Raising the Level of Full-Cycle, Fine-Grained Training Management

A certain Army unit has integrated data-driven thinking (数据化思维) into training management, optimized training ledgers, strengthened data analysis, and driven improvements in training quality and efficiency. A certain unit of the Information Support Force has applied military modeling thinking (军事建模思维) to unit training to ensure optimal configuration of all training elements. A certain Navy base's training inspection team tracks the training progress of every subject to ensure training quality remains stable… At present, units across the force are working in day-to-day exercises and training to raise the level of professionalization, fine-grained management (精细化), and scientific rigor in training management, striving to support first-rate training with first-rate management.
Chairman Xi has emphasized: "We must strengthen training management, optimize management models and processes, strengthen the development of relevant regulations, systems, and standard means, and raise the level of full-cycle, fine-grained training management (全周期、精细化训练管理)." Military training is the central work of the force; training management is an important guarantee for improving military training quality. It encompasses activities including the planning, organization, guidance, inspection, and assessment of training, and runs throughout the entire process of military training. A highly efficient training management system is conducive to optimizing resource allocation, reducing construction costs, and achieving twice the result with half the effort. If management methods are improper, it is easy to give rise to problems such as prioritizing rule by man over rule by law, prioritizing planning over process, and prioritizing form over effect, thereby undermining the improvement of the force's combat effectiveness. Establishing a scientific and efficient operational management mechanism is of far-reaching significance for improving training effectiveness and enhancing the combat effectiveness of the force.
"In the method of training soldiers, management is paramount; in the method of managing soldiers, practicing skills is paramount (练兵之法,管之为要;管兵之法,习艺为要)." No matter how good a military's weapons and equipment are, or how many combatants it has, if training management is in disarray and the various elements cannot form "a single game of chess (一盘棋)" and the various forces cannot be "twisted into a single rope (一股绳)," it will not be able to win battles. At present, our military's combat-realistic military training (实战化军事训练) involves large investment, many elements, difficult organization, and high risk. In particular, military training under informatized conditions involves the participation of forces and personnel across multiple regions, multiple systems, and multiple echelons, with highly pronounced characteristics of integrated force, systematic elements, and joint action (力量整体性、要素系统性、行动联合性). Relying solely on simplified, experience-based, and extensive management cannot meet development requirements. There is an urgent need to deepen the reform of training management, optimize management models, improve management processes, strengthen the development of regulations, systems, and standard means, and seek quality and efficiency through improved training management.
"Pull the one key cord and the ten thousand meshes all open (壹引其纲,万目皆张)." The Military Training Outline (军事训练大纲) is the fundamental regulation governing military training and assessment for the force; what to train, how to train, what to assess, and how to assess are all clearly stipulated within it. Raising the level of full-cycle, fine-grained training management requires taking regulations such as the Military Training Outline as the fundamental guide, and—targeting different missions, different equipment, and the technical and tactical levels of different personnel—adhering to precise planning, precise organization, precise assessment and evaluation, and precise support, to ensure that every individual soldier, every type of equipment, and every category of combat element is fully trained. Combat effectiveness of the force must be raised through strict and standardized training. We must persist in using future combat operations as the driver, focus training on potential adversaries, further refine and improve combat-realistic training standards for forces in each direction, each mission, and each type, and drive the expansion of combat-realistic military training (实战化) in both depth and breadth.
Full-process integration, full-element coordination, full-subject linkage, and full-chain closure are the essence of full-cycle management (全周期管理). Today's training involves diverse combat forces, clearly defined professional divisions of labor, and complex weapons operation. Raising the level of full-cycle training management requires us to guard against the problem of "railway police, each managing only their own section (铁路警察,各管一段)," to emphasize the integrity of training, and to ensure unified action across all training links and related domains. We must guard against "each blowing their own horn and each singing their own tune (各吹各的号,各唱各的调)," emphasize the coordination of training, and focus on improving overall training quality. We must guard against "one-size-fits-all" and "marching in lockstep (一刀切、齐步走)," emphasize the differentiation of training, and achieve tiered guidance and categorized training (分级指导、分类施训).
"Tackle the difficult while it is still easy; accomplish the great while it is still small (图难于其易,为大于其细)." Fine-grained management produces quality and excellence; careless management produces errors and problems. Details determine success or failure; fine-grained management is the essence of management. In training management, without fine-grained management there is no efficient training. Raising the level of fine-grained training management requires that training plans be meticulous and rigorous, down to the finest detail; that training implementation be carefully crafted and precisely fitted; that training support be calculated to every round and every bullet; and that training assessment be carefully cultivated and meticulously organized—ensuring that personnel, content, time, and quality are all implemented, and that every echelon and every category of subject can be trained completely, substantively, and to the required standard.
Governing the military must begin with governing training; governing training must be done strictly. At present, the effort to build a centenary military and advance toward a first-rate strong military has entered a critical stage of breaking through key difficulties and improving quality and efficiency. The requirements for the intensity and difficulty of combat-realistic training are gradually increasing, making it all the more necessary to raise the level of full-cycle, fine-grained training management through strengthened training inspection (训练监察). We must adhere to a problem-oriented approach, measure against the standard of "true, difficult, strict, and real (真难严实)," and adopt methods of discipline inspection and supervision (纪委监察), comprehensive inspection (综合督察), and special investigation (专项考察) to focus inspection on whether the on-site organization of training, the setup of training venues, training standard conditions, as well as the coordination of combat units, the application of tactics and methods, and the conduct of battles and campaigns conform to combat-realistic requirements, driving high-standard implementation across all training links. Problems must be placed in the "exposure column (曝光栏)" and also put "on the operating table (手术台)"; we must persist in combining targeting contradictions for action with targeting problems for correction, strive to form a sound situation in which inspection promotes training, inspection promotes development, and inspection promotes combat readiness (以监促训、以监促建、以监促战), make training discipline strict and training conduct solid, continuously drive the transformation of military training toward a quality- and effectiveness-oriented model (质量效能型), and achieve intensive and efficient development of combat effectiveness building.
