— A Survey of High-Quality Development in Border and Coastal Defense Construction in the New Era

The moon shines bright over the frontier; devotion to family and nation runs deep.

Along the motherland's border stretching for ten thousand li, watchtower after watchtower stands tall and unyielding, road after road winds and extends, and village after village along the border takes on a new look.

There was a time when "borders hard to defend, border areas hard to enrich" was the true reality for many border regions. Today, from the snow-covered plateau to the grasslands of the northern frontier, from the southwestern borderlands to the forests of the northeast, a magnificent tableau of "border defense consolidated, border areas secure, border residents prosperous" (边防固、边境安、边民富) is gradually unfolding. Border and coastal defense construction in the new era has long transcended the purely military-defensive domain and is advancing resolutely toward deep integration of "consolidating the border, invigorating the border, and enriching the people" (固边、兴边、富民).

From "Dispersed Management" to "Clenching the Fist"

The strength of border defense lies in its forces; the strength of its forces lies in the system.

Since the 18th National Congress of the Party, the Party Central Committee, the State Council, and the Central Military Commission (CMC) have coordinated and aligned the results of Party and state institutional reforms with reforms to the military's scale, structure, and force composition, and have continuously optimized the structure of China's border and coastal defense forces in accordance with the principles of clear responsibilities, rational structure, leanness and effectiveness, and integrated linkage. This profound transformation has brought about a historic reshaping of the border and coastal defense force system.

In Dehong Dai and Jingpo Autonomous Prefecture, Yunnan Province, a civil-military combined pilot mission for strengthening and consolidating the border is exploring a "five-in-one" (五位一体) border control system in which the Party committee sets the direction, the government coordinates overall, the military serves as the backbone, the police handle governance, and the people form the foundation. The combined strength of the Party, government, military, police, and people in strengthening and consolidating the border is a unique advantage of China's border and coastal defense and a concrete practice of the socialist system with Chinese characteristics in the border and coastal defense domain. In recent years, under this framework, the military and civilian sides have continuously improved supporting measures, organically unifying border invigoration with people's enrichment, while building a three-dimensional security barrier along the border and enabling border residents to live ever more prosperous lives.

On the motherland's northern frontier, the Inner Mongolia Autonomous Region has built a three-tier border defense work organization and management system at the regional, league, and banner levels, forming a joint-defense command and coordination mechanism among the provincial military district system, border defense forces stationed in the region, People's Armed Police (PAP) units, and immigration management agencies, and establishing a working pattern of military-police joint logistics, police-civilian joint defense, and inter-service coordination.

In recent years, border and coastal defense reserve forces have closely aligned with the diverse mission requirements of the new era, reshaping their organizational models and continuously expanding their functional missions, forming a construction pattern in which standing forces and reserve forces are arranged in echelon and complement each other. Along the land border, specialized militia units for border reconnaissance, blockade and alert, and emergency repair are routinely built up and strengthened.

Border regions along land and coast have developed a series of mature practices in the selection, recruitment, management, and preferential treatment of border protection personnel (护边员) and border patrol personnel (巡边员). The Xinjiang Uyghur Autonomous Region routinely organizes border protection personnel to conduct border patrols and policy outreach, and vigorously promotes models such as "border police stations" (边境警务站), "border protection relay stations" (护边驿站), and "horseback patrol teams" (马背巡逻队).

"In the past, patrolling the Gobi, what we feared most was heatstroke and dehydration. Now, the 'border police stations' and 'border protection relay stations' are our safe havens — they have beds and food, and are equipped with water purification and power generation equipment." The plain words of Mahsati Silamu, a Kazakh border protection worker in Jimunai County, Xinjiang, speak to the new changes in border defense force support.

From "Measuring with Footsteps" to "Guardianship from the Cloud"

The transformation of the frontier lies in its foundations; the transformation of its foundations lies in technology.

There was a time when China's border and coastal defense relied largely on simple wire fences, foot patrols, and temporary duty posts, with blind spots in control existing in remote areas such as high plateaus, islands, and dense forests.

