Following Typhoon Maysak, more than 1,000 Southern Theater Command Army soldiers conducted overnight embankment patrols along the Wusi River in Guigang's Gangnan District, the Guangxi Military District deployed over 4,600 personnel across embankments and reservoirs, the PAP Guangxi Corps dispatched more than 600 soldiers to shelter displaced residents, and militia cleared silt downstream of the breached Liulan Reservoir in Hengzhou. The article documents a standard multi-force disaster response mobilization; its analytical value is as a record of how PLA Daily frames the operation around Party member vanguard conduct — individual soldiers volunteering for danger, injured militia continuing the mission — rather than around operational coordination or command structure.

PLA Daily, Nanning, July 8 — Affected by Typhoon Maysak, the 10th typhoon of this year, Guangxi has experienced extreme heavy rainfall over consecutive days across multiple locations, triggering flood and waterlogging disasters. Several reservoirs in Nanning, Guigang, and other areas have encountered dangerous conditions, and severe waterlogging has occurred in some townships and urban districts. Facing a complex disaster situation, PLA and People's Armed Police (PAP) officers and soldiers and militia have continued to engage in emergency rescue and disaster relief operations and are carrying out post-disaster recovery work.

From 0:00 to 4:00 on the 8th, water levels in the Wusi River in Watang Township, Gangnan District, Guigang City continued to exceed warning levels, and the situation as the flood crest passed was severe. More than one thousand officers and soldiers of the Southern Theater Command Army rushed to provide emergency support, conducting uninterrupted patrols of embankments and sealing and reinforcing vulnerable points. The Guangxi Military District deployed more than 4,600 officers, soldiers, and militia personnel to search for trapped individuals and patrol key areas including embankments and reservoirs. The PAP Guigang Detachment mobilized forces overnight and, in coordination with local authorities, conducted hazard inspections and organized the evacuation of residents.

After the flood crest passed through Hengzhou City, Nanning, in response to road blockages and other conditions in areas downstream of the Liulan Reservoir, the Nanning Garrison organized militia to clear silt and remove obstacles. The PAP Guangxi Corps dispatched more than 600 officers and soldiers to assist in relocating and sheltering disaster-affected residents. At present, the production and daily life of affected residents are steadily returning to normal.

The night was dark as ink. PAP Qinzhou Detachment soldier Tian Peng, a rope tied around his waist, strained forward through raging floodwaters, pulling a rubber dinghy carrying disaster-affected residents.

"I'm strong and a good swimmer — let me go to the most dangerous place!" Multiple villages in Jiulong Township, Qinzhou City were struck by the disaster, and the detachment rapidly joined the rescue effort. Probationary Party member Tian Peng volunteered for the mission.

Over consecutive days, Nanning, Guigang, Fangchenggang, and other locations in Guangxi have been hit by sustained heavy rainfall, triggering severe flood and waterlogging disasters. PLA and PAP officers, soldiers, and militia answered the call and set out, with Party member backbone elements charging to the front lines of emergency rescue and disaster relief.

On July 6, the Liulan Reservoir in Hengzhou City, Nanning suddenly experienced overtopping and a breach, sending floodwaters surging downstream. The Hengzhou City People's Armed Forces Department militia detachment was first to launch search and rescue operations. Five Party members formed a vanguard squad, piloting assault boats to conduct house-by-house inspections and rescue trapped residents. During the rescue, militia Party member Qin Gui was cut on the wrist by an underwater obstacle; after brief treatment, he continued piloting the boat to search and rescue.

The disaster situation in Yunbiao Township, Hengzhou City was severe. PAP Nanning Detachment company commander Rao Bingzhao led his team into the disaster area overnight and successfully rescued more than 50 trapped residents.

PAP Fangchenggang Detachment company commander Chen Jiewu had an old injury flare up and could have remained behind to rest. But facing the severe disaster conditions in multiple villages in Huashi Township, Fangchenggang District, he volunteered to lead his team into the fight.

An education park in Guigang City, situated in a low-lying area with all surrounding roads submerged, had more than ten thousand teachers and students trapped inside. After receiving orders, a unit of the Southern Theater Command Army rapidly organized multiple Party member assault teams, piloted assault boats to the park at speed, and launched rescue operations.

The Party flag flies red on the front lines of rescue. Party organizations and Party member cadres at all levels in the units on mission charged forward and shouldered their responsibilities. Officers and soldiers at large, especially Party member backbone elements, showed no fear in the face of danger and bravely took on heavy burdens, jointly building a solid line of defense to protect the lives and property of the people, and letting the Party flag fly high on the front lines of flood prevention and disaster relief.
