War is the apex of violent confrontation—a comprehensive contest of manpower, materiel, and financial resources backed by national power. Second, dynamically regulate attrition intensity: precisely grasp operational time and tempo, regulate the intensity and ratio of cost attrition at each phase; focus on key directions and objectives to achieve precise delivery of cost resources; keep an eye on decrements and increments, and flexibly adjust cost attrition pathways. Third, intervene at nodes to break the deadlock and achieve victory: closely watch the adversary's threshold inflection nodes—logistics supply interruption points, troop casualty tolerance points, morale collapse inflection points, public opinion explosion critical points, and internal contradiction trigger points—apply comprehensive measures and precise pressure to cause its sunk costs to solidify and its relative threshold to drop sharply, trapping it in a dual political-military predicament.

In the ultimate contest concerning national survival, one must both carefully calculate costs and strictly control attrition to win battlefield victory through asymmetric advantage, and also dare to match costs head-on and be willing to pay the price—exchanging short-term enormous war costs for the fundamental interests of the nation's long-term survival and development. At present, although the form of warfare is undergoing profound transformation, the political nature, fundamental laws, and gaming logic of war have not changed. One must focus on the nation's overall interests and conduct cost gaming using strategic thinking. First, adhere to cost baselines: with the premise of the nation's perpetual survival and the nation's core interests as the boundary. Costs that touch the baseline, however small, must not be paid; costs that protect the baseline, however great, must absolutely be borne. Second, precisely weigh values: distinguish priorities and urgency, clarify what is primary and secondary, and make scientific cost judgments and trade-offs regarding the value of the overall versus the local, and strategy versus tactics. Third, conduct forward-looking strategic planning: stand on a long-term footing, look to the future, use an international perspective to anticipate risks, challenges, and development trends, and make advance arrangements for cost inputs.
