Editor's Note: Since the 18th National Congress of the Party, our Party and our military have consistently maintained the keynote of strictness without wavering, unswervingly advancing comprehensive strict governance of the Party (全面从严治党) and comprehensive strict governance of the military (全面从严治军), advancing the normalization and institutionalization of political rectification and training (政治整训), with new conduct and upright spirit continuously rising. This further demonstrates the firm resolve of the Party Central Committee with Comrade Xi Jinping at its core to leave marks on iron and imprints on stone (抓铁有痕、踏石留印), and the keynote orientation of stricter standards as time goes on and stricter standards at higher levels. Striving forward on the new journey of strengthening the military, we must profoundly comprehend the far-reaching political considerations behind ever-increasing strictness, and with the clarity and resolve of those who understand this is a permanent endeavor, run the keynote orientation of strictness throughout every process and aspect of building the military through politics (政治建军), ensuring that our military's lifeblood endures forever, its foundations remain forever solid, and its advantages forever persist.

Paddling upstream, one cannot afford to ease the pole even once. "Strictness" is the consistent principle by which our Party builds and governs the military, and is the intrinsic requirement of political rectification and training. Stricter standards as time goes on and stricter standards at higher levels—this is a requirement, and even more a trend. At the historical juncture of the strategic transition of the new "three-step" strategy for national defense and military modernization, we must consistently uphold comprehensive strictness, thorough strictness, and constant strictness, continuously deepen political rectification and training, strengthen the revolutionary tempering (革命性锻造) of our military's officer corps, consistently maintain the purity and glory of the people's army, and greet the centenary of the founding of the military with a wholly new political bearing.

I

The way of governing the military: what is gained through strictness is lost through leniency. Stricter standards as time goes on and stricter standards at higher levels establish, from the dimensions of temporal continuity and the criticality of the subjects involved respectively, the keynote orientation for continuously deepening political rectification and training. This will inevitably further rectify the source politically (正本清源), eliminate toxic influences ideologically (肃毒除弊), and excise corruption and regenerate healthy tissue organizationally (去腐生肌), consolidating and deepening the results of political rectification and training, and ensuring our military's absolute loyalty, absolute purity, and absolute reliability.

An imperative requirement for ensuring strict military law and discipline. Rigorously enforcing the rule of law and maintaining strict military discipline is both a summation and elevation of the experience of building the military through politics in the new era, and an iron law of governing and commanding troops throughout history. From the very day of its founding, the people's army has attached great importance to cultivating conduct and discipline; strict law and discipline has always been the magic weapon by which our military defeats the enemy and grows in strength. However, governing the military prizes strictness above all, and difficulty lies precisely in strictness. Without constant vigilance, situations of laxity, emptiness, and softness may emerge, and tendencies of being strict with others but not oneself, strict with subordinates but not superiors, and strict with soldiers but not officers may appear. It must be understood that the higher a leading cadre's position and the greater their power, the more they need to be the focus of disciplinary constraints. The more the situation develops and the more complex the environment, the more necessary it is to tighten the screws of law and discipline and reinforce the institutional cage. Only by using the keynote of strictness to rectify conduct and discipline, running the requirements of strictness throughout the entire process, all personnel, and all times of law and discipline building, maintaining zero tolerance for violations of discipline and law and investigating and punishing them severely, can a crack force of strict discipline capable of winning battles be forged.

An imperative requirement for continuously deepening political rectification and training. Political rectification and training "rectifies" (整) toxic influences, entrenched maladies (顽瘴痼疾), and unhealthy tendencies, and "trains" (训) political stance, political capability, and political responsibility. Continuously deepening political rectification and training—whether it is rectifying ideology, rectifying the use of personnel, rectifying organizations, rectifying conduct, and rectifying discipline, or purifying thought, purifying the ranks, and purifying the ecosystem—cannot be separated from strict requirements, strict measures, and strict execution. Only by persisting in stricter standards as time goes on, consistently maintaining undiminished intensity of rectification, undiminished standards, and undiminished vigor, can we continuously turn the blade inward (刀刃向内), eliminate the turbid and promote the upright (激浊扬清), and scrape the bone to cure the disease (刮骨疗毒), making a thorough break with chronic ailments and entrenched abuses, hidden rules and bad habits. Only by persisting in stricter standards at higher levels, keeping a close watch on the "critical few" (关键少数) to take the lead in rectification and correction, can we transmit pressure level by level and demonstrate leadership tier by tier, driving political rectification and training to extend from concentrated rectification to normalized governance, and to deepen from surface-level correction to root-cause resolution.

