Announcement on the Eastern Theater Command's 2026 Open Recruitment of Professionally Skilled Civilian Personnel from Society
In accordance with the Regulations on Civilian Personnel of the People's Liberation Army and relevant provisions, the following announcement is hereby made regarding matters pertaining to the Eastern Theater Command's 2026 open recruitment of professionally skilled civilian personnel from society:
I. Recruitment Positions
Technical worker positions at or below Professional Skills Grade 3 in relevant units of the Eastern Theater Command, including cook, driver, storekeeper, cafeteria manager, and similar positions. See the recruitment position plan for details.
II. Recruitment Targets
Members of society who meet the qualification requirements for the positions. The following persons are not permitted to apply:
(1) Persons who have received criminal punishment for a crime;
(2) Persons who have been expelled from the Chinese Communist Party;
(3) Persons who have been dismissed from public office;
(4) Persons who have been lawfully designated as subjects of joint disciplinary action for breach of trust;
(5) Persons who have been found to have committed fraud or other serious violations of recruitment discipline in civil servant, public institution staff, or military civilian personnel recruitment examinations;
(6) Persons who, within the past 3 years, voluntarily relinquished their eligibility for appointment after being publicly announced as a proposed appointee for a military civilian personnel position;
(7) Persons who have been dismissed (unilaterally had their employment contract terminated) by a military employing unit or a government or public institution unit and for whom fewer than 5 years have elapsed;
(8) Active-duty military personnel and currently serving military civilian personnel (as of the date of this announcement);
(9) In principle, directionally enrolled students (定向生) and commission-trained students (委培生) graduating in 2026 (as of the date of this announcement) are not permitted to apply;
(10) Persons whom laws and regulations prohibit from being recruited or employed as civilian personnel.
Social talent who have already established a labor or personnel relationship with a state, local, or military employing unit may apply after obtaining consent from their current employing unit. At the time of registration, the applicant must provide a written consent-to-apply certificate issued by their current employing unit (bearing the official seal of the organization or human resources department). Those designated as proposed appointees must terminate their labor or personnel relationship with their original employing unit before establishing a personnel relationship with the military employing unit.
In addition, applicants may not apply for positions in employing units whose leadership includes military personnel with whom the applicant has a spousal relationship, direct lineal blood relationship, collateral blood relationship within three generations, or close affinal relationship. Applicants also may not apply for positions in which both the applicant and a military person with whom they share a spousal relationship, direct lineal blood relationship, or collateral blood relationship within three generations are directly subordinate to the same superior within the same employing unit, or for positions involving a direct superior-subordinate relationship, nor for sensitive positions such as human resources, discipline inspection and supervision, auditing, finance, or military facilities construction in which military personnel hold leadership roles.
III. Application Requirements
Applicants must meet the basic conditions stipulated in the Regulations on Civilian Personnel of the People's Liberation Army and additionally satisfy the following qualification requirements:
(I) Political conditions. Must comply with relevant regulations governing political review for the recruitment and employment of military civilian personnel.
(II) Qualification conditions. Must have obtained the vocational qualification or professional (trade) certification required by the recruitment position, or possess the capabilities required by the position, as specified by the relevant certificates required under the "Other Conditions" section of the position listing.
(III) Educational conditions. Must hold an associate degree (大学专科) or higher. Where a recruitment position requires full-time study, the applicant must meet the educational level and major requirements corresponding to the position. Applicants with higher educational qualifications may apply for positions with lower educational requirements, but must hold a major corresponding to the educational level required by the recruitment position.
(IV) Age conditions. For Professional Skills Grade 3 and Grade 4 positions: no younger than 18 years of age and no older than 35 years of age (born between May 1990 and May 2008). For Professional Skills Grade 5 positions: no younger than 18 years of age and no older than 30 years of age (born between May 1995 and May 2008).
(V) Physical conditions. Must comply with relevant regulations governing physical examinations for the recruitment and employment of military civilian personnel.
(VI) Other conditions. Must meet any other qualification requirements specified for the position.
