Forging the Political Soul of Loyalty to the Party

Editor's Note: Of all the supreme virtues under heaven, none is greater than loyalty. Loyalty has forged the people's army's wholehearted devotion to the Party, forged the fish-and-water bond between the people's army and the people, and forged the people's army's resolute will to charge into battle for the Party and the people. All along the way, it is precisely by upholding loyalty to the Party and unswervingly heeding and following the Party that our military has been able to overcome one "Loushan Pass" and "Lazikou" after another, win victory after victory, and unite under the Party's banner into "a solid piece of steel." At present, in the face of sharp and complex struggles in the ideological domain, only by resolutely heeding the Party's command and forging the political soul of loyalty to the Party can one ensure that, at any time and under any circumstances, one's heart does not waver, one's will does not shift, and one's integrity is not destroyed.
Our military is a people's army created and led by the Communist Party of China. Loyalty to the Party is the Party's foremost political requirement of the people's army, and is the true character and soul of the revolutionary soldier. Chairman Xi has emphasized the need to "forge a high-quality officer corps that is loyal, clean, and responsible, and capable of shouldering the weighty mission of strengthening the military." Among these qualities, "loyalty" comes first and occupies the primary position. In advancing along the road of military strengthening and fighting the hard battles ahead, military Party member cadres must temper their political character, forge their political integrity, and build their political soul through the spirit of self-revolution; they must put love for the Party, concern for the Party, dedication to the Party's flourishing, and protection of the Party into practice in every aspect of work and life, and continuously write new chapters in the people's army's loyalty to the Party.

The history of our military's growth and development has repeatedly proven that the quality of loyalty is the fundamental guarantee that the barrel of the gun will forever heed the Party's command. Military Party member cadres, as the backbone force for strengthening and revitalizing the military, have a degree of loyalty to the Party and a purity of political soul that bear directly on the rise or fall, success or failure, of the cause of military strengthening.
The fundamental guarantee for casting the military soul (铸牢军魂). The Party's absolute leadership over the military is the military soul of our army that will never change. Chairman Xi has pointed out that upholding the Party's absolute leadership over the military requires, first and foremost, that the entire military be absolutely loyal to the Party. To cast the military soul, military Party member cadres must be absolutely reliable politically and absolutely pure ideologically. Only by steadfastly guarding the political soul and forever preserving the true character of loyalty can one put into practice the series of fundamental principles and systems by which the Party leads the military, ensure that the people's army always acts and fights under the Party's banner, and resolutely obey the command of the Party Central Committee, the Central Military Commission, and Chairman Xi.
The stabilizing anchor (定海神针) for resisting risks. Chairman Xi has pointed out: "Without loyalty to the Party as the political 'stabilizing anchor,' one is very likely to be defeated in the face of various tests." At present, the world situation, national conditions, Party conditions, and military conditions are all undergoing complex and profound changes; the political tests our military faces are intricate and complex, and the many factors that affect the Party's absolute leadership over the military and erode the political character of the people's army are a present reality. Only by forging the political soul of loyalty to the Party and continuously improving political judgment (政治判断力), political comprehension (政治领悟力), and political execution (政治执行力) can military Party member cadres take a clear-cut stand on major questions of right and wrong, be fearless in the face of trials and storms, stand firm in the face of all manner of temptations, and achieve absolute loyalty, absolute purity, and absolute reliability.
The key to strengthening and revitalizing the military. Strengthening the military requires being strong politically first; being strong politically is the most fundamental form of strength. Chairman Xi has pointed out: "Without revolutionary tempering (革命性锻造) in the political sphere, there can be no great transformation of the people's army in the new era." If one is politically unreliable and spiritually disloyal, the higher the position, the greater the harm caused. Military Party member cadres, especially senior cadres, bear enormous burdens on their shoulders and have thousands of troops behind them. Only by persisting in leading by example and setting a model, achieving consistency between inner conviction and outward conduct and unity of knowledge and action on the question of loyalty, and demonstrating the courage to take responsibility through the quality of loyalty, can one motivate all military officers and soldiers to wholeheartedly turn toward the Party and follow its orders, transform political advantages into advantages in winning, and drive the cause of military strengthening continuously forward.

