Today, the Communist Party of China celebrates its 105th anniversary.

105 years of red flags unfurling like a painting, 105 years of extraordinary history like a song. The great Communist Party of China has forged ahead through every hardship, uniting and leading the people to achieve the earth-shattering founding of the Party, the world-transforming establishment of New China, the heaven-and-earth-overturning Reform and Opening Up, and in particular the "China Miracle" of the new era that has astonished the world, propelling the great rejuvenation of the Chinese nation into an irreversible historical process.

The long wind wraps the battle flag; the red star forever faces the Party.

We will not forget: amid the flames and smoke of war, the bright crimson flag atop the city of Nanchang, the deafening crack of gunfire — with bold and vivid strokes, with stirring and impassioned notes, piercing the sky of history and crossing ten thousand mountains and rivers, along the rainbow-like journey sweeping across the Chinese land, they speak of the people's army's boundless loyalty to the Party, and with irrefutable facts confirm: the Party's leadership is the fundamental guarantee that the people's army has always maintained its powerful cohesion, centripetal force, creativity, and combat effectiveness.

At the rally commemorating the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, Chairman Xi pointed out: "The People's Liberation Army has always been a heroic force in which the Party and the people can place complete trust."

On the new journey, we must advance the building of the military through political work (政治建军) without pause for a single moment, conduct in-depth ideological rectification (思想整风), continuously deepen political consolidation training (政治整训), use political strength — the most fundamental form of strength — to lead the way in winning hard battles, unite hearts and minds to steadily advance the modernization of national defense and the armed forces, and strive to write a new chapter of building a strong military and revitalizing the armed forces that is worthy of our revolutionary forebears, worthy of the century-old foundation, and worthy of this great era.

I

Patriotic at heart, forged of steel in body.

Throughout its journey, the people's army has always taken the Party's banner as its own banner, the Party's direction as its own direction, and the Party's will as its own will, telling the world through one qualified answer sheet after another a simple and enduring truth: firmly upholding the Party's absolute leadership over the military is the people's army's "military soul that can never change, the lifeline (命根子) that can never be abandoned." The term "lifeline" identifies the vital point of the people's army and profoundly demonstrates the important status and great role of the Party's absolute leadership over the military.

"History contains laws; to reveal those laws one must see through history."

The fundamental principle and system of the Party's absolute leadership over the military did not arise from nothing — it was won at the cost of blood and even life, and is a great creation forged through arduous exploration.

In old China, "whoever had guns had power, and whoever had more guns had more power." Comrade Mao Zedong, in summing up historical lessons, pointed out that Communist Party members do not contend for personal military power, "but must contend for the Party's military power, must contend for the people's military power," emphasizing that "our principle is that the Party commands the gun, and the gun must never be allowed to command the Party."

"Not a single bullet may be deployed without going through the Party — they are under absolute Party leadership."

In a letter in the June 1929 issue of the Fourth Red Army's Front Committee Bulletin (前委通讯), Comrade Mao Zedong, addressing the internal disagreement within the Fourth Red Army over the question of who held command authority over the military, stressed that the military was to be under the Party's control.

As early as the period of the First United Front between the Kuomintang and the Communist Party, our Party established Party organizations within the armed forces. The Nanchang Uprising stressed that "Party organization is the root of all organization." The Sanwan Reorganization pioneered the practice of "establishing Party branches at the company level (支部建在连上)." The Gutian Conference explicitly required that Party committees at all levels of the Red Army become "the leading nerve center." The broad ranks of officers and soldiers firmly believed: as long as we follow the Party, we will surely achieve victory.

The river of history surges onward; the test papers of the era are ever new.

Since the 18th National Congress of the Party, Chairman Xi has seized on the fundamental issue of upholding the Party's absolute leadership over the military, profoundly grasped the political logic that governing the country means governing the military, and revealed that "upholding the principle that the Party commands the gun and building our own people's army is an indestructible truth the Party arrived at through struggle in blood and fire." Drawing lessons from the painful experience of the Communist Party of the Soviet Union, he has warned the entire military that "if this most fundamental issue cannot be held, the military will change its nature and cannot possibly have combat effectiveness." Analyzing the extreme harm of lingering toxic influences and entrenched malpractices, he has alerted the people's army that "there must absolutely be no one in the military who harbors a divided heart toward the Party, and absolutely no place for corrupt elements to hide." These earnest teachings, resonating like great bells and chimes, have stirred the three armed services and engraved listening to the Party and following the Party into the souls of officers and soldiers.

"The general who subdued the waves only wished to be wrapped in his horse's hide in death; why need the conqueror of distant lands return alive?" This heroic army of ours rose up from pools of blood, awakened through sacrifice, and wrote its military soul through victory in battle.

In 1929, the Red Army reached a turning point of life and death, "like a handful of beans clutched in the hand — loosen the grip and they scatter." The Gutian Conference established the principle of "building the Party through ideology, building the military through politics (思想建党、政治建军)," and from that moment this force had its roots and its soul. Setting out from Gutian, a political party and a military force, through dust and征途, sang one victory song after another. The Party led the people's army from victory to victory, fighting its way to a bright red new China.

