In recent days, visitors have been streaming continuously to the Memorial of the First National Congress of the Communist Party of China. In front of the venue, National Outstanding Party Affairs Worker and Political Instructor of the 2nd Duty Battalion, 4th Duty Regiment, People's Armed Police Shanghai General Corps, Yang Zenan, coordinates on-site duty forces and commands sentries in patrol and guard duties.
"The battalion bears year-round patrol responsibilities for areas including the Bund and the Memorial of the First National Congress of the CPC. Duty posts are dispersed, and organizational development must reach all the way to the last link." During a break between duties, Yang Zenan sits together with soldiers in a patrol vehicle, studying the on-site situation against the duty deployment map.
In the eyes of officers and soldiers, Yang Zenan is a "Party representative" with drive and a habit of thinking things through. While serving as Party branch secretary of a certain company, he connected with Party branches at red-themed venues in the mission area to carry out joint study and joint education (共学共育), cumulatively selecting more than one hundred officers and soldiers to join the local red heritage docent team. Each year they provide historical and theoretical explanations of the Party to tens of thousands of visitors, and have been praised by the public as "fire-spreaders at the red sacred sites."
At the end of last year, Yang Zenan was appointed Political Instructor of the 2nd Duty Battalion. Upon taking up the post, he found that the tasks of each company varied greatly and that some Party affairs backbone personnel lacked sufficient capability. To address this, he conducted in-depth on-site investigations at the companies, worked together with Party branch committees to sort out approaches to development and strengthening, and refined unit development plans down to specific phases and individuals. He innovated a paired-assistance model of "organization leading organization, Party members leading the masses" (组织带组织、党员带群众), and built platforms for Party members to practice and train. He standardized grassroots Party affairs work procedures including Party member recruitment and Party dues collection. He established practical training classes for Party affairs backbone personnel, regularly organizing Party committee members and Party cell leaders in hands-on training, systematically improving the capacity of Party affairs backbone personnel to fulfill their duties.
How to consolidate the Party-building foundation (党建根基) under dispersed-duty conditions (动散条件下), how to accurately grasp the thinking of officers and soldiers during major duty operations, how to break through in the development of units with weak foundations—one after another, these real-world test questions confront this grassroots "Party representative." He frequently carries a prepared work checklist as he goes deep into squad and platoon barracks and patrol posts, engaging officers and soldiers in conversations, jointly identifying problems and deliberating on countermeasures.
To address the problems of difficulty concentrating personnel for organizational life activities and difficulty synchronizing the pace of political education, Yang Zenan, building on centralized instruction and unified meetings, divided Party cells according to duty sectors and innovated a mechanism of "staggered-time organizational life activities" (错时开展组织生活). He uses guard-change rest periods and standby gaps to organize ten-minute micro-Party lessons (微党课) and Party member thought coordination meetings (党员思想碰头会), ensuring that every Party member, regardless of which duty post they are at, can participate in organizational life.
Over 19 years of military service, Yang Zenan has consistently held to the front-line duty post, using Party building as a lever to drive the comprehensive development of his unit, and writing a loyal answer sheet of a "Party representative" on an ordinary sentry post. He has been awarded a first-class merit citation once and third-class merit citations three times, and in 2022 was honored to be elected as a delegate to the 20th National Congress of the Communist Party of China. Since the beginning of this year, the battalion in which he serves has seen steady overall improvement, has efficiently and properly handled multiple unexpected emergencies, and has received commendations from higher authorities.