Loyalty to the Party is not an abstract slogan or an empty declaration; it is a concrete political yardstick and a rigid political requirement. Chairman Xi pointed out at the opening ceremony of the senior cadre training course for the entire military that our Party and our military are held together by ideals and convictions; to join this Party and this military is to firmly believe in Marxism, to be loyal to the Party's faith, the Party's organization, and the Party's cause. Chairman Xi's important remarks profoundly expound on the directional and fundamental questions of loyalty to the Party; they must be deeply understood and comprehensively grasped, and loyalty to the Party must be practiced through concrete action.
Loyalty to the Party's faith. Loyalty originates from faith; without faith, loyalty is a tree without roots, a river without a source. "Only when faith in Marxism is firm, and conviction in socialism with Chinese characteristics is firm, can loyalty to the Party have a solid foundation, and can one achieve 'remaining strong through ten thousand blows, no matter which way the wind blows.'" Military Party member cadres must further strengthen their faith in Marxism, their conviction in socialism with Chinese characteristics, and their confidence in realizing the great rejuvenation of the Chinese nation — the Chinese Dream — and consciously become firm believers in and faithful practitioners of the lofty ideal of communism and the common ideal of socialism with Chinese characteristics. In the contest between soul-forging and soul-corroding (铸魂与蛀魂), between root-strengthening and root-destroying (固根与毁根), they must guard the spiritual homeland of Communists, and use purity and firmness of faith to ensure political purity and reliability.
Loyalty to the Party's organization. A strong and powerful Party organization is the source of our military's advantage and strength, and is the fundamental guarantee for passing through wind and rain and advancing from victory to victory. Divorced from the organization, loyalty can only become empty talk. Military Party member cadres must always reinforce Party consciousness and organizational concepts, consciously identify with the organization ideologically, rely on the organization politically, submit to the organization in work, and trust the organization emotionally, always remaining aligned and in resonance with the organization; they must strictly observe Party organizational discipline, never deceive the organization or violate its decisions, and always place themselves under the organization's education, management, and supervision.
Loyalty to the Party's cause. Loyalty to the Party lies in the unity of knowledge and action and is weighted toward taking responsibility and acting; it cannot remain at the level of words but must be practiced in concrete work. Military Party member cadres' loyalty to the Party is manifested primarily in the fulfillment of specific mission tasks such as training for war, troop management, and emergency response; it is manifested in resolute action — tackling difficulties while focusing on primary responsibilities and duties, daring to grasp and manage problems when confronting contradictions, and stepping forward when facing risks and challenges. One must establish and practice a correct view of political achievement (政绩观), resolutely rectify such problems as quick declarations but slow implementation, many deployments but little follow-through, and emphasis on form over substance; one must be aware of and bear heavy responsibilities, think about and fulfill one's duties, verify political loyalty through solid work and solid results, and interpret the political soul through responsibility and dedication.

Forging the political soul of loyalty to the Party is not the work of a single morning or something achieved in one stroke; it must be accomplished through revolutionary tempering (革命性锻造) that consolidates the foundation and cultivates vitality, tempers steel through fire, and causes loyalty to the Party to be internalized in the heart and externalized in action.
Building the foundation through strengthening theoretical arming. Political firmness originates from theoretical clarity. Forging the political soul of loyalty to the Party requires treating the arming of cadres with the Party's innovative theory as the foremost task of soul-forging and personnel cultivation, and using scientific theory to nourish the original aspiration and saturate the heart. One must take the lead in strengthening theoretical study. Persistently use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge unity of mind and soul; thoroughly implement Xi Jinping's thought on strengthening the military; earnestly read the original works, study the original texts, and comprehend the original principles; fully and accurately grasp the positions, viewpoints, and methods, the reasoning, theoretical logic, and philosophical principles contained therein; eliminate perfunctory study and superficial comprehension; achieve deep study and thorough comprehension, integrated understanding, and genuine internalization; and transform the fruits of theoretical study into firm conviction in heeding the Party's command. In study, one must persist in self-examination and reflection. Drawing on typical cases of Party member cadres who have violated discipline and law, one must deeply excavate the root causes of lapses in loyalty, collapse of faith, and corruption of the soul; maintain constant vigilance and self-examination; and truly, in the course of study, uproot erroneous ideological foundations and establish correct values.
Refining through rigorous political tempering (政治历练). Political tempering is the basic path for improving political capability and honing political character. Military Party member cadres must strengthen political tempering, deeply comprehend the decisive significance of the "Two Establishments" (两个确立), strengthen the "Four Consciousnesses" (四个意识), firm up the "Four Confidences" (四个自信), achieve the "Two Upholds" (两个维护), implement the system of CMC Chairman responsibility (军委主席负责制), and always maintain a high degree of alignment with the Party Central Committee with Comrade Xi Jinping at its core in thought, politics, and action. One must continuously enhance political acuity and political discernment; when facing ideological clashes, erosion by erroneous currents of thought, and political risks and challenges, one must take a clear-cut attitude, dare to draw one's sword, and resolutely struggle, always standing firm in one's political position and keeping a firm grasp on political direction. One must consciously accept the tempering of intra-Party political life, take the lead in conducting criticism and self-criticism, proactively examine one's own deviations in political stance and political consciousness, and continuously purify the political soul.
Verifying through advancing combat readiness and warfighting. Fighting and preparing to fight are the soldier's sacred duty; in this sense, the effectiveness of combat capability building is the "touchstone" for verifying the quality of a soldier's loyalty. One must absolutely eliminate the tendency to verify loyalty only by looking at verbal declarations rather than actual actions; incorporate performance in executing missions, ability to command in battle, and level of on-the-spot decision-making into the content of cadre assessment; and use actual combat performance to verify the quality of loyalty. Military Party member cadres must take the lead in studying military affairs, studying war, and studying combat; resolutely rectify the chronic ailments of peacetime and break through the empty formalism of combat readiness; single-mindedly deliberate on war, wholeheartedly study war, and ceaselessly train for war; and interpret loyalty by genuinely thinking about the problem of fighting, genuinely deliberating on the affairs of fighting, and genuinely grasping preparations for fighting, with undivided attention.
Consolidating through strengthening supervision and assessment. Forging the political soul of loyalty to the Party relies on both inner self-discipline and external supervision. Political assessment must be strengthened, treating loyalty to the Party as the primary indicator in cadre assessment and the foremost criterion for promotion and appointment; those who are politically unqualified, especially "two-faced persons" (两面人), must be subject to a one-vote veto and resolutely kept out. Political supervision must be strengthened, with emphasis on the supervision and inspection of military Party member cadres' political loyalty, political steadfastness (政治定力), political responsibility, political capability, and political self-discipline; political check-ups (政治体检), ideological examinations, and Party character analyses must be conducted on a routine basis; prominent problems such as ideological laxity, positional drift, and floating work style must be vigorously rectified; and effective supervision must be used to ensure that the political character of loyalty to the Party is always maintained.
