The More Solid the Work Style, the More Effective the Service

Last year, a "Service Cabinet for Troops" was installed at the brigade headquarters, and officers and soldiers praised it for its convenience. But its designer, Guo Xiaoxing, discovered a problem: the status of document circulation was not transparent, and officers and soldiers still had to repeatedly confirm whether documents had been delivered. "Can we make the data do more of the running so officers and soldiers have to do less?" After he reported this idea, I, as a leader in the brigade's Political Work Department, led everyone in studying the matter and decided: "If the grassroots has a need, the headquarters must take action!"

After tackling the problem from multiple angles, a new generation of "unmanned intelligent cabinet" finally made its debut: officers and soldiers log in via facial recognition, boxes are sorted intelligently, and pickup codes are pushed automatically—the entire process is traceable. "What was upgraded is not just the cabinet, but the headquarters' attitude toward service." Guo Xiaoxing explained excitedly that the new system contains two clever innovations: first, a "two-way reminder" function that synchronizes SMS notifications for document deposits and retrievals in real time, eliminating the problem of messages disappearing into the void; second, surveillance data retention, which both standardizes the handover process and provides a basis for verification.

The upgrade of a single cabinet reflects the Party committee headquarters' work style of "whatever the grassroots hopes for, the headquarters acts on immediately." This matter made me feel deeply that whether the deepening of political rectification training (政治整训) goes deep and becomes real depends critically on whether the headquarters has truly transformed its work style and whether the grassroots has truly benefited.

On one occasion, the brigade held a military-civilian social event. Unmarried officers and soldiers who were absent due to mission execution participated "in the cloud" through electronic profiles and video introductions. Although soldier Xiao Wang was unable to attend in person, the information left on his electronic card attracted a young woman at the event, and through the matchmaking of the event organizer, the two successfully got together. This innovative measure originated from a past regret—many older unmarried officers and soldiers had missed social opportunities because of mission execution.

At the beginning of this year, the Political Work Department of the Central Military Commission and five other departments jointly issued the "Opinions on Doing Well the Marriage and Romance Service Work for Officers and Soldiers in Remote and Arduous Areas and Older Unmarried Officers and Soldiers." To put these measures into practice, we recorded videos and prepared profiles in advance for older unmarried officers and soldiers who could not attend in person, and actively coordinated with relevant local units to participate, truly building one "Magpie Bridge" after another straight to the hearts of officers and soldiers.

Chairman Xi has emphasized: "At every level, the well-being of officers and soldiers must be kept in mind; go proactively to resolve practical difficulties, and ensure that support in all areas is fully in place." The expectations of the grassroots lie not only on the front lines of training for war, but also in the daily life of rice and salt. Only by consciously strengthening the sense of service and correcting the attitude toward service—handling comparatively urgent matters with special priority, and swiftly following through on commitments made to the grassroots—can we enhance officers' and soldiers' sense of belonging (归属感), sense of happiness (幸福感), and sense of gain (获得感).

"Officers and soldiers daring to speak their minds is a sign of trust in the Party committee headquarters; we must take every piece of feedback seriously." Based on this understanding, I proposed launching a headquarters Q&A column and established a firm rule: any question from grassroots officers and soldiers may be reflected through the column in its original, unfiltered form; the relevant sections of the headquarters must respond and resolve the issue within two days; for issues that cannot be resolved immediately, a timeline must be provided and a responsible person identified—the voices of officers and soldiers must absolutely never be allowed to disappear into silence. After the column went live, one after another urgent needs for combat readiness, pressing requirements for fighting, and long-awaited concerns of officers and soldiers received timely responses. Sections reporting on their work no longer needed to deliberately leave a paper trail or dress things up; instead, they spoke through the hard results of problems solved and officers and soldiers put at ease.

The intelligent cabinet upgrade strengthens the service consciousness (服务自觉) of "making the data do more of the running"; building the marriage-and-romance bridge demonstrates the value orientation of "treating the personal affairs of officers and soldiers as a combat-power project (战斗力工程)"; responding within two days fulfills the solemn commitment of "grassroots first, soldiers first (基层至上、士兵第一)." These three small matters together illuminate a simple truth: political work is work done with people; deepening political rectification training must begin by resolving the problems most strongly raised by grassroots officers and soldiers—promptly clarifying doubts and responding to demands on urgent, difficult, worrying, and long-awaited problems (急难愁盼问题), keeping a close watch without letting up and following through to the end, and wholeheartedly helping the grassroots resolve difficulties and relieve concerns.