An imperative requirement for maintaining the purity and glory of our military. Purity and glory are the true character, the advantage, and the source of strength of our military. Whether purity and glory can be maintained concerns our military's political character, concerns the image of the Party and the military, and concerns whether the people's army can forever stand in an invincible position. The purity and glory of the people's army cannot be maintained naturally simply with the passage of time. Our military has never lived in a vacuum; the temptations of material interests and the intrusions of ideological and cultural influences it now faces are all the more complex and varied, and the viruses that affect the purity of the revolutionary ranks and corrupt the image of revolutionary soldiers are everywhere. These problems warn us: strictness is love, leniency is harm. The keynote of stricter standards as time goes on must never be lowered, and the orientation of stricter standards at higher levels must never change. Standards must be higher and requirements stricter. We must resolutely eliminate all factors that damage the purity of the military, restore and carry forward the fine traditions of our Party and our military, allow new conduct and upright spirit to be even more abundant in the forces, and ensure our military never changes its nature, never changes its color, and never changes its character (永远不变质、不变色、不变味).

Political rectification and training is not a passing wind, but a normalized, deep-level, and sustained political tempering (政治淬炼) and reshaping of conduct. We must resolutely correct ideological deviations, overcome negative sentiments, and discard erroneous understandings, ensuring that the orientation of strictness never deviates, its intensity never diminishes, and its standards never decline.

Resolutely discard the thinking of expediency and one-time measures. Thought is the precursor to action; consensus is the driving force for advancement. Stricter standards as time goes on and stricter standards at higher levels—first, one must profoundly recognize that establishing the keynote orientation of strictness is not a temporary addition or a short, sharp campaign, but a fundamental strategy that governs the root and benefits the long term. Chairman Xi has repeatedly emphasized: "conduct building is always on the road," "Party conduct and clean government building and the struggle against corruption are always on the road," and "comprehensive strict governance of the Party is always on the road." As the situation develops, the mission expands, and risk tests continuously accumulate, deep-level conduct abuses and ideological ailments have an entrenched and recurring character and cannot be thoroughly eradicated by a single rectification or a single concentrated assault. On the new journey, continuously deepening political rectification and training must thoroughly discard the mentality of passing a checkpoint and the attitude of going through the motions, firmly establish the concept of constant and sustained strictness and normalized strictness, and persist in never relaxing the requirements of strictness for even a moment and never lowering the standards of strictness for even a moment.

Resolutely overcome the sentiment of slackening effort and battle fatigue. Governance prizes consistency; administration requires regularity. Stricter standards as time goes on and stricter standards at higher levels—the key lies in overcoming fatigue and weariness, and maintaining the tenacity for sustained assault. At present, political rectification and training continues to go deeper and become more substantive; deep-level contradictions are gradually emerging; the difficulty of rectification and correction continues to increase; and it is very easy for negative tendencies such as slackness, paralysis, and passive fatigue to breed. Once a "resting mentality" takes hold, it is easy for problems to rebound, causing previously achieved results to come to nothing. This requires us to press forward without pause, seize the momentum, eliminate the notion of "catching one's breath and resting one's feet," and the more arduous the task and the longer the duration, the more we must tighten the string of strictness and press down the responsibility for correction, continuously applying pressure and effort to achieve lasting results.

Resolutely prevent the understanding that the wind is shifting and standards are being lowered or changed. Those who are skilled at eliminating harm examine its root; those who are skilled at treating illness cut off its source. Stricter standards as time goes on and stricter standards at higher levels—the fundamental point is to maintain strategic resolve (战略定力), hold the bottom line of strictness, and break through the erroneous understanding that "the wind has changed and standards have dropped." Chairman Xi has clearly pointed out: once the bow is drawn there is no turning back—Party conduct and clean government building and the struggle against corruption is a struggle that cannot be lost. In recent years, we have put a stop to certain unhealthy tendencies that had long gone unchecked, corrected certain chronic ailments that had persisted for years, and with thunderous force (雷霆万钧之力) demonstrated that before Party discipline, national law, and military regulations, there is no "iron certificate of immunity" (丹书铁券) and no "iron-capped prince" (铁帽子王). Comprehensive strictness is by no means a temporary measure, but a rigid requirement that is normalized and sustained for the long term. We must resolutely break through the psychology of watching and waiting and taking chances, clearly recognize that the keynote of strictness will only continue to be reinforced and will not weaken or reverse, that the scale of discipline enforcement will only become harder as time goes on, and that the level of management and control will only become stricter at higher levels. We must always strictly observe the red lines of discipline and rules, eliminate the speculative psychology of testing the bottom line, gauging the wind's direction, and waiting for flexibility, proactively adapt to the normalized state of strictness, and consciously temper Party spirit and forge conduct in an environment of strict management and strict governance.

