致历来是我军的政治优势和优良传统。新时代创新发展“双四一”应重点把握以下几个方面: 始终端正对官兵的根本态度。要充分尊重官兵主体地位和首创精神,带着对官兵的深厚感情做工作。坚持严格要求同热情关心相结合,坚持纪律约束同说服教育相结合,把教育管理工作做得既有硬度又有温度。持续深入开展尊干爱兵、兵兵友爱活动,培养官兵甘苦与共、生死与共的革命情谊,巩固和发展团结、友爱、和谐、纯洁的内部关系。 持续激发官兵奋进强军事业。教育管理的目的在于提高战斗力,要紧紧围绕备战打仗,教育激励官兵争当训练尖子、技术骨干、操作能手,立足本职岗位成长成才,真正把官兵带得昂扬奋进、把部队带得虎虎生威,助推战斗力标准落到基层建设各方面、人才培养全过程。坚持尊重基层、依靠官兵,最大限度地激发热爱基层、建设基层的主人翁意识,汇聚团结奋斗、矢志强军的智慧和力量。 真正过好时代关网络关。当前,军队人员成分结构发生新变化,90后、00后成为基层官兵主体,大学生士兵比例显著提高,官兵入伍前经历阅历更加丰富,文职人员逐步成为一支新生力量。落实“双四一”,提升“三个经常性工作”质效,既要做好面对面谈心谈话,也要创新键对键交心交流,坚持科技赋能,善用时代新语、网言网语、兵言兵语占领现实和网络思想阵地,全时空掌握官兵、引领青年,赢得未来。 营造风清气正的良好生态。要坚持依法带兵、以情带兵、文明带兵、科学带兵,以身作则、率先垂范,做到“五个防止”,坚决纠治各种干扰部队主责主业、耗散官兵心神心气的问题。对基层反映的矛盾问题,要主动靠上去、想办法、真解决,提高待遇保障等政策制度末端落实质效,增强官兵荣誉感、获得感、归属感。