In recent years, the state has continuously advanced dedicated border and coastal defense construction, coordinating the full-domain layout of standardized duty and control facilities across land borders, coastal lines, and port passages. Tens of thousands of kilometers of border and coastal defense duty roads have been cumulatively built, with various forward duty and observation points simultaneously configured and improved, duty wharves, helicopter landing pads, and observation towers constructed, and nearly ten thousand kilometers of fixed and mobile barrier facilities deployed at scale across the full domain. Today, the vast majority of border defense companies and forward duty posts nationwide have had patrol roads built through to them, ending the history of long-term reliance on foot patrols.

Hundreds of border defense posts in Tibet have completed barracks renovations; the new barracks are equipped with oxygen supply and generation equipment, connected to the national power grid, and fitted with intelligent vegetable cellars to ensure fresh vegetable supply — high-altitude posts have achieved full coverage of oxygen supply, water supply, electricity supply, heating, and internet connectivity.

"In the past, well water had to settle before we could drink it; now the garrison has purified water supplied around the clock. Before, hot water was intermittent; now we can shower in hot water at any time." A Tibet veteran who has guarded the border for 19 years expressed deep feeling. Modern training facilities, study rooms, and medical rooms have become standard equipment for frontline border defense companies, and remote medical systems allow border defense officers and soldiers to consult face-to-face with specialists at affiliated hospitals thousands of li away.

Among the sweeping changes in infrastructure, "smart border defense" (智慧边防) construction stands out as particularly striking. In recent years, border defense forces have strengthened technology empowerment, advancing to new levels in intelligent control, equipment transformation, and integrated support, as the ten-thousand-li frontier accelerates its transformation from traditional defense to intelligent control. In the forested snowfields, patrol detachments use information systems to relay frontline conditions in real time to company command posts; deep in the rainforest, border defense detachments use satellite systems to maintain communications with higher echelons… The network information system is continuously improving, and border defense control has achieved a leap from "information islands" to "a single network capturing everything."

Today's frontier has taken initial shape as a control system led by information and empowered by technology. Intelligent imaging systems are distributed throughout defense areas; companies have achieved real-time command, visual monitoring, and efficient response, and border situation handling has shifted from "passive response" to "proactive detection." Monitoring centers have been built along the border, with nearly ten thousand kilometers of transmission lines laid, breaking through communications dead zones in deep mountains, the Gobi, distant seas, and isolated islands, and building a stable, reliable, low-latency, high-capacity border defense communications foundation.

Zhejiang Province has strengthened the construction of new means and conditions for border and coastal defense, building a three-dimensional intelligent control system and driving the coordinated development of human defense, physical defense, technical defense, and smart defense (人防、物防、技防、智防). By integrating and consolidating data resources from maritime-related units, they have achieved "one-cloud sharing" of coastal defense information and "one-map presentation" of the control situation. The province has also promoted pilot construction of new technologies such as unmanned aerial vehicles (UAVs), unmanned surface vessels, and electromagnetic detection, empowering and enhancing traditional control means, supporting the frontline control needs of public security, coast guard, and other units, and concentrating efforts on building a "smart coastal defense brain" (智慧海防大脑).

Multiple border provinces in South China and the Northeast are actively building "digital fortresses." Pingxiang City, Guangxi, has built a three-dimensional prevention and control network of "technology-smart defense plus dense human defense" covering all border passages, boundary marker locations, and key road sections along the entire line, with high-altitude observation towers, border-patrol UAVs, intelligent early-warning checkpoints, and AI video analysis systems all deployed together, forming a three-dimensional land-sea-air integrated prevention and control posture.

At dawn, a duty officer at a border defense company of a unit stationed in Dandong City, Liaoning Province, lightly clicks a mouse, detects a suspicious person entering the alert zone through the electronic monitoring system, and a UAV immediately takes off to verify the situation — the entire handling process takes only a few minutes. This scene is a microcosm of the modernization of border defense forces.

From high-altitude UAVs to ground sensors, from radar early-warning systems to optical observation equipment, a three-dimensional network of "integrated space-sky-ground, multi-dimensional coverage" has fortified the Great Wall of border defense. The new generation of individual integrated combat systems integrates protection, observation, and other modules; border defense officers and soldiers holding smart terminals can receive orders and report situations in real time. In the past, it was "iron feet" and binoculars; now it is "data links" and "thousand-li eyes" — border duty is accelerating its shift from "measuring with footsteps" to "guardianship from the cloud."

