Governing the country and securing the nation depends critically on the grassroots; so too does strengthening and building the military. Chairman Xi has emphasized: "No matter how the situation changes, the principle of relying on the grassroots and building the grassroots strong must never be abandoned." Strengthening grassroots building in the new era is an inherent requirement for achieving the centenary goal of army building on schedule and for accelerating the building of the people's military into a world-class military. All work of the armed forces must be implemented by the grassroots; charging into battle on the front line also depends entirely on the grassroots. Without grassroots officers and soldiers, no matter how grand a strategy may be, it cannot be realized, and no matter how advanced the weapons and equipment may be, they cannot be brought into play. Practice has proven that the state of development and the pace of progress of the armed forces are closely linked to the implementation of routine and foundational work. Only by doing solid work on strengthening the grassroots and laying foundations can we consolidate the foundation for strengthening and building the military and expand the forces capable of achieving superiority and victory.

In realizing the Party's goal of building a strong military in the new era, the foundation lies in the grassroots and the vitality lies in the grassroots. At present, the deadline for achieving the centenary goal of army building is drawing ever closer, the transformation and development of the armed forces is advancing in depth, and grassroots building in our military is facing many new situations and new changes. From mission and task requirements to the substance of building, from the state of daily operations to the organizational form of the forces, from the composition and structure of officers and soldiers to the external social environment — many new changes have occurred, many new characteristics have emerged, and many new challenges must be confronted. This requires Party organizations at all levels to earnestly study and implement Chairman Xi's important expositions on grassroots work methods, to deeply comprehend the great significance, fundamental requirements, scientific concepts, effective approaches, and fundamental guarantees for doing grassroots work well, to better understand the grassroots, go deep into the grassroots, and serve the grassroots, and to strive to drive comprehensive progress and across-the-board excellence in grassroots building.

Strengthening grassroots building in our military in the new era is where the foundation and the strength for building a strong military lie. Since the 18th National Congress of the Party, all units across the military have resolutely implemented the decisions and deployments of the Party Central Committee, the Central Military Commission, and Chairman Xi, persisting in grasping Party organization to strengthen the grassroots, grasping combat readiness and training to strengthen the grassroots, grasping officers and soldiers as the main body to strengthen the grassroots, and grasping the strict rule of law to strengthen the grassroots, driving substantial progress in grassroots building across our military.