III

Only strictness can correct the cardinal principles and discipline; only strictness can maintain military prestige; only strictness can produce combat effectiveness. Political rectification and training is achieved through rectification and training—we must apply force across multiple dimensions and govern systematically, establishing rules with strict standards, strengthening execution with strict measures, and gathering collective effort with a strict atmosphere, continuously running the requirements of strictness throughout the entire process of governing the Party and the military.

Establish the benchmark of strictness through demonstration and leadership. As the saying goes, "what those above do, those below emulate." We must keep a close watch on leading cadres, persist in those at higher levels setting the example for those below, with standards becoming stricter and management and restraint becoming tighter the higher the level, urging senior cadres to strictly observe political discipline and adhere to disciplinary rules, and to take the lead in investigating and correcting problems, take the lead in rectification and correction, and take the lead in purifying conduct. Each level must demonstrate for the level below and lead the level below in action, using the strict standards and hard conduct of the "critical few" to drive the "overwhelming majority," forming a sound pattern in which those above set the example and those below follow, with strictness applied uniformly. We must dare to turn the blade inward and carry out self-revolution, consciously placing ourselves, our responsibilities, and our work under scrutiny, proactively accepting supervision by the organization, the masses, and institutions, and establishing a benchmark and setting an example through the good image of being upright and strict in oneself.

Strengthen the consciousness of strictness through rigid constraints. "Wood straightened by the ink-line becomes true; metal sharpened on the whetstone becomes keen." At present, as political rectification and training continues to deepen, we must both emphasize the rigidity of disciplinary constraints and cultivate the resilience of disciplinary consciousness, transforming the requirements of "strictness" from external constraints into internal initiative. We must tighten the fence of Party regulations and Party discipline, imprint Party discipline on the hearts of all Party members, especially leading cadres, confine power within the institutional cage, and continuously weave the "sky-net" of supervision tighter, allowing power to operate in the sunlight. We must strengthen the rigid enforcement of law and discipline, resolutely prevent regulations and institutions from becoming "scarecrows" and "paper tigers," bring the sharp sword of inspection (巡视利剑) into play, and allow officers and soldiers to clearly understand the requirements of strictness and hold the rules of strictness in awe from the depths of their thinking. We must persist in the unity of strict management and generous care, both severely investigating and punishing violations of discipline and law, and encouraging the broad ranks of officers and soldiers to take on responsibilities and accomplish things, guiding officers and soldiers to internalize discipline in their hearts and externalize it in their conduct, continuously strengthening disciplinary consciousness and solidifying the ideological line of defense.

Strengthen the atmosphere of strictness through normalization and long-term effectiveness. The significance of strictness lies in perseverance; what is most feared is starting well but ending poorly, and alternating between intensity and laxity (一曝十寒). Breaking through toxic influences and entrenched abuses is a battle of concentrated assault and a protracted battle; sustained effort and lasting results are essential. We must grasp it frequently and see normalization, integrating the keynote orientation of strictness into daily work and into the Party's ideological building, organizational building, anti-corruption and clean government building, and institutional building, always without changing the channel, reducing the intensity, or lowering the standards. We must grasp it deeply and see concrete measures, persisting from easy to difficult and from small to large, starting from the details, grasping specific problems, combining the rectification of conduct, the enforcement of discipline, and the fight against corruption and grasping them together, driving the Party's self-revolution to interlock link by link and advance tier by tier. We must grasp it persistently and see long-term effectiveness, holding firm to the keynote of strictness without letting go, continuously deepening discipline education, warning education, and conduct education, persisting with constancy and achieving lasting results, maintaining the seriousness and authority of discipline and rules, ensuring that rules are followed and violations are investigated, achieving strictness at all times, in all places, and in all matters, and ensuring that the orientation of strictness and the posture of strictness are maintained consistently to the end.

