Midsummer. Two o'clock in the morning. At the Eastern Extremity Outpost, the first ray of sunlight has already pierced through the clouds, dyeing the sky a shade of rose red.

This outpost is located on Heixiazi Island, the easternmost point of the country's land territory—the place in the motherland that greets the sun first. The border defense company of the Northern Theater Command Army stationed here bears year-round responsibility for comprehensive control operations in the border area, loyally guarding the peace of the frontier.

At this moment, the reporter follows the fully armed outpost soldiers onto the patrol route.

"High-tech equipment has come to the frontier pass; patrols no longer require a saddle on a horse; the screen is clear as water, a click of the mouse brings it close to the eye…" The moment the patrol vehicle starts, Staff Sergeant First Class and communications technician Liu Xiansheng recites a jingle composed by the outpost's soldiers. Liu Xiansheng tells the reporter that over the years the outpost has changed enormously: their primary mission has shifted from conventional-style patrolling to combat-oriented duty. Thanks to the continuous enrichment of technological means, the two operational modules of waterborne and land operations have been efficiently integrated, and the tactics of combined water-land sealing and control (水陆联合封控战法) have been continuously refined. Beyond that, coordinated linkage among "Party, government, military, police, and civilians" (党政军警民) and among "battalion, company, outpost, vessel, and team" (营连哨艇组) has become routine, and the efficiency of border management and control has improved substantially compared with the past.

Outside the vehicle window, vegetation is lush and the river breeze rushes in. Before long, the road ahead of the patrol vehicle simply ends; everyone jumps out, forms up in neat ranks, and begins the foot patrol.

Shortly afterward, the reporter and the patrol team step into a stretch of water-grass wetland. Tall, dense water grass severely obstructs the line of sight. Walking through the marsh—one foot sinking deep, the next barely touching ground—one careless step plunges a boot into a muddy pit, instantly filling it with mud. Noticing the reporter's surprise, Liu Xiansheng parts the reeds to clear a path for the group while explaining: "Many people's first impression of the Eastern Extremity Outpost is 'cold.' In reality, for the soldiers garrisoned on the island, summer is harder to endure than winter. The island has large numbers of insects with potent bites; after a single patrol, the body is covered in large welts, painful and unbearably itchy."

Mid-conversation, the patrol reaches terrain that is nearly impassable even on foot. Liu Xiansheng points to a vast expanse of grass ahead and explains: "In the past, soldiers on patrol could only observe as far as their feet could carry them; areas they could not reach naturally became patrol blind spots. These blind spots created hidden dangers for wildlife cross-border movement, illegal border crossings, and the like. Today, the outpost has integrated means such as UAV reconnaissance and early warning and three-dimensional evidence collection into daily duty operations, exploring a 'smart control' (智慧管控) model that has achieved zero dead angles and zero gaps in border guarding and protection."

Private First Class Hu Senrui picks up the thread: "UAVs can fly to places our feet cannot reach—saving time, saving effort, and achieving higher efficiency." As he speaks, he pilots a UAV into the air; the field of view on the remote-control screen continuously expands. "UAVs see farther, wider, and more clearly than the human eye; not a single corner can escape their view," Hu Senrui says.

"If we were only using UAVs to survey blind spots, that still wouldn't qualify as intelligentization (智能化)," Liu Xiansheng tells the reporter. UAV detection is only one part of "smart control." In recent years, high-technology equipment such as eagle-eye panoramic systems and portable informatized terminals have been successively put into use. Today, front-line patrol footage can be transmitted in real time back to operations duty rooms at every echelon, and multi-dimensional surveillance has achieved full coverage across the outpost's area of responsibility…

The patrol over, with no time to rest, the reporter follows the soldiers up to the highest point on the island—the watchtower. Entering the observation room, fully armed sentries on duty are seen vigilantly observing the surrounding situation. At the central surveillance console, an observer monitors the status of each position in real time through an integrated radar-video platform. "This equipment has advanced performance; it can accurately identify targets and provides strong technical support for handling emergencies," the observer says.

