Operational Planning Must Make Good Use of Time Resources to Seize the Initiative and Gain First-Mover Advantage on the Future Battlefield
War is a contest of strength, and even more a game of time. Within the grand system of operational planning, time is a core resource that can be actively cognized, systematically allocated, and dynamically employed. It runs through the entire process of strategic judgment, campaign planning, and tactical execution, and permeates every link of force organization, battlefield maneuver, and fire strikes. The depth of one's understanding of time resources determines the precision of operational planning; the level of skill in employing time resources affects the realization of operational effectiveness. As the form of modern warfare accelerates its transformation, the tempo of operations quickens unprecedentedly, and competition in the time dimension grows ever more intense. Whoever can more profoundly grasp the inherent laws of time resources and more skillfully apply methods for allocating time resources will be able to seize the initiative and gain first-mover advantage on the future battlefield.
Time resources in operational planning refer to the totality of all time elements that an operational subject can control, regulate, and utilize throughout the entire operational process in order to achieve specific military objectives. They possess such distinct characteristics as irreversibility, uniformity, multi-dimensionality, and composites. In the perspective of operational planning, time resources present a complex structure that is multi-tiered, multi-form, and multi-valued. From time windows, to time tempo, to time precision, and further to time potential energy (时间势能), each dimension of time resources has its unique mode of existence and mechanism of action. It is essential to grasp the essential attributes of these time resources and systematically construct the methodological pathways for employing them, so as to continuously improve the quality and effectiveness of operational planning.
Make good use of the time window as an opportunity-type resource. The so-called time window is the interval of favorable posture formed under specific spatial and temporal conditions by the contradictory movement of war—a product of the interaction of multiple factors such as the balance of forces between the enemy and ourselves and battlefield environmental conditions. It is objective, not subject to human will; it is scarce, not existing at all times; and it is fleeting—once missed, it is difficult to reproduce. Whether operational planning can acutely identify and firmly seize the time window is directly related to the gain or loss of strategic initiative and the direction of the overall war situation. Grasping the time window requires establishing a systematic mechanism for identification, assessment, and exploitation. First, build a time-window assessment system that fuses multi-source intelligence, integrating multi-dimensional information to dynamically monitor the evolution of the strategic situation and precisely anticipate the opening node, duration, and closing conditions of time windows. Second, establish a value assessment model for time windows, conducting quantitative assessments of the value of different time windows from multiple angles—including the balance of forces between the enemy and ourselves, battlefield environmental suitability, and the attainability of operational objectives—to provide a scientific basis for planning decisions. Third, formulate strategies for actively shaping time windows: through strategic deception, force deployment adjustments, and other means, actively create time windows favorable to ourselves, compress the enemy's time windows, and maximize strategic benefit.
Make good use of time tempo as a regulatory resource. Time tempo is the overall "rhythm" formed by the alternation of fast and slow, tension and relaxation in operational actions along the time dimension—the inner "pulse" of the campaign process. It does not advance at a uniform, linear pace, but is a complex system organically composed of multiple tempo forms such as fast and slow, urgent and gradual, advance and halt. Different tempo forms have different operational effectiveness: a fast tempo can generate surprise and disrupt enemy deployments; a slow tempo can accumulate strength and await the opportunity to break the enemy; tempo transitions can create illusions in the enemy's mind and generate combat opportunities. The level of skill in regulating time tempo is an important standard for measuring the quality and effectiveness of operational planning. Regulating time tempo requires establishing scientific mechanisms for tempo design, tempo control, and tempo transition. On one hand, top-level design of tempo must be conducted around the overall operational objective: based on factors such as the division of operational phases, the sequence of force employment, and changes in the battlefield environment, the tempo form for each phase is planned in advance, forming an overall tempo scheme that is orderly in its fast and slow elements and measured in its tension and relaxation. On the other hand, a dynamic regulatory mechanism for tempo must be established: through adjustments to the scale of troop commitment, the intensity of fire strikes, and the rate of logistical support, precise control over operational tempo is achieved, ensuring that the actual tempo can be adjusted in a timely manner in response to battlefield changes, thereby firmly maintaining battlefield initiative.
Make good use of time precision as a coordinative resource. Time precision is the consistency and accuracy of various operational units along the time dimension, and is an important support for tactical coordination. It manifests as the precise alignment of different actions at time nodes, the seamless connection between different forces in time sequence, and the high degree of synchronization of different systems along the time dimension. In informatized and intelligentized (信息化智能化) warfare, the composition of operational forces is increasingly diverse, the space of operational actions continues to expand, and the transition between operational modes becomes more frequent, placing ever-higher demands on time precision. Even minor deviations in time precision can lead to coordination failure and may even cause the overall failure of operational actions. Improving time precision requires building a time synchronization management and control system covering all elements and the full process. First, establish a unified time reference system: relying on high-precision timekeeping means, ensure that all operational units, weapons platforms, and command systems use the same time standard. Second, refine the time-node design for operational actions: decompose operational tasks to specific time points and time periods, and clarify the action sequence and time requirements for each element. Third, improve the verification mechanism for time coordination: when changes in the battlefield situation cause time deviations, rapidly adjust the time parameters of relevant actions to maintain the time precision of overall coordination and ensure that the operational system operates efficiently in accordance with a unified time beat.
Make good use of time potential energy (时间势能) as an accumulative resource. Time potential energy is the latent energy accumulated by operational forces through long-term construction, training, and preparation. The accumulation of time potential energy is the process by which operational forces undergo quantitative change leading to qualitative change (从量变到质变), manifested in the improvement of personnel capabilities and quality, the iterative development of weapons and equipment, the continuous optimization of organizational structure, and the unceasing innovation of operational theory. It is concealed—difficult to directly perceive in peacetime; it is long-term—requiring sustained investment to form; and it can even be decisive—once operational capability achieves a qualitative change, it may exert a major influence on the course of war. Therefore, time potential energy is an important time resource that operational planning must not neglect. At the practical level, accumulating time potential energy requires, first, formulating a scientific long-range plan for force construction: based on national security strategic requirements and the developmental trends in the form of warfare, clarify the direction, priorities, and pathways for accumulating time potential energy, ensuring that all construction efforts advance in the correct direction. Second, establish a normalized training mechanism: through continuous military training and combat-realistic exercises (实战化演练), improve the military quality of officers and soldiers and the combat capability of units, converting time investment into genuine combat power. Third, improve the research, development, and stockpiling system for weapons and equipment: maintain sustained investment in key technological domains, form technological reserves and equipment generation-gap advantages (装备代差优势), and lay the material foundation for releasing time potential energy.
