Establish and Practice a Correct Outlook on Political Performance | Turning "Historical Bills" into "Accountability Answer Sheets"
"Since the Party committee standing members' 'ledger-clearing and sign-off' mechanism was introduced, all 7 complex and thorny problems have been fully cleared from the books!" At a special problem-solving review meeting of a Rocket Force unit, the Party committee leadership looked at the one-by-one "cleared" notations on the problem list and broke into gratified smiles.
When the unit's Party committee leadership was reorganized last year, at the very first standing committee meeting, the newly appointed Party committee secretary did not rush to roll out new work. Instead, he carefully sorted through the "historical old debts," placing on the table a number of long-standing, hard-to-resolve "tough nuts to crack."
"Unit building is an uninterrupted relay race. On this track there is no 'your problem' or 'my problem'—only 'problems the organization must resolve' and 'problems that officers and soldiers urgently need addressed.'" He held that how one handles historically inherited problems is a "touchstone" for testing Party character and one's outlook on political performance. The results of deepening political consolidation training (深化政治整训) must ultimately be measured by whether real problems get solved. Daring to settle "old debts" is not inviting trouble upon oneself—it is being responsible to the organization, responsible to officers and soldiers, and responsible to combat effectiveness.
"Deepening political consolidation training demands that we not shy away from difficulties, not evade our obligations, and act with responsibility and initiative. Resolving historically inherited problems is the most direct embodiment of this." After unifying everyone's thinking, the unit's Party committee established a problem-solving mechanism of "standing members taking the lead, checklist sign-off, and term-of-office deadlines," implementing dynamic management on a "one person, one case; one matter, one approach" basis, and incorporating the effectiveness of resolution into the cadre evaluation system. At the same time, a "responsibility traceability" (责任追溯) system was established to ensure that pressure is not relaxed until a problem is resolved and that nothing is let go until a resolution is thorough.
"Let me take this hot potato!" When handling a difficult case involving the protection of a veteran soldier's rights and interests, one of the unit's Party committee standing members volunteered. He led staff members in combing through archives line by line to trace every lead, and made repeated trips to higher-level organs and relevant local departments to coordinate, doing everything possible to find the best solution.
In the end, through the joint efforts of multiple parties, this difficult problem was properly resolved. "After so many years, the organization still kept my situation in mind," the veteran soldier said, moved. "From this matter, I have deeply felt the organization's care and sense of responsibility!"
"'Historical bills' will not disappear on their own. Dare to face them, have the courage to take responsibility, and you can turn them into 'accountability answer sheets' that drive unit building and rally the hearts of soldiers." A Party committee standing member of the unit said: persisting in using policy to resolve problems, using sincerity to dissolve estrangement, and using hard work to demonstrate action—this is both the duty incumbent upon those who hold office and a pragmatic step in establishing and practicing a correct outlook on political performance.
Since the beginning of this year, the unit's Party committee leadership has conducted on-site visits to relevant departments in multiple provinces and cities, coordinating assistance for more than 20 officers and soldiers to resolve numerous long-delayed, intractable "chronic difficult problems" (老大难问题) involving medical care, housing, legal disputes, and litigation, allowing officers and soldiers to set down their burdens and move forward unburdened.
With the Party committee taking the lead in tackling hard problems, the training enthusiasm of officers and soldiers has been effectively galvanized. In recent days, the unit's officers and soldiers have focused their collective efforts on breaking through the weak links and shortfalls constraining the improvement of combat effectiveness, displaying a wholly renewed spirit and bearing.
