During a 'Regulations Study Month' activity, the company Party branch of the People's Armed Police Shanghai General Corps Mobile Second Detachment ran a special education campaign after two soldiers—one caught weaving collar insignia into a bracelet for his girlfriend, another tempted by an e-commerce vendor offering customized camouflage teddy bears bearing near-regulation distinctive uniform items (标志服饰)—were stopped before violating military uniform management rules and secrecy discipline. The detachment Party committee followed with self-examination and self-correction (自查自纠) sessions and tightened storage, use, and recovery requirements for all military supplies. The article is standard political-work content; its value is as a record of how PAP units frame uniform-management and operational-security discipline to junior enlisted personnel, not as evidence of a new policy line or changed enforcement posture.

This Way of Expressing Affection Is Unacceptable

■ Lu Shuai

On a weekend, inside a dormitory of a certain company of the People's Armed Police Shanghai General Corps Mobile Second Detachment, soldier Xiao Zhang was bent over, fiddling with red cord and collar insignia.

"What are you doing? You look so focused." Platoon Leader Xu was a little curious at the sight.

"Platoon Leader, I saw online that some people weave collar insignia into bracelets. I wanted to make one to give to my girlfriend." Xiao Zhang's tone was full of excitement.

"Collar insignia are distinctive uniform items (标志服饰), not ordinary accessories—they cannot be casually given away to others." The platoon leader's words instantly brought Xiao Zhang back to his senses. "You think it would be a meaningful gift, but once these distinctive uniform items flow into society, it not only violates the unit's management regulations, it could also be exploited by those with ulterior motives." Hearing the platoon leader's warning, Xiao Zhang recognized the problem and immediately abandoned the idea.

In a similar incident, Senior Private Xiao Gong was browsing an e-commerce platform when a product advertisement reading "Exclusively for soldier brothers—professionally customized camouflage teddy bears" caught his attention. The vendor explained that by simply entering one's branch of service, military rank, and name, a customized camouflage teddy bear bearing a cartoon name tag and collar insignia could be made—a very meaningful gift for family and friends. The vendor then sent several actual product photos. On closer inspection, the cartoon accessories on the teddy bear were nearly indistinguishable from the issued regulation distinctive uniform items. Xiao Gong realized that if he provided this information to the vendor's customer service, it would expose his identity as a servicemember, and he promptly reported the situation to his squad leader.

These incidents drew the serious attention of the company Party branch. "There are many ways to express affection, but one must never cross the disciplinary red line. Relevant regulations clearly stipulate that servicemembers must not sell, dismantle, or alter military uniforms. When engaging in online shopping, mailing items, using shared transportation, or other activities that require filling in unit or identity information, servicemembers must not use their military identity or unit designations (部队番号) and other information involving military secrets." At the company affairs meeting, Company Political Instructor Mao pointed out: "If these behaviors are not stopped in time, not only may the officers and soldiers themselves face legal consequences, but military secrets could even be exposed—the consequences would be unimaginable."

In conjunction with the "Regulations Study Month" (条令学习月) activity, the company organized everyone to carry out a special discussion on the management of distinctive uniform items. "Distinctive uniform items must be kept and used strictly in accordance with regulations and must not be privately disposed of or given away." "When purchasing goods online, if you see vendors selling military distinctive uniform items, report it promptly." "You must not casually lend military uniforms to family members or friends for their use." … Everyone spoke freely, drawing on their own experiences.

Taking this incident as an opportunity, the detachment Party committee further intensified education and guidance efforts, launching a special education campaign on military uniform management and secrecy discipline. It organized officers and soldiers to carefully study relevant regulations and conduct self-examination and self-correction (自查自纠), and formulated more detailed requirements for the storage, use, and recovery of all types of military supplies, guiding all officers and soldiers to keep the string of discipline taut (绷紧纪律之弦) in their thinking.

A few days ago, when Xiao Gong called his girlfriend, he told her proudly that through hard training his overall capabilities had improved greatly—he had taken the stage at the detachment's "Strengthening the Military Story Forum" (强军故事会) and had been named a "Star of Progress" (进步之星) by the detachment. "News like this is the best gift for me," his girlfriend said happily.