His words have barely ended when an alert message suddenly pops up on the surveillance screen. The observer clicks the mouse and rapidly reports the anomaly up the chain. He then picks up a walkie-talkie, reports the bearing coordinates, and issues handling instructions—the entire sequence swift and seamless, executed in one fluid motion. On the surveillance screen, the reporter watches as the patrol squad, upon receiving the order, immediately adjusts direction and moves toward the target area.

"In the past, when an emergency arose, we could only communicate by walkie-talkie, and handling efficiency was not high enough. Over these years, information means have been widely applied, video surveillance covers the entire island, and the force's response speed is faster and the effect of coordinated handling is better." Outpost political instructor Li Zhengxuan tells the reporter that during a border emergency-response exercise organized not long ago, after the integrated radar-video platform detected a "suspicious target," the quick-reaction element urgently deployed, the checkpoint element moved forward to intercept, and the UAV operator launched a UAV for close-in reconnaissance… The participating soldiers coordinated with tacit understanding and swiftly apprehended the "suspicious personnel."

In the midst of the conversation, a UAV flies past outside the window. The reporter looks around but finds no one operating it. Li Zhengxuan says: "That is a UAV launched from a UAV nest (无人机机巢). As long as the parameters are set in advance, the UAV can take off automatically on a fixed schedule for surveillance, and can even adjust its flight route and timing based on weather conditions."

From "human patrol and eye observation" to "smart control" (智慧管控), what has been upgraded and replaced at the Eastern Extremity Outpost is not only hardware equipment and duty methods, but also the soldiers' technological literacy (科技素养). Today, soldiers can not only assemble UAVs themselves, but can also use 3D printing technology to modify UAV components according to mission requirements.

Leaving the watchtower and passing through a grove of Mongolian oak trees, Liu Xiansheng tells the reporter that this is the company's "Talent Grove" (人才林). To encourage everyone to take root at the outpost and render meritorious service on the frontier, the company has maintained a tradition for many years: outstanding soldiers may plant an oak tree bearing an exclusive number in the "Talent Grove" as a witness to their honor. Standing before the oak tree he himself planted, Liu Xiansheng gently strokes the trunk, his face filled with pride: "Over the years, the number of outstanding talents at the outpost has grown ever larger, and the 'Talent Grove' has grown ever denser."

"Soldier Zhao Jiayu has become a skilled UAV operator; Guo Zhiqiang is proficient in multimedia terminal applications; the study group Li Jun took the lead in establishing has achieved multiple innovation results…" Speaking of the company's talents, Liu Xiansheng rattles them off with ease. "We have caught the express train of 'smart border defense' (智慧边防), and like the oak trees in the 'Talent Grove,' we are continuously growing and developing our talents in the fertile soil of the frontier."

