An unidentified Army brigade conducting highland garrison training established a military-civilian 'Joint Clinic' (联合门诊) by coordinating with local hospitals that implement military medical support policies, embedding civilian specialists in internal medicine, orthopedics, and dentistry alongside military doctors for the full training period. The article documents a concrete gap in PLA organic medical capacity at high-altitude training sites: brigade-level medical assets cannot handle complex altitude illnesses, and system hospitals (体系医院) cannot sustain long-term personnel detachments, leaving units dependent on improvised civil-military arrangements. The framing around correcting the 'outlook on political achievement' (政绩观) points to institutional resistance — the brigade's own account treats the previous inaction as a leadership failure requiring ideological correction, not merely a resource problem.

An Army Brigade Transforms Its Concept of Serving the Grassroots to Improve the Quality and Effectiveness of Accompanying Support ——

A Highland Garrison Training Site Now Has a Military-Civilian "Joint Clinic"

"I never expected that even at a highland garrison training point, a sudden acute illness could be quickly treated by a specialist." Walking out of the military-civilian "Joint Clinic," Yang Shuai, a soldier of an Army brigade, had his face written with gratitude. A few days earlier, he had suffered a sudden onset of high-altitude pulmonary edema during training, and his condition was critical. A respiratory specialist providing accompanying support administered treatment immediately, carrying out high-altitude specialized nursing care, and brought Yang Shuai's condition rapidly under control.

This emergency treatment race against time reflects the changes brought about by the brigade party committee's conscious correction of deviations in its outlook on political achievement (政绩观) and its close alignment with actual combat conditions to improve the quality and effectiveness of accompanying support. In the past, when the brigade conducted highland garrison training, medical support relied mainly on the brigade's own organic medical forces, which often felt inadequate when confronted with certain complex high-altitude illnesses and training injuries. Meanwhile, the system hospitals (体系医院), burdened with their own heavy support missions, found it very difficult to detach backbone personnel for extended periods to provide accompanying support during highland garrison training.

"Insufficient existing capacity is absolutely not an excuse for inaction! We must proactively break through the impasse." At the party committee meeting, the brigade's leadership engaged in deep reflection, focusing discussion and analysis on the questions of "for whom political achievement is built, what kind of political achievement to build, and what to rely on to build political achievement." After research and deliberation, they decided to coordinate with nearby local hospitals that implement military medical support policies, organize backbone medical and nursing personnel, and establish a "Joint Clinic" together with the brigade to provide full-course accompanying support throughout the garrison training period.

Subsequently, the brigade's support department dispatched personnel to the local hospital to negotiate and coordinate backbone medical and nursing personnel from multiple departments to join the "Joint Clinic"; the transportation and delivery section developed transportation plans to ensure the rapid delivery of large oxygen-generating equipment and other supplies supported by the hospital; and the medical company organized military doctors to study alongside the specialists, improving their capacity to handle high-altitude acute conditions.

This reporter entered the brigade's garrison training camp to find a row of field prefabricated rooms (野战板房) marked with the words "Joint Clinic," standing out prominently. Oxygen generators, portable color ultrasound units, electrocardiographic monitors, and other equipment were all present and complete. Specialists in internal medicine, orthopedics, dentistry, and other fields from the local hospital sat in consultation and administered treatment alongside military doctors, ensuring that common high-altitude illnesses troubling officers and soldiers received timely and professional medical care. Staff Sergeant Second Class (二级上士) Chen Bo suffered from gingival recession; his condition had worsened due to the high-altitude environment, and if left untreated could lead to tooth loss. After being examined by a dental specialist at the clinic, he took the appropriate medication on schedule, and his symptoms were quickly relieved.

With the health of officers and soldiers guaranteed, the odds of battlefield victory increase. The brigade's leadership introduced that not long ago, a soldier from a neighboring unit suffered a sudden high-altitude acute illness, and by the time he was transferred to the "Joint Clinic," his condition was already extremely critical. Through timely diagnosis and treatment by specialists, combined with comprehensive pharmaceutical and equipment support, the soldier quickly moved from danger to safety. Data show that during this year's garrison training period, the incidence rates of high-altitude illness and training injuries among the brigade's officers and soldiers both declined significantly.
