"In the past, submitting a construction project application sometimes meant making many trips just to get a single stamp. Now information travels online — it saves both worry and effort." Recently, the head of a land-use entity in Wuhou District, Chengdu, Sichuan Province, was in high spirits after a project was smoothly approved. Like that entity, when planning construction projects that may affect military facilities, multiple units in Chengdu need only submit project applications online, without having to coordinate face-to-face with approving authorities, and can receive feedback within a short period of time.

When local people's governments at or above the county level formulate national economic and social development plans or arrange construction projects that may affect military facilities protection, and when relevant departments of the State Council and local people's governments formulate territorial spatial plans (国土空间规划) and other plans, they shall give consideration to the needs of military facilities protection and shall solicit written opinions from the relevant military organs in accordance with regulations.