Notes: ① Where "XX or above" is referenced, the stated level, year threshold, etc., are inclusive. ② The deadline for applicants to have obtained their educational credentials is July 31, 2026; the deadline for obtaining vocational qualification certificates and vocational skills level certificates is May 24, 2026.
IV. Recruitment Procedures
(I) Information release. The Eastern Theater Command will publicly release the recruitment announcement and position plan to society through the Military Talent Network (website: http://www.81rc.mil.cn or http://81rc.81.cn). Applicants who have questions regarding the major, educational, vocational skills, work experience, or other qualification requirements for a position may call the position inquiry telephone number.
(II) Online registration. The registration period runs from 08:00 on May 18, 2026 to 18:00 on May 24, 2026. Applicants must log in to the "2026 Military Open Recruitment of Professionally Skilled Civilian Personnel Registration System" on the Military Talent Network (registration portal) to register, truthfully complete personal information in accordance with the procedural requirements, and carefully select the employing unit and recruitment position. When selecting a position, applicants must verify item by item whether they meet the corresponding application requirements. No in-person registration will be available for this recruitment.
Applicants must upload supporting documents corresponding to the qualification requirements of the position for which they are applying, including identity card, household registration booklet (户口本), diploma, driver's license, vocational qualification (skills level) certificate, proof of employment, labor and personnel contract, certificate of discharge from active service, and other supporting materials (supporting materials must be in JPG format; where multiple documents exist for a single condition, they must be merged into one file; file size must be controlled between 100 KB and 1 MB; images must be clear and legible).
Applicants who fall into the following categories must truthfully complete the identity category in the "Military Martyrs' Dependents and Similar Personnel (军烈属等人员)" field of the registration system; such persons will receive bonus points on the theory examination. Applicants who fail to complete the corresponding identity category at the time of registration will be deemed to have voluntarily waived their eligibility for preferential bonus points. ① Spouses and children of military martyrs and military personnel who died in the line of duty, and siblings of unmarried military martyrs. ② Spouses and children of active-duty military personnel, military personnel who retired in the current year (with a retirement order date between April 1, 2025 and April 1, 2026), military personnel who died of illness while on active duty, and active-duty officers who have converted to civilian personnel status; social contract workers (社会用工) who have worked in military units for a cumulative period of 5 or more years (as of May 2026); and veterans who have served for 5 or more years. ③ Social contract workers and veterans who participated in combat operations, military operations with a combat background, or non-war military operations approved by the Central Military Commission or departments of the Central Military Commission.
No registration fee will be charged for the 2026 Eastern Theater Command professionally skilled civilian personnel recruitment. Applicants must accurately provide their personal contact information when completing their registration, must maintain open communications throughout the entire registration period, and must promptly monitor recruitment information published on the Military Talent Network to avoid missing application opportunities.
(III) Initial qualification review. From 08:00 on May 18, 2026 to 18:00 on May 26, 2026, employing units will conduct an initial qualification review of the information submitted by applicants through the Military Talent Network registration system to confirm whether applicants meet the application requirements; results of the initial review will be returned within 48 hours of registration. Applicants who pass the initial qualification review may not modify their registration information or switch to a different position. Applicants who do not pass the initial qualification review within the registration period may switch to a different position. Applicants who do not pass the initial qualification review during the period from 18:00 on May 24 to 18:00 on May 25 may, before 18:00 on May 26, revise and supplement the relevant supporting materials as required and resubmit for review, but may not switch to a different position. Applicants who do not pass the initial qualification review will not be scheduled to participate in the examination and assessment. Qualification review applies throughout the entire recruitment process; where an applicant is found at any stage of the recruitment process to not meet the application qualification requirements, their examination and assessment scores and eligibility for appointment will be cancelled.
(IV) Theory examination. Employing units will notify applicants of the time and location of the theory examination by telephone, text message, email, or other means (applicants must maintain open communications). Applicants must bring a valid resident identity card or other valid identification to the theory examination as notified by the employing unit. After the theory examination, the list of qualifying candidates will be determined in descending order of theory examination scores (including preferential bonus points) in accordance with the qualifying ratio specified in the position plan.
