Two Civilian Personnel Have Science and Innovation Studios Named After Them
A certain detachment of the Northern Theater Command Army establishes rules and regulations to stimulate the innovative vitality of scientific research backbone personnel——Two Civilian Personnel Have Science and Innovation Studios Named After Them

Two civilian personnel, born in the same year and month, hired in the same year and month, simultaneously established science and innovation studios bearing their own names.
Recently, a reporter came to a certain detachment of the Northern Theater Command Army for an interview and, upon learning that the detachment had a pair of science and innovation "twin stars" much talked about among officers and soldiers, decided to investigate further.

Entering the "Wang Shiqi Science and Innovation Studio," detachment civilian personnel Wang Shiqi was seated at a workbench, absorbed in reviewing technical materials. Speaking of having a science and innovation studio named after him, Wang Shiqi said with deep feeling: "The trust of the organization is the greatest motivation for young technical backbone personnel to strive and forge ahead!"
The detachment's leadership told the reporter that the detachment has a dense concentration of professional and technical personnel, with young civilian personnel making up a large proportion and holding high academic credentials. How to better stimulate and release the innovative potential of the talent pool, and lay a solid technical foundation in service of combat readiness and warfighting? After conducting in-depth research and deliberation, the detachment's Party committee decided to build platforms for scientific research backbone personnel with ideas, capability, and drive to display their talents. Forming science and innovation teams and establishing science and innovation studios named after individual scientific research backbone personnel became a key mechanism.
Previously, when the detachment's headquarters conducted in-depth research at the grassroots level, many officers and soldiers reported that they faced problems such as restricted mobile communications connectivity and inconvenient situational command when executing communications duty tasks. After comprehensive consideration, the detachment's Party committee decided to assign this research and development task to Wang Shiqi, who has a solid professional foundation in information systems. Following a rigorous review process of "individual application—professional review—Party committee approval," the "Wang Shiqi Science and Innovation Studio" was formally established.
"The organization not only places burdens on us, but also paves the road and builds the ladder for us." Wang Shiqi explained that the studio is equipped not only with dedicated space and experimental equipment, but can also apply for special funds based on research and development needs. What warmed the hearts of scientific research backbone personnel even more was that the detachment's Party committee established rules and regulations ensuring that, during task research and development periods, scientific research backbone personnel have no fewer than 4.5 concentrated working days per week. When technical bottlenecks are encountered, one can seek internal assistance from Army science and technology talents and senior engineers, or apply to higher authorities to coordinate resources for collective intelligence-based research and development, resolving everyone's concerns at the source.
After receiving the task, Wang Shiqi led his team in sustained intensive effort, successfully developing a new system that won second prize in a certain PLA-wide competition. Feedback from numerous units after trial use indicated that duty officers and soldiers, relying on this system, can achieve efficient communications connectivity, precise command, and close coordination, providing strong technical support for successfully handling emergencies. Following promotion by higher-level authorities, this system has been deployed to command organizations in multiple units.

In a parallel case: Chen Liang, another young civilian personnel member of the detachment, likewise has a science and innovation studio bearing his own name. An interesting coincidence: Chen Liang and Wang Shiqi were born in the same year and month, hired in the same year and month, and both enjoy researching cutting-edge science and technology topics in their spare time. Their similar experiences and shared interests have made them friends in daily life who talk about everything and help each other, and comrades at work who encourage each other and compete to outdo one another.
Chen Liang told the reporter that, compared with the "Wang Shiqi Science and Innovation Studio," his own studio's assigned tasks are equally "hard-core"—responsible for developing a subsystem of the command support system for a certain key Army scientific research project. Since receiving the task, Chen Liang has led team members in sustained efforts targeting technical difficulties, providing strong technical support for commanders' scientific decision-making. Currently, the system is being vigorously promoted for trial use.
"Practice has fully demonstrated that the civilian personnel force is a new force with ideals, capabilities, and a sense of responsibility. As long as a broad stage is built and strong support is provided, they are fully capable of taking on major responsibilities and bearing heavy burdens in the field of science and technology innovation!" Standing before the detachment's honor wall, the detachment's leadership proudly displayed to the reporter the abundant results this force has achieved in recent years: more than 10 civilian personnel have been deeply involved in major research and development efforts; 14 practical systems independently developed have played an important role in exercise and training tasks and daily support; participating in major PLA-wide competitions such as military modeling and maker research and practice (创客研练), they have won 1 special prize, 2 first prizes, 4 second prizes, and 2 third prizes; 45 person-instances have received commendations and awards at various levels, and 5 civilian personnel have been awarded third-class merit citations. Wang Shiqi and Chen Liang, this pair of "twin stars," are a microcosm of the detachment's young civilian personnel force's determined commitment to strengthening the military and striving to forge ahead.
As night deepened, multiple science and innovation studios in the detachment remained brightly lit. One young scientific research backbone personnel after another was launching an assault on technical difficulties, injecting powerful momentum into the force's training for combat, combat readiness, and achieving victory on the battlefield.
