A New Work Style Sweeps Through: The Headquarters of a Certain Detachment of the PAP Shanghai Corps Serves the Grassroots——

"The apartment rooms have been renovated; in accordance with relevant regulations, submit an application and you can move in ready to go. The floor in the study room of one particular unit was damaged and was not replaced on schedule — Staff Officer Chen, who was responsible for the matter, has been criticized and warned…" In early summer, the atmosphere at the "Soldier Reception Day" (士兵接待日) event held by a certain detachment of the People's Armed Police (PAP) Shanghai Corps was lively, as the headquarters truthfully briefed officers and soldiers on the progress of "doing real things" (办实事).
"Grassroots work involves a thousand threads and ten thousand strands; many situations cannot afford to wait or be slowed down — otherwise, small problems are easily dragged into big troubles." A leader from the detachment's political work office shared an experience with this reporter: early this year, the recruit battalion reported that its barracks were old and dilapidated, not only affecting training and daily life but also posing safety hazards. The detachment's Party committee immediately added the matter to its "doing real things" list, designated a responsible person, and demanded rectification within a set deadline.
After receiving the task, however, the responsible person began calculating privately: "Renovating the barracks involves a wide scope and a large workload, requiring a significant investment of funds. The detachment's funds are limited right now and there are many tasks at hand — better to wait until the funds are in place." Unexpectedly, while he was waiting, the area experienced sustained rainfall, causing water seepage at multiple points in the recruit battalion's barracks. Officers and soldiers had to expend considerable effort to clean up the damage. Fortunately, no more serious consequences resulted.
"What we promise the officers and soldiers, we must deliver. When a problem arises, failing to push for an immediate resolution and instead dragging it out as long as possible reflects the unreliable work style of some headquarters cadres in serving the grassroots. This damages military morale and spirit, and affects the cohesion and combat effectiveness of the force!" At a handover meeting, the detachment's leadership issued serious criticism of the responsible person and organized everyone to reflect and examine their own existing problems.
After the meeting, the responsible person immediately set about advancing the renovation project for the recruit battalion's barracks, and within the bounds of policy and regulations, resolved the funding problem through self-raised funds, allocations from higher levels, and other means. Seeing the barracks transformed from old to new, he said with feeling: "The problems reported by grassroots officers and soldiers are very likely urgent, difficult, worrying, and long-awaited concerns (急难愁盼). 'Let's wait a bit' delays the building of the force and damages officers' and soldiers' trust in the organization."
The detachment's leadership introduced that since deepening political consolidation training (政治整训), they have organized Party committee leaders and headquarters cadres to conduct self-analysis and examination against the requirements of the "Five Consolidations" (五个整顿), vigorously rectifying the unreliable work style present in serving the grassroots. They organized discussions on the theme of "how to bear responsibility and how to carry out work," requiring everyone to share experiences and understandings in connection with their own posts, and guiding everyone to firmly establish the sense of responsibility of "not shirking problems, actively shouldering burdens when matters arise."
They listed the difficult and key problems most strongly reflected by the grassroots as breakthrough topics that must be resolved, designated specific persons, responsibilities, and time limits, studied solutions item by item and unit by unit, and reported work progress at weekly handover meetings — forcing headquarters cadres to get down to the ground level and immerse themselves among the soldiers, proactively serving the grassroots and devoting full effort to resolving difficulties and helping those in need, using the satisfaction of officers and soldiers to test the results of political consolidation training.
Not long ago, a family member of a cadre in one of the detachment's companies fell victim to fraud, suffering a significant financial loss. Section Chief Zhang of the Propaganda and Security Section (宣保股), who was stationed at the company at the time, learned of the situation and proactively intervened to coordinate assistance, helping to recover the funds — an act that was well received by officers and soldiers.
When the work style changes, a new wind sweeps through. Today in this detachment, there are fewer instances of headquarters passively waiting to serve the grassroots and more of proactively stepping forward; fewer instances of avoiding difficulties and more of pressing forward in the face of them; fewer instances of procrastination and perfunctory responses and more of getting things done immediately. At a recent two-way review meeting (双向讲评会) between headquarters and the grassroots, many officers and soldiers expressed that with the Party committee and headquarters not shying away from difficulties and taking on responsibility, everyone's morale is smoother and their drive to work is stronger!