From "Standing Guard at the Boundary Marker" to "Embracing the World"

The key to consolidating border defense lies in development; the foundation of border prosperity lies in industry.

Border duty roads, border defense highways, and power and water transmission lines connect with the scattered residential points along the border, bringing roads to many border villages and navigation links to near-shore islands. Border barrier facilities eliminate the risk of border residents accidentally crossing the national boundary while farming or herding, further solidifying the development foundation for characteristic and advantageous industries such as border trade, border tourism, and island development.

In Jilin, the G331 Border Open Tourism Corridor has officially opened to traffic. This "golden ribbon" winding along the Yalu River is not only a strategic road for stabilizing and consolidating the border, but also a road for enriching the people through the integration of transportation and tourism, and a window road for openness and cooperation. In the first half of this year, the cumulative number of tourists received along the G331 exceeded 2 million person-trips. Border villagers have invested in guesthouses, opened specialty restaurants, and sold local agricultural products, truly living off "tourism."

In Inner Mongolia, the action to invigorate the border and enrich the people (兴边富民行动) has also borne abundant fruit. During the 14th Five-Year Plan period, Inner Mongolia implemented border invigoration and people-enrichment action projects, carried out the "Private Enterprises Enter the Frontier — Inner Mongolia Tour" activity, advanced a three-year integrated construction action for "water, electricity, roads, and communications" infrastructure in border areas, opened up the "capillaries" of frontier rural and pastoral areas, built thousands of water supply wells, and installed wind-solar complementary equipment for tens of thousands of farming and herding households.

Serving the Belt and Road Initiative (一带一路) construction is also an important mission for border and coastal defense regions. China has signed Belt and Road cooperation documents with relevant neighboring countries, regularly conducts meetings, friendly mutual visits, joint inspections, and joint exercises and training activities, and has established and improved mechanisms for security risk prevention and joint handling of emergencies. The Horgos Port in Xinjiang, as a key node of the China-Kazakhstan Economic Corridor, has deeply participated in Belt and Road co-construction, transforming from a remote border town into an international hub.

"Preparing the frontier and strengthening the military is a matter of great importance to the state." Border defense construction in the new era is undergoing a profound transformation from "traditional defense" to "intelligent control," a comprehensive leap from "dispersed management" to "system integration" (体系融合), and a historic crossing from "purely guarding the border" to "invigorating the border and enriching the people." The reshaping of the force system has consolidated the foundation of border guardianship; the sweeping changes in infrastructure have reshaped the form of border defense; and the practice of invigorating the border and enriching the people has unleashed the vitality of the frontier.

Border defense consolidated, border areas secure, border residents happy — this tableau of the frontier in the new era is being painted stroke by stroke by tens of millions of border guards. "We will absolutely never (决不) let the territory we guard shrink, and we will absolutely never (决不) let sovereignty slip away!" This resounding oath echoes across the ten-thousand-li frontier and is etched in the heart of every Chinese citizen.

