Military-Wide Medical and Health System Takes Multiple Measures to Deepen Industry-Wide Clean Governance (廉政建设)
Reported by Song Haifeng and correspondent Sun Xingwei for the PLA Daily: Recently, the Logistic Support Department of the Central Military Commission (CMC) issued standardized measures and requirements for deepening industry-wide clean governance (廉政建设) across the military's medical and health system. The measures promote volume-based collective procurement (带量集采) for low-value consumables and combat-readiness pharmaceuticals, adopting a model in which joint logistics regional collective procurement serves as the primary channel, medical institution joint procurement as a supplement, and military-wide centralized collective procurement as a further supplement, with the scope of items covered by collective procurement to be gradually expanded. Medical and health institutions are required, in accordance with the principle of procuring all that should be procured, to participate on a routine basis in centralized volume-based procurement of pharmaceuticals and consumables; to strictly implement the results of national and military volume-based collective procurement as well as local sunshine procurement (阳光采购); to strictly control temporary procurement of pharmaceuticals and medical consumables; and to rigorously investigate and correct problems such as failing to report existing quantities, reporting without procuring, procuring in insufficient quantities, procuring only high-priced items, and irregularly designating suppliers.
Building on the consolidated and deepened results of political rectification training (政治整训) and the outcomes of special rectification and governance (专项整肃治理) in the logistics domain, the CMC Logistic Support Department has taken a comprehensive investigation of clean governance risks (廉政风险) in the military's medical and health industry as its entry point, systematically formulating measures to strengthen clean governance in the military's medical and health industry and driving that work to go deeper and produce real results.
Adhere to a problem-oriented approach and concentrate efforts on targeted treatment (靶向施治). Strengthen institutional oversight, management of major internal institutional matters, and management of personnel in key positions; take firm hold of key powers such as policy-setting, decision-making, and approval and supervision; make good use of new digital-intelligence-enabled (数智赋能) tools; and guard against and defuse corruption risks and hidden dangers at critical junctures in the industry. Strengthen joint cross-sector civil-military oversight and governance to resolve prominent problems in areas such as pharmaceutical purchasing and sales, financial management, and medical services. With full coverage of content, full coverage of subjects, a full chain of responsibility, and full system integration as the focal points, improve the integrated mechanism for advancing the "three non-corruptions" (三不腐) — inability to be corrupt, disinclination to be corrupt, and unwillingness to be corrupt. Organize lectures and interpretations on new-era military health support (卫勤) culture and professional ethics standards for medical personnel, solidifying the institutional line of defense and cultural foundation for clean governance.
Standardize specific measures for the demonstration and introduction of pharmaceuticals and medical materials; improve guiding principles for the configuration of large-scale medical equipment; and strictly review configuration applications in accordance with the principle of regional overall planning. Relevant professional committees of medical institutions shall collectively deliberate and evaluate matters such as medical equipment configuration and the selection and introduction of pharmaceuticals and consumables. It is strictly prohibited to substitute administrative approval for collective deliberation, and strictly prohibited to introduce items without authorization or to use introduced items in large quantities abnormally. For medical and health equipment (卫生器材) proposed for inclusion in system rosters and equipping standards, conduct surveys of troop requirements and clean governance risk assessments (廉政风险评估) to prevent the introduction of equipment types whose technology is immature, that troops do not need, or that carry risks of high-price monopoly. In the area of equipment procurement, organize volume-based collective procurement of medical devices and health equipment by tier and category; medical and health institutions shall strictly implement collective procurement results in accordance with regulations and organize procurement of medical devices and health equipment within their authorized scope; and higher-level competent departments shall conduct periodic spot-check oversight of procurement processes and implementation.