牢固立起越往后越严、越往上越严的基调导向 ■国防大学习近平新时代中国特色社会主义思想研究中心 编者按党的十八大以来,我党我军始终保持严的基调不动摇,坚定不移全面从严治党、全面从严治军,推进政治整训常态化制度化,新风正气不断上扬,进一步彰显以习近平同志为核心的党中央抓铁有痕、踏石留印的坚定决心和越往后越严、越往上越严的基调导向。奋进强军新征程,我们要深刻领悟越来越严的深远政治考量,以永远在路上的清醒坚定,把严的基调导向贯穿政治建军全过程各方面,确保我军血脉永续、根基永固、优势永存。 逆水行舟,一篙不可放缓。“严”是我们党建军治军的一贯原则,是政治整训的内在要求。越往后越严、越往上越严,是要求,更是趋势。在国防和军队现代化新“三步走”战略转进的历史关口,我们必须始终坚持全面严、彻底严、时时严,持续深化政治整训,加强我军干部队伍革命性锻造,始终保持人民军队纯洁光荣,以崭新政治面貌迎接建军一百周年。 一 治军之道,得之于严,失之于宽。越往后越严、越往上越严,分别从时间延续性和对象关键性的维度,确立了持续深化政治整训的基调导向,必将进一步从政治上正本清源,从思想上肃毒除弊,从组织上去腐生肌,巩固深化政治整训成果,确保我军绝对忠诚、绝对纯洁、绝对可靠。 确保军队法纪严明的必然要求。厉行法治、严肃军纪,是新时代政治建军经验的总结和升华,也是古往今来治军带兵的铁律。人民军队自建军之日起,就非常重视作风纪律的养成,法纪严明始终是我军克敌制胜、发展壮大的法宝。然而,治军贵在从严,也难在从严,稍不注意,失之于松、失之于虚、失之于软的情况就可能冒头,严人不严己、严下不严上、严兵不严官的倾向就可能出现。须知,领导干部职位越高,权力越大,越需要成为纪律约束的重点;形势越发展,环境越复杂,越需要拧紧法纪螺丝、扎紧制度笼子。只有以严的基调正风肃纪,把严的要求贯穿法纪建设全程全员全时,对违纪违法行为零容忍、严查处,才能锻造纪律严明、能打胜仗的过硬部队。 持续深化政治整训的必然要求。政治整训“整”的是流毒影响、顽瘴痼疾、歪风邪气,“训”的是政治立场、政治能力、政治担当。持续深化政治整训,无论是整顿思想、整顿用人、整顿组织、整顿作风、整顿纪律,还是纯净思想、纯洁队伍、纯正生态,都离不开严的要求、严的措施、严的执行。只有坚持越往后越严,始终保持整肃力度不减、标准不降、劲头不松,才能持续刀刃向内、激浊扬清、刮骨疗毒,同沉疴积弊、潜规陋习彻底决裂;只有坚持越往上越严,紧盯“关键少数”带头整治、带头整改,才能层层传导压力、逐级示范引领,推动政治整训从集中整治向常态治理延伸、从表层纠治向根源治本深化。 保持我军纯洁光荣的必然要求。纯洁光荣,是我军的本色所在、优势所在、力量所在。能否保持纯洁光荣,关系我军政治本色,关系党和军队形象,关系人民军队能否永远立于不败之地。人民军队的纯洁光荣,不是随着时间推移就能自然而然保持下去的。我军从来不是生活在真空中,现在所要面对的物质利益诱惑和思想文化侵扰更是纷繁复杂,各种影响革命队伍纯洁、败坏革命军人形象的病毒无处不在。这些问题警示我们,严是爱,松是害,越往后越严的基调始终不能降,越往上越严的导向始终不能变,必须标准更高、要求更严,坚决清除一切损害军队纯洁性的因素,恢复和弘扬我党我军优良传统,让新风正气在部队更加充盈,确保我军永远不变质、不变色、不变味。 二 政治整训不是一阵风,而是一场常态化、深层次、持久性的政治淬炼和作风重塑。必须坚决校正思想偏差、克服消极情绪、摒弃错误认识,确保严的导向始终不偏、力度始终不减、标准始终不降。 坚决摒弃权宜之计、一时之举的思想。思想是行动的先导,共识是奋进的动力。越往后越严、越往上越严,首先要深刻认识到立起严的基调导向不是临时加码、短促突击,而是管根本、利长远的固本之策。习主席多次强调,“作风建设永远在路上”“党风廉政建设和反腐败斗争永远在路上”“全面从严治党永远在路上”。