开栏的话 习主席深刻指出,推进现代边海空防建设,是国防和军队现代化的内在要求,是以高水平安全保障高质量发展的应有之义,对以中国式现代化全面推进强国建设、民族复兴伟业具有重要意义。 祖国2.2万多公里陆地边界、1.8万多公里大陆海岸线上,坐落着一个个国门口岸、海关空港、边防哨所、边境城镇,一代代戍边人用忠诚书写家国情怀。连日来,解放军报派出多路记者奔赴万里边关,从雪域高原到西南边陲,从辽阔北疆到浩瀚南海,实地见证新时代边疆安全稳固的新成效、边疆高质量发展的新面貌、边疆开放合作的新气象。 自今天起,解放军报推出“万里边疆行”专栏,敬请关注。 万里边疆展新颜 ——新时代边海防建设高质量发展综述 ■柳银堂 解放军报记者 贾启龙 近日,新疆塔城军分区某边防连小白杨哨所开展教育活动。图为老兵为新兵介绍哨所历史。胡 恒摄 边关月朗,家国情长。 在祖国绵延万里的边境线上,座座哨所巍然屹立,条条公路蜿蜒伸展,个个边境村寨焕发新颜。 曾几何时,“有边难防、守边难富”是许多边境地区的真实写照。如今,从雪域高原到北疆草原,从西南边陲到东北林海,一幅“边防固、边境安、边民富”的壮美画卷徐徐铺展。新时代的边海防建设,早已超越单纯的军事防御范畴,朝着“固边、兴边、富民”深度融合方向铿锵前行。 从“分散管理”到“攥指成拳” 边防之固,固在力量;力量之强,强在体系。 党的十八大以来,党中央、国务院、中央军委统筹衔接党和国家机构改革、军队规模结构和力量编成改革成果,按照职责清晰、结构合理、精干过硬、整体联动的原则要求,不断优化我国边海防力量结构。这场深刻的变革,让边海防力量体系发生历史性重塑。 在云南省德宏傣族景颇族自治州,军地结合担负强边固防试点任务,探索党委把方向、政府总协调、军队当骨干、警方抓治理、群众为基础的“五位一体”边境管控体系。党政军警民合力强边固防,是我国边海防的独特优势,是中国特色社会主义制度在边海防领域的具体实践。近年来,在这一框架下,军地持续完善配套举措,让兴边与富民有机统一,在边防筑起立体安全屏障的同时,也让边民的日子越过越红火。 在祖国北疆,内蒙古自治区构建起区、盟、旗三级边防工作组织管理体系,形成省军区系统、驻区边防部队、武警部队和移民管理机构联防指挥协调机制,构建起军警联勤、警地联防、警种联动的工作格局。 近年来,边海防后备力量紧扣新时代多元任务需求,重塑编组模式,持续拓展职能任务,形成常备力量与后备力量梯次搭配、协同互补的建设格局。陆地沿线常态化建强边境侦察、封控警戒、应急抢修类专业民兵队伍。 各沿边沿海地区在护边员、巡边员的选拔录用、使用管理、抚恤优待等方面形成一系列成熟做法。新疆维吾尔自治区常态化组织护边员开展巡边护边、政策宣讲,大力推广“边境警务站”“护边驿站”“马背巡逻队”等模式。 “过去在戈壁巡逻,最怕的就是中暑和脱水。如今,‘边境警务站’和‘护边驿站’就是我们的避风港,那里不仅有床铺食物,还配备了净水和发电设备。”新疆吉木乃县哈萨克族护边员马合沙提·斯拉木的朴实话语,道出了边防力量保障的新变化。 从“脚步丈量”到“云端守护” 边关之变,变在基础;基础之变,变在科技。 曾几何时,我国边海防多依靠简易铁丝网、徒步巡逻、临时执勤点,高原、海岛、密林等偏远地带存在管控盲区。 近年来,国家持续推进边海防专项建设,统筹陆地边境、沿海岸线、口岸通道全域布局标准化执勤管控设施,累计建成数万公里边海防执勤道路,同步配套完善各类前沿驻勤与观测点位,建成执勤码头、直升机停机坪、瞭望塔,全域规模化布设固定与移动拦阻设施近万公里。如今,全国绝大多数边防连队、前沿执勤哨所修通巡逻路,告别长期依靠步行巡边的历史。 西藏数百个边防哨所完成营房改造,新型营房配备供氧制氧设备,接入国家电网,智能菜窖保障新鲜蔬菜供给,高原哨所实现供氧、供水、供电、供暖、供网全覆盖。 “过去井水沉淀后才能喝,现在营区24小时供应净化水。以前热水供应断断续续,现在随时都能洗上热水澡。”一位守边19年的西藏老兵感慨万千。