The following persons who have passed the initial registration qualification review and achieved a valid theory examination score will receive preferential bonus points on their examination scores: ① Spouses and children of military martyrs and military personnel who died in the line of duty, and siblings of unmarried military martyrs: 10 points added to the theory examination score. ② Spouses and children of active-duty military personnel, military personnel who retired in the current year, military personnel who died of illness while on active duty, and active-duty officers who have converted to civilian personnel status; social contract workers who have worked in military units for a cumulative period of 5 or more years; and veterans who have served for 5 or more years: 5 points added to the theory examination score. ③ Social contract workers and veterans who participated in combat operations, military operations with a combat background, or non-war military operations approved by the Central Military Commission or departments of the Central Military Commission, and who have been assessed as outstanding by the dispatching employing unit: 5 points added to the theory examination score. Among these, those who are also spouses or children of military martyrs or military personnel who died in the line of duty, or siblings of unmarried military martyrs, will have 15 points added to their theory examination score; those who are also spouses or children of active-duty military personnel, military personnel who retired in the current year, military personnel who died of illness while on active duty, or active-duty officers who have converted to civilian personnel status, will have 10 points added to their theory examination score. Where an applicant simultaneously qualifies for bonus points under multiple provisions above, the bonus points are not cumulative; the highest applicable bonus shall apply.
(V) Qualification re-verification. Employing units will re-verify the original supporting documents for qualifying candidates' identity information, educational credentials and major, vocational qualifications, work experience, and other materials. Those whose results are satisfactory will proceed to the skills assessment.
(VI) Skills assessment. Around late June, the skills assessment will be organized in conjunction with relevant military and civilian professional institutions, using a combination of on-site oral examination and practical operation. The specific time and relevant requirements will be communicated to qualifying candidates by the employing unit via email, telephone, or other means.
(VII) Physical examination. For candidates who achieve a passing score of 60 or above on the skills assessment, the employing unit will organize a physical examination in accordance with relevant military regulations. The physical examination will be conducted at a designated medical institution, with costs borne by the military.
(VIII) Determination of pre-selected candidates. The full score for both the theory examination and the skills assessment is 100 points each. The composite score is calculated on a 100-point scale, with the theory examination and skills assessment scores accounting for 40% and 60% respectively; scores are retained to two decimal places. Employing units will determine the list of pre-selected candidates in descending order of composite score at 120% of the planned recruitment number. Candidates whose skills assessment score is below 60 or who fail the physical examination may not be designated as pre-selected candidates. Where composite scores are equal, ranking will be determined successively by skills assessment score and then theory examination score.
(IX) Political review. Relevant military and civilian units will conduct a political review of pre-selected candidates in accordance with relevant regulations governing political review of military conscription and recruitment personnel. The political review focuses primarily on the individual's political and ideological conduct, with emphasis on: support for and implementation of the Party's theories, line, principles, and policies; compliance with state laws and regulations; political stance, political attitude, and actual conduct on major matters of principle and major political struggles; adherence to political discipline and political rules (政治纪律和政治规矩); moral character, religious beliefs, social associations, honesty and trustworthiness, and overseas travel (出国(境)); as well as the political background and criminal record of family members, the spouse's parents, and siblings not living together.
(X) Determination of proposed appointees. For pre-selected candidates whose political review conclusion is a pass, the employing unit will determine the list of proposed appointees in accordance with the number of positions in the recruitment plan, ranked by composite examination and assessment score, and will publicly announce the list through the Military Talent Network. For candidates about whom no objections are raised during the public announcement period, or where issues raised do not affect appointment, approval for appointment will be granted in accordance with the applicable authority, notification to report for probationary duty will be issued, and an employment contract will be signed.
V. Special Notice
No designated study guides are specified for the theory examination and skills assessment of the Eastern Theater Command's open recruitment of professionally skilled civilian personnel. No tutoring or training courses are organized or commissioned to any institution. All applicants are urged to remain vigilant, not to be misled or interfered with, and absolutely not to be deceived. The Military Talent Network (website: http://www.81rc.mil.cn or http://81rc.81.cn) is the sole designated website for information release and online registration for this open recruitment. Each employing unit has established an inquiry telephone number, which can be found in the position plan.
