Rectifying Work Style Is Also a Political Achievement

Not long ago, this newspaper reported on a certain unit that launched a campaign to annihilate entrenched work-style maladies (作风顽疾), starting with rectifying study style, rectifying good-person-ism (好人主义), and rectifying housing problems. This campaign established a new and upright atmosphere, boosted the morale of the troops, and engraved a good reputation in the hearts of officers and soldiers. This work-style campaign gives us one major revelation: rectifying work style is also a political achievement.

Chairman Xi has pointed out that we must "educate and guide Party member cadres to establish the correct outlook on political achievements, work hard with a pragmatic spirit, and transform work style." Governance (政) means rectitude (正); achievement (绩) means responsibility (责). One important guarantee for the long-term development of a unit is a sound political ecology and a healthy environment for getting things done. Without these, improper atmosphere will take hold, outdated conventions will resurface, and bad habits will spread — making it difficult not only for Party member cadres to settle down and work, but also damaging the construction and development of the unit and thereby affecting the process of building a strong military. Therefore, when Party member cadres dare to rectify work style and establish a new atmosphere, they are in and of themselves creating political achievements.

In those years, Comrade Jiao Yulu worked in Lankao for a total of 475 days. Though the time was not long, today the people of Lankao see the paulownia trees and think of Jiao Yulu; when Party member cadres in Lankao encounter difficult problems, they take the Jiao Yulu spirit as the pioneer's axe for overcoming hardships. One important reason for this is that Jiao Yulu purified the local atmosphere and left behind an excellent work style, which has become an inexhaustible spiritual wealth for Party member cadres. This tells us, from one angle, that rectifying work style may not appear so earth-shattering on the surface, but its influence on people is boundless and permanent. It is not only a great spiritual wealth, but also an imperishable political achievement — an eternal political achievement.

A good work style is also combat effectiveness. Rectifying work style will not directly produce combat effectiveness, but it will, through gradual and sustained influence (潜移默化、久久为功), give rise to combat effectiveness. In fact, work-style discipline and getting things done are internally unified. Work-style discipline not only defines the bottom lines and boundaries that must not be crossed, but also provides a behavioral standard for Party member cadres to work with integrity, boldness, and steadiness. Only by doing the work of rectifying work style well can Party member cadres better accomplish their tasks, better improve their warfighting capabilities, and create the greatest political achievement of all — being capable of fighting and winning wars. In this sense, rectifying work style must be pursued without letup. This is not only a matter of Party member cadres' own duties, but also a matter of responsibility to the long-term development of officers and soldiers, to the combat effectiveness of the troops, and to the cause of building a strong military.

Rectifying work style is driven by Party spirit (党性). Party spirit is the cornerstone upon which Party member cadres establish their conduct, career, words, and virtue, and it is also the fundamental basis for Party member cadres to uphold the correct outlook on political achievements. When Party member cadres possess strong Party spirit, they will place the interests of the Party, the cause of the military, and the voices of officers and soldiers first, thereby treating the rectification of work style as a political achievement and seeing it through to the end with tangible results.

Rectifying work style — the key lies in carrying forward the spirit of struggle (斗争精神). Struggling against improper work styles is a hard battle; it cannot be won without daring to confront difficulties head-on, and victory cannot be achieved without carrying forward the spirit of struggle. At present, we have achieved solid results in rectifying work style and opposing the "Four Winds" (四风), and a clean and healthy political ecology is taking shape. However, we must also soberly recognize that the root causes of the "Four Winds" problem have not been eliminated and the soil in which they grow still exists. Only by waging resolute struggle against improper work styles, persisting in yielding not an inch and striking down every manifestation the moment it appears, can we continuously expand and consolidate our gains.

Rectifying atmosphere and enforcing discipline is always on the march. Only by putting in hard work to rectify work style will lasting, solid political achievements (硬政绩) that benefit officers and soldiers and serve the long-term development of the troops be left behind. Party member cadres should at all times keep in mind the responsibilities on their shoulders, uphold the principles of Party spirit, dare to draw their swords and act, carry forward in succession the protracted offensive campaign of work-style construction, and forge ahead toward the goal of a world at peace and an atmosphere free of corruption (海晏河清、弊绝风清).

正作风也是政绩 ——树立和践行正确政绩观系列谈 ■朱晓峰 前不久,本报报道了某部从纠治学风、纠治好人主义、纠治住房问题抓起,打了一场作风顽疾歼灭战。这一战立起了新风正气,提振了部队士气,也把口碑刻印在官兵心中。这场作风之战给我们一大启示:正作风也是政绩。 习主席指出,要“教育引导党员干部树立正确政绩观,真抓实干、转变作风”。政者,正也;绩者,责也。一个单位想要长远发展,一个重要保证就是良好的政治生态、健康的干事环境。如果脱离了这些,就会使风气不正、陈规泛起、陋习蔓延,不仅难以让党员干部安下心来干事创业,还会破坏单位建设发展,进而影响强军进程。因此,党员干部敢于正作风、树新风,本身就是在创造政绩。 当年,焦裕禄同志在兰考总共工作475天。时间虽不长,但今天的兰考人民看到泡桐,就会想起焦裕禄;兰考的党员干部遇到难题,就把焦裕禄精神作为攻坚克难的开山斧。其中一个重要原因就是焦裕禄纯正了当地风气,留下了优良作风,这成为党员干部取之不尽、用之不竭的精神财富。这从一个侧面告诉我们,正作风表面看起来不是那么惊天动地,但对人的影响却是无穷的、永久的,它不仅是伟大的精神财富,还是不朽的政绩、永恒的政绩。 好作风也是战斗力。正作风虽然不会直接产生战斗力,但它会潜移默化、久久为功催生战斗力。事实上,作风纪律和干事创业是内在统一的。作风纪律不仅明确了不能触碰的底线和边界,也为党员干部干净干事、大胆干事、踏实干事提供了行为准绳。把正作风的工作做好了,党员干部才能更好地干事创业、更好地提升打仗本领,创造出能打仗、打胜仗这个最大的政绩。从这个意义上讲,正作风必须常抓不懈。这不仅是党员干部自身职责所系,也是对官兵长远发展负责,对部队战斗力负责,对强军事业负责。 正作风是党性使然。党性是党员干部立身、立业、立言、立德的基石,也是党员干部坚守正确政绩观的根本所在。党员干部有了坚强党性,就会把党的利益、军队事业、官兵呼声放在第一位,从而把正作风当作政绩,一抓到底、抓出成效。 正作风,贵在发扬斗争精神。同不正之风作斗争,是一场硬仗,不敢较真碰硬拿不下来,不发扬斗争精神不能赢得胜利。当前,我们在正作风、反“四风”上取得了扎实成效,山清水秀的政治生态正在形成。然而,也应清醒地认识到,“四风”问题病根未除、土壤还在。党员干部只有与不正之风作坚决斗争,坚持寸步不让、露头就打,才能不断扩大战果、巩固成果。 正风肃纪永远在路上。正作风只有下硬功夫,才会留下惠及官兵、利于部队长远发展的硬政绩。党员干部应时刻铭记肩上之责,坚守党性原则、敢于亮剑出招,接续打响作风建设攻坚战持久战,朝着海晏河清、弊绝风清的目标砥砺前行。