现代化训练场馆、学习室、医疗室已成一线边防连队的标配,远程医疗系统让边防官兵可与千里之外的体系医院专家“面对面”问诊就医。 基础设施的巨变中,“智慧边防”建设尤为亮眼。近年来,边防部队强化科技赋能,在智能管控、装备转型、综合保障等方面迈上新台阶,万里边关加速从传统守防向智能管控转型。林海雪原,巡逻分队利用信息系统将一线情况实时回传连队指挥室;雨林深处,边防分队借助卫星系统与上级保持通信畅通……网络信息体系不断完善,边防管控实现从“信息孤岛”到“一网尽收”的跨越。 今日边关,信息主导、科技赋能的管控体系初步形成。智能影像系统遍布防区,连队实现指挥实时化、监控可视化、处置高效化,边情处置由“被动应对”转向“主动发现”。沿边建起监控中心,铺设传输线路近万公里,打通深山、戈壁、远海、孤岛等通信盲区,构建起稳定可靠、低时延、大容量的边防通信底座。 浙江省加强边海防新型手段和条件建设,构建立体智能管控体系,推动人防、物防、技防、智防协同发展。他们通过融合集成涉海单位数据资源,实现海防信息“一云共享”,管控态势“一图呈现”。该省还推动无人机、无人艇、电磁侦测等新型技术建设试点,赋能增效传统管控手段,服务支撑公安、海警等单位一线管控需求,聚力打造“智慧海防大脑”。 华南、东北多个边境省份积极打造“数字堡垒”。广西凭祥市建成覆盖全线边境通道、界碑点位、重点路段的“科技智防+人防密防”立体化防控网络,高空瞭望塔、巡边无人机、智能预警卡点、AI视频分析系统联合上岗,形成水陆空三位一体立体防控格局。 清晨,驻辽宁省丹东市某部边防连值班员轻点鼠标,通过电子监控系统发现可疑人员进入警戒区,无人机随即升空核实情况,整个处置过程仅用数分钟。这一幕,正是边防部队现代化建设的缩影。 从高空无人机到地面遥感器,从雷达预警体系到光学观察设备,“空天地一体、多维度覆盖”的立体网络筑牢边防长城。新一代单兵综合作战系统集成防护、观测等模块,边防官兵手持智能终端可实时接收指令、上报情况。过去靠“铁脚板”和望远镜,现在靠“数据链”和“千里眼”——边防执勤正加速从“脚步丈量”迈向“云端守护”。 从“守着界碑”到“拥抱世界” 边防巩固,关键在发展;边疆繁荣,产业是支撑。 一条条边境执勤道路、边防公路、输电输水线路与沿边散布的居民点衔接,许多边境村寨通了路、近岸海岛通了航。边境拦阻设施消除边民耕作、牧民放牧可能误越国界的风险,边境贸易、沿边旅游、海岛开发等特色优势产业发展基础进一步夯实。 在吉林,G331沿边开放旅游大通道正式通车。这条蜿蜒于鸭绿江畔的“黄金纽带”,不仅是稳边固边的战略路,也是交旅融合的富民路、开放合作的窗口路。今年上半年,G331沿线累计接待游客超200万人次。边境村民投资民宿、开办特色餐饮、售卖农特产品,真正吃上“旅游饭”。 在内蒙古,兴边富民行动同样硕果累累。“十四五”期间,内蒙古实施兴边富民行动项目,开展“民营企业进边疆·内蒙古行”活动,在边境地区推进“水电路讯”基础设施一体化建设三年行动,打通边疆农村牧区“毛细血管”,建成供水井数千眼,为万余户农牧民安装风光互补设备。 服务“一带一路”建设同样是边海防地区的重要使命。我国已与相关邻国签署共建“一带一路”合作文件,定期开展会晤、友好互访、联合检查、联合演训活动,建立健全安全风险防范和突发情况联合处置机制。新疆霍尔果斯口岸作为中哈经济走廊的关键节点,深度参与共建“一带一路”,从边陲小城蝶变为国际枢纽。 “备边足戎,国家之重事。”新时代边防建设,正在经历从“传统守防”向“智能管控”的深刻转型、从“分散管理”向“体系融合”的全面跃升、从“单纯守边”向“兴边富民”的历史跨越。力量体系的重塑夯实戍边根基,基础设施的巨变重塑守边形态,兴边富民的实践激发边疆活力。 边防巩固、边境安全、边民幸福——这幅新时代的边关画卷,正由千千万万守边人一笔一画绘就。“决不把领土守小了,决不把主权守丢了!”这铿锵誓言响彻万里边关,也印刻在每个国人心中。