The more solid the work style, the more effective the service. Deepening political rectification training is both a tempering of thought and a cleansing of work style. As a leading headquarters, we must make improving the quality and effectiveness of service to the grassroots the focal point of improving our work style, continuously optimize our working methods, and with an enthusiastic and heartfelt service attitude and concrete measures to resolve difficulties, achieve the standard of "every matter receives a response, every item is accounted for, every issue is resolved"—so that officers and soldiers have something to look forward to in their military life and have the drive to work and build.

作风越扎实 服务越有效 ■李明颐 去年,“为兵服务柜”落户旅机关,官兵们纷纷为它的便捷性叫好。但设计者郭小星发现:文件流转状态不透明,官兵仍需反复确认送达情况。“能不能让数据多跑路,官兵少跑腿?”他将想法汇报后,作为旅政治工作部领导,我带领大家研究后决定:“基层有需求,机关就要有行动!” 经过多方攻关,新一代“无人智能柜”终于亮相:官兵刷脸登录、智能分拣箱门、取件码自动推送,全程可追溯。“升级的不只是柜子,而是机关的服务态度。”郭小星兴奋地介绍,新系统暗藏两大“巧思”:一是“双向提醒”功能,文件存取短信实时同步,杜绝了“石沉大海”;二是监控数据留存,既规范交接流程,又为查证提供依据。 一个柜子的升级,折射的是党委机关“基层有所盼、机关马上办”的工作作风。这件事使我深切感到,深化政治整训是否走深走实,关键要看机关是不是真正转变了作风、基层是不是真正得到了实惠。 有一次,旅里举行一场军地联谊活动,因执行任务缺席的未婚官兵通过电子档案、视频介绍等方式“云端”参加。战士小王虽未能到场,但留在电子卡片上的信息吸引了现场一名女青年,经活动负责人牵线,两人终于成功牵手。这一创新举措,源于曾经的遗憾——不少大龄未婚官兵因执行任务错过了联谊机会。 今年初,中央军委政治工作部等6部门联合印发《关于做好边远艰苦地区和大龄未婚官兵婚恋服务工作的意见》。为把这些举措落到实处,我们提前为不能到场大龄未婚官兵录制视频、制作档案,并积极协调驻地有关单位参与,将一座座“鹊桥”真正搭到了官兵心坎上。 习主席强调:“各级要把官兵冷暖放在心上,主动靠上去解决实际困难,把各方面保障做到位。”基层的期盼,不仅在练兵备战的火热一线,也在柴米油盐的日常生活中。只有自觉强化服务意识、端正服务态度,比较紧急的事特事特办,承诺基层的事紧抓快办,才能提升官兵的归属感、幸福感、获得感。 “官兵敢把心声说出来,是对党委机关的信任,我们必须认真对待每一条意见。”基于这样的认识,我建议开通机关答疑栏目,并立下硬规矩:基层官兵的任何问题,都可以通过栏目原汁原味反映;机关相关科室必须在两天内予以答复和解决,一时难以解决的也要拿出时间表、明确责任人,决不能让官兵的呼声销声匿迹。栏目上线后,一个个备战急需、打仗急用、官兵急盼的问题得到及时回应,科室汇报工作也不再需要刻意留痕包装,而是以问题解决、官兵安心的实打实成效说话。 智能柜升级,强化的是“让数据多跑路”的服务自觉;搭好婚恋桥,彰显的是“把官兵家事当战斗力工程”的价值取向;两天内答复,兑现的是“基层至上、士兵第一”的庄严承诺。这3件小事共同诠释着一个朴素道理:政治工作是做人的工作,深化政治整训就要从解决基层官兵反映强烈的问题入手,对急难愁盼问题及时解疑释惑、回应诉求,紧盯不放、一抓到底,真心实意为基层排忧解难。 作风越扎实,服务越有效。深化政治整训既是思想的淬炼,更是作风的洗礼。作为领导机关,必须将提升为基层服务质效作为改进作风的着力点,不断优化工作方法,以热情暖心的服务态度、实实在在的解难举措,做到“事事有回音、项项有交代、件件有着落”,让官兵军旅生活有奔头、干事创业有劲头。