记者探访东极哨所,感受新时代边防官兵新风貌—— 搭上“智慧边防”的快车 ■迟 博 王 斌 解放军报记者 毕笑天 仲夏,凌晨两点,东极哨所,第一缕阳光已穿透云层,把天空染出一抹玫红色。 这座哨所位于祖国陆地版图最东端的黑瞎子岛上,是祖国最早迎接太阳的地方。驻守此地的北部战区陆军某边防连,常年担负边境地区全方位管控任务,忠诚守护边疆安宁。 此刻,记者跟随全副武装的哨所官兵,一起踏上巡逻路。 “高新装备入边关,巡逻不再跨马鞍;屏幕清晰明如水,一点鼠标近眼前……”巡逻车刚启动,带队的一级上士、通信技师刘相生便说起一段哨所官兵自创的顺口溜。刘相生告诉记者,这些年,哨所的变化太大了,他们肩负的主要任务从常规式巡逻变成了战斗化执勤。得益于科技手段不断丰富,水上、陆地两个作战模块高效融合,水陆联合封控战法不断优化。不仅如此,“党政军警民”“营连哨艇组”协同联动已成常态,管边控边效率较以往大幅提高。 车窗外,草木葱茏,江风扑面。不经意间,巡逻车前方已经没路了,大家跳下车整齐列队,开始徒步巡逻。 不一会儿,记者和巡逻队伍踏进一片水草地。高大茂盛的水草严重遮挡视线,深一脚浅一脚走在沼泽里,稍不留神就会陷进泥水坑,作战靴里瞬间灌满泥浆。走着走着,记者感觉手上一阵刺痛。低头一看,手背上被蚊虫叮起一个大包。 见记者有些惊讶,刘相生一边拨开苇草为大家开路,一边告诉记者:“很多人对东极哨所的第一印象是‘冷’,其实对守岛官兵来说,夏天比冬季更加难熬。岛上蚊虫多、毒性大,一趟巡逻下来,身上被咬出大片疙瘩,痛痒难忍。” 说话间,巡逻队伍走到了靠脚板也难以前行的地方,刘相生指着眼前一大片草丛介绍:“以前大伙巡逻,走到哪里观察到哪里,走不到的地方自然成了巡逻盲区。这些盲区为野生动物跨境、非法越界等埋下了隐患。如今,哨所将无人机侦搜预警、立体取证等手段融入日常执勤,探索出‘智慧管控’模式,守边护边做到了无死角、无空白。” 上等兵胡森瑞接过话头:“无人机能飞到我们双脚去不了的地方,省时省力,效率也高。”他一边说着一边操纵无人机升空,遥控器屏幕上的视野不断开阔。“无人机比人眼看得更远、更广、更清楚,每一个角落都逃不过它的视线。”胡森瑞说。 “如果只是使用无人机巡视盲区,还谈不上智能化。”刘相生告诉记者,无人机探测只是“智慧管控”的一部分。近年来,鹰眼全景系统、便携式信息化终端等高技术装备相继投入使用。如今,一线巡逻画面可以实时回传至各级作战值班室,哨所辖区内已实现多维监控全覆盖…… 巡逻结束,来不及休息,记者跟随官兵登上岛上最高点——哨楼。走进观察室,只见全副武装的执勤哨兵正警惕地观察周边情况。正中央的监控台前,一名观察员通过雷视一体化平台,实时监控各点位情况。“这套设备性能先进,能精准识别目标,为处置突发情况提供有力技术支撑。”这名观察员说。 话音刚落,监控屏幕上突然弹出一条告警信息。观察员轻点鼠标,迅速上报异常情况。随后,他拿起对讲机,通报方位坐标、下达处置指令,整套流程快捷顺畅、一气呵成。记者从监控屏幕上看到,巡逻小队收到指令后,立即调整方向,赶赴目标区域。 “以前遇到突发情况,只能靠对讲机沟通,处置效率不够高。这些年,信息手段广泛运用,视频监控覆盖全岛,部队反应速度更快了、联动处置效果更好了。”哨所指导员李政轩告诉记者,不久前组织的一次边境处突演练中,雷视一体化平台发现“可疑目标”后,快反组紧急出动、设卡组前出拦截,无人机手放飞无人机抵近侦察……参训官兵默契配合,迅速抓获“可疑人员”。 交谈间,一架无人机从窗外飞过。记者环顾四周,并未发现有人操纵这架无人机。李政轩说:“这是无人机机巢放飞的无人机,只要提前设置好参数,无人机就能定时自动起飞巡视,甚至可以根据天气情况调整飞行路线和时间。” 从“人巡眼观”到“智慧管控”,在东极哨所,升级换代的不仅是硬件设备和执勤方式,还有官兵的科技素养。现在,官兵不仅能自己组装无人机,还能根据任务需要,利用3D打印技术对无人机零部件进行改造。 走出哨楼,经过一片柞树林,刘相生告诉记者,这是连队的“人才林”。为激励大家扎根哨所、建功边关,连队有一个坚持多年的传统:优秀士兵可以在“人才林”种下一棵拥有专属编号的柞树,作为荣誉的见证。走到自己种下的那棵柞树前,刘相生轻抚树干,脸上写满自豪:“这些年,哨所的优秀人才越来越多,‘人才林’也越来越茂密。” “战士赵佳宇成为无人机操作能手,郭志强精通多媒体终端应用,李俊牵头成立的学习小组取得多项革新成果……”谈起连队的人才,刘相生如数家珍,“我们搭上了‘智慧边防’的快车,就像‘人才林’里的一棵棵柞树,在边关的沃土里不断成长成才。”
