The Central Propaganda Department and Ministry of Justice have released the 'Ninth Five-Year Plan for Rule-of-Law Publicity and Education (2026–2030),' and this PLA commentary uses the plan's release to push units toward data-driven, targeted legal education—framed as a shift from 'flood irrigation' (大水漫灌) to 'precision drip irrigation' (精准滴灌). Specific examples cited include the Information Engineering University of the Cyberspace Force deploying a virtual AI 'rule-of-law publicist,' a brigade of the 76th Group Army launching a 'Study Regulations' mini-program, and PLA Military Court data showing rising private-lending disputes among military families driving targeted legal warnings. The framing points to an institutional acknowledgment that standardized political-legal education is failing to change behavior—the 'studied a great deal but unable to apply it' problem—and that the PLA is now pushing big-data assessment mechanisms to identify gaps in individual legal literacy rather than relying on uniform mass campaigns.

The value of rule-of-law publicity and education lies in precision, its difficulty lies in precision, and its success depends on precision. Recently, the "Ninth Five-Year Plan for Carrying Out Rule-of-Law Publicity and Education (2026–2030) of the Central Propaganda Department and the Ministry of Justice" was publicly released, making comprehensive arrangements for the "Ninth Five" law popularization campaign (九五普法) and explicitly stating the need to "accelerate the formation of a new model for conducting rule-of-law publicity and education with precision." At all levels, efforts should be further made to optimize the concepts, mechanisms, methods, and vehicles of law popularization, achieving precise law popularization (精准普法) and effective law popularization (高效普法), so that rule of law becomes the common pursuit and conscious action of officers and soldiers throughout the armed forces.

Chairman Xi has emphasized that law popularization work must put effort into targeting and effectiveness. Rule-of-law publicity and education is an important instrument for helping officers and soldiers establish rule-of-law convictions and rule-of-law concepts, and plays an important role in raising officers' and soldiers' rule-of-law thinking (法治思维), strengthening their rule-of-law awareness, and cultivating their rule-of-law literacy. At present, mobile internet has become deeply pervasive and artificial intelligence is accelerating in its development; the ways in which officers and soldiers obtain information and understand the world are changing. The rule-of-law needs of officers and soldiers are no longer uniform—different groups have different areas of focus on rule-of-law issues, and even within the same group, rule-of-law needs change dynamically. If rule-of-law publicity and education fails to achieve precision and effectiveness, officers and soldiers may fall into the predicament of "having studied a great deal but being unable to apply it when the time comes."

The more modernized and informatized the military becomes, the more it must be governed by rule of law. As the military rule-of-law system with Chinese characteristics (中国特色军事法治体系) becomes increasingly systematic, complete, rigorous, and effective, the rule-of-law needs of officers and soldiers are also growing. There is an ever greater need for all levels to conduct rule-of-law publicity and education well, guiding officers and soldiers to internalize the rule-of-law spirit and rule-of-law concepts in their hearts and externalize them in their actions, so that strict adherence to rule of law and strict observance of military discipline become conscious actions. Only by transforming law popularization from "flood irrigation" (大水漫灌) to "precision drip irrigation" (精准滴灌)—making rule-of-law publicity and education more precise and effective, truly meeting the rule-of-law needs of officers and soldiers and serving the needs of grassroots governance—can all levels continuously strengthen officers' and soldiers' awareness and capacity to handle affairs in accordance with law, seek legal remedies when problems arise, use law to solve problems, and rely on law to resolve disputes.

The prerequisite for precision is accurately grasping what officers and soldiers truly need. Previously, the People's Liberation Army Military Court, through data analysis, discovered that disputes over private lending (民间借贷纠纷) involving military families were growing at a relatively fast rate among rights-protection disputes involving the military. The court promptly issued a work advisory, driving courts throughout the armed forces to use multiple occasions to strengthen law popularization lectures and case-based warnings on private lending, and to carry out targeted risk-prevention work.

The key to improving the effectiveness of rule-of-law publicity and education is to put effort into the issues of broad concern to officers and soldiers, and to strive to achieve a higher-level dynamic balance between rule-of-law demand and law-popularization supply. Data is the basis for decision-making. This requires all levels to explore the establishment of a precision assessment mechanism (精准研判机制) based on big data, dynamically identifying the rule-of-law publicity and education needs of officers and soldiers and the weak links in their rule-of-law literacy, and conducting targeted rule-of-law publicity and education for different groups, so that law popularization moves from experience-based judgment toward data-driven approaches.

