The renovation and refurbishment project for aging barracks of a brigade under the Tibet Military District had recently been completed successfully. This is a snapshot of the brigade's efforts to focus on plateau logistical difficulties, resolve the urgent, difficult, and lingering concerns (急难愁盼) of the grassroots with a pragmatic work style, and continuously improve the quality and effectiveness of service to soldiers.

Previously, when brigade leaders conducted in-depth research at the grassroots level, many officers and soldiers reflected that some barracks had been built long ago and that aging facilities were causing frequent problems. In response, the brigade listed the upgrading and renovation of aging barracks as a key project in its annual plan for doing practical things for the grassroots, invested dedicated funds to carry out systematic refurbishment and remediation, and scientifically planned across dimensions including optimization of the living environment, improvement of supporting amenities, and enhancement of combat-readiness functions, making every effort to improve the living conditions of officers and soldiers.

"Attentive service strengthens cohesion; heartwarming support generates combat effectiveness." Brigade leaders explained that they uphold the principle of "grassroots first, soldiers first," aim to improve the quality and effectiveness of grassroots service, and work hard to break through the "last mile" of implementation. They employ methods such as having Party Committee standing members go down to the grassroots to provide paired assistance, having agency work teams conduct routine on-site research, and having battalions and companies open up democratic channels, in order to broadly collect the difficulties, demands, opinions, and suggestions of officers and soldiers and compile them into a task list. At the same time, they convened two-way review meetings between agencies and the grassroots to repeatedly deliberate on renovation plans, ensuring that every yuan of funding is used precisely where it counts most; they established a work mechanism of "checklist-based advancement and ledger-based management," breaking tasks down into specific task orders, timelines, and responsible parties, regularly publicizing progress and clearing items from the account once resolved, to ensure that all work lands, is implemented, and is carried out in detail.

Previously, a section chief from the brigade's agency discovered during research that some aging barracks had insufficient storage space, causing officers and soldiers to mix training gear with combat-readiness materiel, which both disrupted internal order and slowed emergency deployment speed. In this round of barracks renovation, the brigade uniformly equipped each battalion and company with standardized gear racks and categorized storage cabinets, strictly standardizing the designated placement of daily necessities, training gear, and combat-readiness materiel, further consolidating the details of combat-readiness construction. "Training gear is stored by category, easy and quick to retrieve, and combat-readiness efficiency has improved markedly," said one soldier in the brigade.

The brigade also introduced self-service water purification equipment, distributed to each battalion and company location, resolving the inconvenience officers and soldiers faced in accessing daily drinking water; upgraded the intelligent access control system to enable rapid verification of personnel and vehicles; coordinated idle housing resources within the garrison area and converted them into warm family quarters, while improving supporting amenities for daily life… A series of soldier-benefiting measures precisely matched frontline needs, delivering service to soldiers that carries both force and warmth, and officers and soldiers broke into satisfied smiles.

"Only when the organization puts into practice what officers and soldiers think about and hope for can officers and soldiers devote themselves wholeheartedly to combat training and war preparation," said brigade leaders. As the quality and effectiveness of agency service to the grassroots continues to improve, the enthusiasm and motivation of officers and soldiers to sharpen their military skills, strengthen their capabilities, and prepare for war have increased significantly. Recently, the brigade organized a round-the-clock tactical mobility training exercise in complex plateau terrain; officers and soldiers were in high spirits, striving to be first, and their mental outlook was completely renewed.

西藏军区某旅聚焦营连急难愁盼提升服务质效—— 营房换新颜 官兵绽笑颜 ■解放军报特约记者 李松原 “经过改造,营房隔热性能明显提升,夏季室内闷热的问题有效解决。午间能得到充分休息,大家练兵备战劲头更足了!”日前,西藏军区某旅老旧营房翻新改造工程顺利完成,结束野外战术训练回到宿舍,二级上士王浩添感慨地说。这是该旅聚焦高原保障难题,以务实作风解决基层急难愁盼,持续提升为兵服务质效的缩影。 此前,该旅领导深入基层调研时,不少官兵反映,部分营房建成年代久远,设施老化导致问题频发。为此,他们将老旧营房升级改造列入年度为基层办实事重点项目,投入专项经费开展系统性翻修整治,从居住环境优化、生活配套完善、战备功能提升等方面科学规划,全力改善官兵生活条件。 “贴心服务增强凝聚力,暖心保障催生战斗力。”该旅领导介绍,他们秉持“基层至上、士兵第一”理念,以提升基层服务质效为目标,着力打通工作落实的“最后一公里”。他们采取党委常委下沉挂钩帮带、机关工作组常态驻点调研、营连畅通民主渠道等方式,广泛收集官兵的困难诉求和意见建议,梳理形成任务清单。同时,召开机关基层双向讲评会反复论证改造方案,确保每一分经费精准用到刀刃上;建立“清单式推进、台账式管理”工作机制,细化任务书、时间表、责任人,定期公示进度、挂账销号,确保各项工作落地、落实、落细。 此前,该旅一名机关科长调研发现,部分老旧营房储物空间不足,导致官兵训练装具与战备物资混放,既影响内务秩序,也拖慢了紧急出动速度。此次营房改造,该旅为各营连统一配置标准化装具架与分类储物柜,严格规范生活用品、训练装具、战备物资的定位摆放,进一步压实战备建设细节。“训练装具分类存放,取用方便快捷,战备效率明显提升。”该旅一名战士说。 该旅还引入自助净化饮水设备,配发至各营连点位,解决官兵日常饮用水取用不便问题;升级智能门禁系统,实现人员车辆快速核验;统筹营区闲置房源,将其改造为暖心家属房,并完善生活配套设施……一系列惠兵举措精准对接一线需求,为兵服务既有力度更有温度,官兵们脸上露出满意的笑容。 “组织把官兵的所思所盼落到实处,官兵才能心无旁骛投身练兵备战。”该旅领导说,随着机关服务基层质效持续提升,官兵精武强能、备战打仗的热情动力显著增强。近期,该旅在高原复杂地域组织跨昼夜战术机动训练,官兵士气高昂、奋勇争先,精神面貌焕然一新。
