Grassroots Party organizations are the strong fighting fortresses (战斗堡垒) that unite and consolidate the troops and accomplish all tasks. When attending the plenary session of the PLA and People's Armed Police Forces delegation to the Fourth Session of the 14th National People's Congress, Chairman Xi emphasized the need to "strengthen the capacity of grassroots Party organizations for independent development and construction (增强基层党组织自主抓建能力)." Under the new situation, forces are diverse in type and varied in mission. Particularly under conditions of routine dispersed deployment (常态动散条件), grassroots development faces many new circumstances and new problems. There is an urgent need to build the frontline fighting fortresses stronger, to drive new improvements in grassroots development through newly strengthened independent development and construction capacity of grassroots Party organizations, and to ensure the Party's banner always flies high at the frontlines of mission execution.

Emphasize political guidance. Our military is a people's army under the absolute leadership of the Party; for grassroots units to be strong, political strength must come first. At present, the world situation, national conditions, Party conditions, and military conditions are all undergoing complex and profound changes, and the political tests our military faces are intricate and complicated. Strengthening the capacity of grassroots Party organizations for independent development and construction requires always placing political development in the foremost position—genuinely establishing correct political orientation, grasping political tempering, and tightening political discipline—and implementing the requirements of building the military through political means (政治建军) into every aspect and the entire process of grassroots development, ensuring that the Party's absolute leadership over the military reaches directly to the grassroots and directly to officers and soldiers. In the work of establishing the correct governance orientation and rectifying discipline, apply comprehensive measures: resolutely cut into the stubborn chronic ailments (顽瘴痼疾) that erode the purity and honor of the troops, and draw the sword against the unhealthy tendencies that pollute the political ecosystem; persist in inspiring officers and soldiers with fine traditions and advanced models, and in warning hearts and guiding conduct with red-line boundaries and cases of disciplinary violations; ensure that consolidating the foundation and purifying the source are unified, and that upholding the upright and eliminating the deviant are grasped with both hands, so as to ensure that grassroots units maintain strict discipline, a clean ecosystem, and an atmosphere full of integrity.

Focus on overcoming difficulties and winning battles. Whether a fighting fortress is strong or not ultimately depends on whether combat effectiveness is solid. Grassroots units are at the frontline of training and war preparation and at the forefront of military struggle preparation. Strengthening the capacity of grassroots Party organizations for independent development and construction requires firmly grasping combat effectiveness as the sole and fundamental standard, focusing all work on being capable of fighting and winning battles, and forging a sharp-edged vanguard (尖刀利刃) that dares to fight and is certain to win. Attention and energy must be concentrated on the primary mission of war preparation and combat: focus the planning starting point, the emphasis of effort, and the practical landing point of all grassroots work toward war and for war; use rigid measures to rectify the empty spinning and wasteful consumption that interferes with primary responsibilities and primary missions, so that officers and soldiers can concentrate more fully on planning for and studying warfare. Strictly develop and build in accordance with regulations (按纲抓建).