Rule-of-law publicity and education must not only "reach the heart" (走心) but must also "blaze new trails" (走新). The Information Engineering University of the Cyberspace Force independently developed and launched a virtual online "rule-of-law publicist" (法治宣传员), making rule-of-law publicity and education vivid and lively; a brigade of the 76th Group Army developed and launched a "Study Regulations" (学法规) mini-program, making it convenient for officers and soldiers to study and apply law; a squadron of the People's Armed Police Xi'an Detachment established a law popularization studio, organizing officers and soldiers to write, direct, and perform their own short legal and disciplinary dramas… Many units are employing new technologies and new media, grounding their work in the real-world risks officers and soldiers may encounter, embedding legal provisions within case studies, and using forms that officers and soldiers enjoy and welcome to resolve doubts and answer questions, helping everyone precisely identify risks and clarify disciplinary red lines.

National security is founded on correct law; military strength is built on strict discipline (国泰于法正,兵强于纪严). While making good use of traditional methods of rule-of-law publicity and education, all levels should also actively expand rule-of-law publicity and education platforms, enhance the reach and influence of rule-of-law publicity and education, innovate by adopting law-popularization approaches that are more down-to-earth and more vibrant, continuously raise the participation and sense of gain among officers and soldiers, and drive the practice of respecting, studying, abiding by, and applying law to flourish throughout the barracks.

法治宣传教育贵在精准、难在精准、成在精准。近日,《中央宣传部、司法部关于开展法治宣传教育的第九个五年规划(2026—2030年)》对外发布,对“九五”普法作出全面部署,明确指出,“加快形成精准开展法治宣传教育新模式”。各级应进一步优化普法理念、机制、方式和载体,做到精准普法、高效普法,使法治成为全军官兵的共同追求和自觉行动。 习主席强调,普法工作要在针对性和实效性上下功夫。法治宣传教育是帮助官兵树立法治信仰和法治理念的重要抓手,对提高官兵法治思维、强化官兵法治意识、培育官兵法治素养起到重要作用。当前,移动互联网深度普及,人工智能加速发展,官兵获取信息、认识世界的方式正在发生变化。官兵的法治需求不再千篇一律,不同群体对法治议题的关注点各有侧重,即便同一群体的法治需求也会动态变化。倘若法治宣传教育做不到精准高效,就可能会让官兵陷入“学了不少、用时不会”的困境。 军队越是现代化、越是信息化,越是要法治化。随着中国特色军事法治体系日趋系统完备、严密高效,官兵的法治需求也日益增长,更加需要各级做好法治宣传教育,引导官兵将法治精神、法治观念内化于心、外化于行,让厉行法治、严守军纪成为自觉行动。各级只有将普法从“大水漫灌”向“精准滴灌”转变,让法治宣传教育更精准高效,真正贴近官兵法治需求、服务基层治理需要,才能不断增强官兵办事依法、遇事找法、解决问题用法、化解矛盾靠法的意识和能力。 精准的前提在于准确掌握官兵真正需要什么。此前,解放军军事法院通过数据分析发现,军人家庭民间借贷纠纷在涉军维权纠纷中占比增速较快。该院及时发出工作提示,推动全军法院利用多种时机加强民间借贷普法宣讲和案例警示,有针对性地做好风险防范工作。 提高法治宣传教育成效,关键要在官兵普遍关注的问题上下功夫,努力达到法治需求与普法供给之间更高水平的动态平衡。数据是决策的依据,这就要求各级探索建立基于大数据的精准研判机制,动态识别官兵法治宣传教育需求和法治素养薄弱环节,针对不同群体精准开展法治宣传教育,使普法从经验判断走向数据驱动。 法治宣传教育既要“走心”,更要“走新”。网络空间部队信息工程大学自主研发推出网络虚拟“法治宣传员”,让法治宣传教育变得生动活泼;第76集团军某旅开发上线“学法规”小程序,方便官兵学法用法;武警西安支队某中队创办普法工作室,组织官兵自导自演法纪短剧……许多部队运用新技术新媒体,立足官兵可能遇到的现实风险,将法规条文嵌入案例,用官兵喜闻乐见的形式解疑释惑,帮助大家精准辨别风险、明晰纪律红线。 国泰于法正,兵强于纪严。各级在利用好传统法治宣传教育方式的同时,也应积极拓展法治宣传教育平台,提升法治宣传教育传播力影响力,创新采取更接地气、更有生气的普法手段,不断提高官兵的参与度和获得感,推动尊法学法守法用法在军营蔚然成风。
