Academy of Military Sciences NBC Defense Research Institute Advances Full-Chain Supervision Work

The AMS NBC Defense Research Institute has embedded dedicated discipline inspection officers — including a special-appointment officer named Xiao Li — into key research project milestones using a formalized '5-phase, 16-step' full-chain supervision checklist (科研全链路监督清单), with accompanying supervision extended to external civilian partners through a joint prevention and control mechanism (联防联控机制). The article documents the institute's response to clean-governance vulnerabilities specific to defense R&D: long project cycles, multi-stage handoffs, and high-risk military-civilian cooperation that push corruption risk points outside the gate. The framing ties the initiative explicitly to ongoing political rectification training (政治整训), placing this as one institutional record of how AMS subordinate units are operationalizing that campaign at the project level rather than only at the leadership level.

Academy of Military Sciences NBC Defense Research Institute Advances Full-Chain Supervision Work——

"Sharp Eyes" Bring "Clean Fielding"

■ Wang Yuedi, Zhai Jiayu

In the deep of an early-summer night, the conference room of a certain research institute under the Academy of Military Sciences (AMS) NBC Defense Research Institute was brightly lit as a key project reached a critical milestone demonstration. Special-appointment discipline inspection and supervision officer Xiao Li held a stack of well-worn full-chain supervision checklists for scientific research (科研全链路监督清单), methodically cross-checking original experimental records, equipment usage logs, and expenditure vouchers item by item. This was the third time in nearly two weeks that he had attended a project meeting as a non-voting participant. Today, having discipline inspection and supervision officers attend meetings at critical junctures of key scientific research projects to conduct full-process accompanying supervision (全流程伴随监督) has become an inviolable procedural rule at the institute.

As political rectification training (政治整训) advances in depth, the NBC Defense Research Institute Party Committee has engaged in profound reflection on the weak points and shortcomings of clean governance (廉政建设) in military scientific research units, conducted thorough self-examination and self-correction, and worked to extend comprehensive strict Party governance to the last link in the chain. In response to problems such as the long cycles, numerous stages, and dispersed risk points of scientific research projects, the institute has, in accordance with relevant regulations, explored the establishment of discipline inspection and supervision groups, special-appointment discipline inspection and supervision officers, and grassroots work-atmosphere supervisory personnel (基层风气监督员), clearing the "last mile" of supervision implementation and improving the effectiveness of grassroots Party conduct, clean governance, and anti-corruption work.

Xiao Li still vividly remembers the training process he underwent when he became a special-appointment discipline inspection and supervision officer. From visiting the institute's history museum to attending on-site warning education sessions at a military prison, the research institute treats clean governance education as a required course for every special-appointment discipline inspection and supervision officer, guiding personnel to strictly observe the bottom line of discipline and to perform their duties with integrity. Once a project enters external cooperative work, the footsteps of supervision follow it out the institute's gates. During one key scientific research project involving close military-civilian coordination, deep project cooperation, and high clean-governance risk, a clean governance visit working group conducted on-site visits to multiple local enterprises and research institutes in succession, establishing a joint prevention and control mechanism (联防联控机制) for mutual information sharing, mutual transfer of leads, and cooperative supervision, conveying the rules of discipline at project sites and building them into the front lines of cooperation. It is precisely because of this foundational work that special-appointment discipline inspection and supervision officers like Xiao Li are able to stand tall and keep their eyes wide open on the front lines of scientific research.

The scientific research project team to which Xiao Li belongs has more than 30 researchers and is responsible for multiple key tasks, yet he always keeps that supervision checklist in hand: "5 phases, 16 steps—from project initiation to project conclusion, not a single one can be missed." Every instance of technical research and development, experimental testing, external cooperative work, and expenditure must pass through these checkpoints.

From a written requirements plan to type-certification and fielding to the troops, from painstaking research in the laboratory to real-combat verification on exercise and training grounds, behind each solid scientific research answer sheet lies the institute's corrective measures of keeping a close watch on the core requirements of combat readiness and warfighting, and threading supervision and discipline enforcement (监督执纪) and clean governance visits through every single link—project initiation, technical breakthroughs, acceptance and conversion, and use of funds.

Supervision is silent yet powerful, purifying the atmosphere of scientific research. This invisible chain continues to extend and expand, integrating into more work at the last link.
