Following heavy rainfall from Typhoon Bavi and a separate storm in Gansu on July 13–14, the Xiahe County People's Armed Forces Department, the Armed Police Gannan Detachment (200+ personnel), a Northern Theater Command Army brigade (300+ personnel), the Armed Police Tonghua Detachment, the Shenyang Garrison, and the Armed Police Liaoning Corps (900+ personnel) conducted concurrent flood relief operations across Gansu, Jilin, and Liaoning provinces. The article documents the standard multi-echelon domestic disaster response structure — county-level PAFDs activating militia for initial assessment and evacuation, followed by Armed Police detachments and PLA brigades deploying for engineering tasks — and provides a named-unit, named-location baseline for how Northern Theater Command and Armed Police regional formations are tasked and scaled during a mid-tier typhoon event.

PLA Daily, Lanzhou, July 14 — At approximately 19:00 on the 13th, heavy rainfall struck Xiahe County in Gannan Tibetan Autonomous Prefecture, Gansu Province, causing silt accumulation in the county seat, blocked drainage outlets, and varying degrees of disaster in some townships and villages.

At 22:00 that evening, the Xiahe County People's Armed Forces Department dispatched militia to Madang Town and Qu'ao Township, which had received heavier rainfall, to assess conditions on the ground and evacuate trapped residents. On the 14th, more than 200 personnel of the Armed Police Gannan Detachment, equipped with emergency rescue equipment, proceeded to the affected areas to clear silt, drain floodwater, and unblock drainage pipe networks.

As of press time, accumulated water on the county seat's main roads had been fully drained, and task force personnel and militia continued road silt-clearing operations.

PLA Daily, Shenyang, July 14 — Affected by Typhoon Bavi, the 9th typhoon of this year, multiple locations in Liaoning and Jilin provinces experienced heavy rainfall, with serious waterlogging occurring in some urban districts and townships. PLA and Armed Police Forces personnel and militia have continued to engage in emergency disaster relief while simultaneously carrying out post-disaster recovery work.

On the 14th, water levels along the Huifa River in Hailong Town, Meihekou City, Jilin Province, rose rapidly. More than 300 personnel from a brigade of the Northern Theater Command Army, together with local militia, sealed and reinforced vulnerable points to strictly prevent river water from overflowing. The Tonghua Detachment of the Armed Police Force dispatched personnel to clear blockages and evacuate and resettle trapped residents. Piping breaches appeared in sections of the river embankment along the Huinan reach of the Huifa River, and the Tonghua Detachment of the Armed Police Force dispatched forces to conduct emergency sealing operations.

In Shenyang, Liaoning Province, sections of the Hunhe River, Puhe River, and other rivers faced risks of embankment overtopping. The Shenyang Garrison organized militia to load and transport sandbags and reinforce river embankments. The Armed Police Liaoning Corps deployed more than 900 personnel to reinforce embankments at the Wuniubaoze section of the Puhe River, the Liaozhong section, the Guanghui Subdistrict section in Yuhong District, and the Changtan section of the Hunhe River, among other locations, eliminating multiple dangerous situations.
