PLA Daily report by Wu Dan and reporter Sun Xingwei: Recently, this reporter learned at a professional ethics standards briefing organized by the Asset Management and Supervision Bureau of the Central Military Commission Logistic Support Department that our military has preliminarily established a closed-loop management chain covering the full lifecycle of assets. This is a concrete practice in the field of military asset management and supervision to accelerate the construction of a modern asset management system commensurate with the combat force system, and marks that our military's modern asset management system has taken initial shape.
Military assets are a strategic resource and an important material foundation for national defense and military modernization. In recent years, asset management and supervision departments at all levels throughout the entire military have strengthened refined management (精细管理), precise support (精确保障), and accurate supervision (精准监督) through taking stock of asset inventories, connecting support chains, and coordinating cross-domain allocation, driving asset management to preliminarily achieve the transformation toward a more sound system and mechanism, more standardized management and supervision, and more scientific overall allocation.
The entire military has rolled out full-asset cataloguing and code assignment, marking and labeling, strictly controlling the source gateway of assets, and implementing code-based refined management; has built and applied the military asset management information system, aggregating data on all types of asset resources across the entire military, and has basically achieved full network entry of assets, visible status, and traceable processes; has operated the asset public-property warehouse (公物仓) service support mechanism, adopting a model combining "virtual warehouses and physical warehouses" to provide asset sharing and common-use service support for troop combat readiness training and emergency exercises; and has established a normalized asset exit and revitalization mechanism to maximize the utilization of asset value.
During a joint exercise organized by a certain theater command, multiple units put forward temporary supplementary requirements for camping and cooking materials and equipment. Relying on the asset public-property warehouse service support mechanism, asset management departments queried in real time the materials and equipment held in the warehouse, and through online approval and nearby pickup, delivered them directly from the public-property warehouse to the exercise area. After the exercise concluded, the materials and equipment were inspected, maintained, and returned to storage, with no new procurement costs added throughout the entire process.
"Asset management and supervision departments at all levels throughout the entire military will continuously update management and supervision concepts, optimize information system construction, and improve management and support levels, ensuring that military asset resources are focused toward combat capability building." The responsible official of the relevant department stated that in the next step, they will use digital transformation as the driver, deepen full-cost accounting and full-lifecycle tracking management, and provide solid material support for winning future wars.