随着形势发展、使命拓展、风险考验持续叠加,深层次作风积弊、思想顽疾具有顽固性、反复性,不可能靠一次整治、一轮攻坚就彻底根除。新征程上,持续深化政治整训必须彻底摒弃过关思维、应付心态,牢固树立常抓长严、常态从严的理念,坚持严的要求一刻不能松、严的标准一刻不能降。 坚决克服松劲歇脚、疲劳厌战的情绪。政贵有恒,治须有常。越往后越严、越往上越严,关键在克服疲乏倦怠情绪,保持持续攻坚韧劲。当前,政治整训持续走深走实,深层次矛盾逐步显现,整改整治难度不断加大,极易滋生懈怠麻痹、消极疲乏等不良倾向。一旦有了“歇脚心态”,就容易让问题反弹,导致之前取得的成果付诸东流。这就要求我们须臾不停,乘势而上,杜绝“喘口气、歇歇脚”的念头,越是任务艰巨、时间拉长,越要绷紧从严之弦、压实整改之责,持续加压用力、做到久久为功。 坚决防止转变风向、降调变调的认识。善除害者察其本,善理疾者绝其源。越往后越严、越往上越严,根本在于保持战略定力,坚守严的底线,破除“风向变、标准降”的错误认识。习主席鲜明指出,开弓没有回头箭,党风廉政建设和反腐败斗争是一场输不起的斗争。这些年,我们刹住了一些长期没有刹住的歪风,纠治了一些多年未除的顽瘴痼疾,并以雷霆万钧之力,昭示党纪国法军规面前,没有免罪的“丹书铁券”,也没有“铁帽子王”。全面从严绝非权宜之计,而是常态长效的刚性要求,必须坚决破除观望侥幸心理,深刻认清严的基调只会持续加固、不会弱化反转,执纪尺度只会越往后越硬、管控层级只会越往上越严。始终严守纪律规矩红线,杜绝试探底线、揣摩风向、等待变通的投机心理,主动适应从严常态,自觉在严管严治环境中淬炼党性、砥砺作风。 三 严才能正纲纪,严才能肃军威,严才能出战斗力。政治整训是整出来、训出来的,必须多维发力、系统施治,以严的标准立起规矩、以严的措施强化执行、以严的氛围凝聚合力,持续把从严要求贯穿管党治军全过程。 在示范引领中树立从严标杆。正所谓,“上为之,下效之”。要紧盯领导干部,坚持以上率下,层级越高标准越严、责任越重管束越紧,督促高级干部严守政治纪律、恪守纪律规矩,带头查纠问题、带头整改整治、带头纯正作风。要一级示范给一级看、一级带着一级干,以“关键少数”的严标准、硬作风带动“绝大多数”,形成上行下效、一体从严的良好格局。要敢于刀刃向内、自我革命,自觉把自己摆进去、把职责摆进去、把工作摆进去,主动接受组织、群众和制度监督,以自身正、自身严的良好形象立起标杆、作出表率。 在刚性约束中强化从严自觉。“木受绳则直,金就砺则利”。当前,政治整训持续深化,我们既要强调纪律约束的刚性,更要厚植纪律自觉的韧性,将“严”的要求从外部约束转化为内在主动。要扎紧党规党纪的篱笆,把党的纪律刻印在全体党员特别是领导干部的心上,把权力关进制度的笼子,不断织密监督的“天网”,让权力在阳光下运行。要强化法纪刚性执行,坚决防止法规制度成为“稻草人”“纸老虎”,发挥巡视利剑的作用,让官兵从思想深处认清严的要求、敬畏严的规矩。要坚持严管和厚爱相统一,既严肃查处违纪违法行为,又激励广大官兵担当作为、干事创业,引导官兵把纪律内化于心、外化于行,不断增强纪律自觉、筑牢思想防线。 在常态长效中强化从严氛围。从严的意义在于坚持不懈,最怕有始无终、一曝十寒。破除流毒积弊是一场攻坚战、持久战,必须持续用力、久久为功。要经常抓、见常态,把严的基调导向融入日常工作,融入党的思想建设、组织建设、反腐倡廉建设、制度建设之中,始终频道不换、力度不减、标准不降。要深入抓、见实招,坚持从易到难、从小到大,从细节处着手,抓具体问题,把正风肃纪反腐结合起来一起抓,推动党的自我革命环环相扣、层层递进。要持久抓、见长效,扭住严的基调不放,持续深化纪律教育、警示教育、作风教育,持之以恒,久久为功,维护纪律规矩的严肃性和权威性,有章必循、违规必究,做到时时严、处处严、事事严,确保严的导向、严的态势一贯到底。 (执笔:王强、彭春淋)