Since the new era, Chairman Xi has firmly seized the "lifeline" of the Party's absolute leadership over the military, making major political designs and strategic arrangements.

— In the goal of building a strong military in the new era, obeying the Party's command is the soul, determining the political direction of military development;

— In the strategic layout for building a strong military, building the military through political work is placed first, upholding direction and grasping fundamentals, using political development to lead overall development;

— In the contemporary Chinese Marxist military outlook and methodology, upholding political guidance is the foremost principle;

This series of combined measures has seized on the principled and fundamental questions of our military's development, clarified the internal logic of "what the military's founding principle stands for and where its foundation lies," answered the fundamental question of "who commands our military and for whom it bears arms," and made the goals and direction of advancing the building of the military through political work on the new journey ever clearer.

II

The wheels of history roll ever forward; the tide of the era surges on.

From history to today, the Party's absolute leadership over the military has formed a complete set of effective principles and systems. With this complete set of systems as guarantee, the Party's leadership operates "as the body commands the arm, as the arm commands the fingers" — the Party and the state "cannot fall into chaos," schemers "cannot stage a reversal," and the military's character "cannot change color."

— Upholding the core and resolutely obeying command is treated as the most fundamental political requirement.

Engels once offered a vivid analogy: on a ship sailing the open sea, "in a moment of danger, whether everyone's life can be saved depends on whether all can immediately and absolutely obey the will of one person." That person is "the outstanding captain with the highest authority."

Xibaipo — a small mountain village deep in the Taihang Mountains — was "the last rural command post of the CPC Central Committee." There, Comrade Mao Zedong and his comrades-in-arms used more than 400 telegrams to maneuver thousands of troops and win the Three Great Campaigns. The "dit-dah, dit-dah" of the telegraph was the voice of the Party Central Committee, the order of the supreme commander; once the order was issued, the entire military moved like the wind and followed in unison.

Entering the new era, our Party established Comrade Xi Jinping's status as the core of the Party Central Committee and the core of the entire Party, and established the guiding status of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. This reflects the common aspiration of the entire Party, the entire military, and the people of all ethnic groups across the country, and is of decisive significance for the development of the Party's and the state's undertakings in the new era and for advancing the historical process of the great rejuvenation of the Chinese nation.

Today's people's army is ideologically steadfast in following, politically absolutely loyal, and unified in action. At any time and under any circumstances, resolutely obeying the command of the Party Central Committee, the Central Military Commission, and Chairman Xi, and achieving absolute loyalty, absolute purity, and absolute reliability, has become the political consciousness, ideological consciousness, and action consciousness of officers and soldiers throughout the military.

— Comprehensively and thoroughly implementing the system of CMC Chairman responsibility (军委主席负责制) is observed as the highest political requirement and upheld as the highest political discipline.

"When you cut open a peach, does it have more than one pit? There is only one." This simple truth was demonstrated to the fullest along the path of the Chinese revolution.

In the early period of the Party's founding, our Party went for a long time without forming a mature Party Central Committee, let alone a core figure enjoying universal confidence, and the revolution repeatedly suffered major setbacks. It was not until after the Zunyi Conference, when Comrade Mao Zedong's leadership position began to be established, that the Chinese revolution turned from danger to safety and continued from victory to victory.

Within the complete institutional system by which the Party leads the people's army, the CMC Chairman responsibility system concerns the supreme leadership and command authority of our military, occupies the highest level and holds the overarching position, and is the fundamental form through which the Party commands the gun. The 19th National Congress of the Party enshrined in the Party Constitution the system under which the Central Military Commission operates under Chairman responsibility; deepening the reform of national defense and the armed forces formed a new pattern in which the CMC exercises overall management, theater commands focus on warfighting, and the services focus on force building, better concentrating the supreme leadership and command authority of the military in the Party Central Committee and the Central Military Commission; establishing and improving three mechanisms — requests for instructions and reporting, supervision and inspection, and information services — and issuing opinions and regulations on major matters for requesting instructions and reporting, supervising the implementation of instructions and directives, accountability and oversight, and study and education planning, driving the CMC Chairman responsibility system to be implemented across all areas and throughout the entire process of national defense and military development.

The CMC Chairman responsibility system is the institutional "leading dragon head (龙头)" of the Party's absolute leadership over the people's army. With this "stabilizing pillar (定海神针)," the people's army can face any storm without fear and advance steadily and far.

— Holding firm to ideals and convictions and steadfastly pursuing spiritual aspirations is treated as the fundamental basis for one's existence and mission.

Revolutionary ideals are higher than the heavens. On the eve of setting out to resist Japanese aggression, Red Army soldiers tearfully removed their eight-cornered caps bearing the red five-pointed star and put on the military caps and cap insignia of the Nationalist Army. "These cap insignia are white, but our hearts are forever red." In the flames of the War of Resistance Against Japan, this army fought most resolutely and sacrificed most fearlessly. Yang Jingyu, Zuo Quan, Peng Xuefeng… one glorious name after another — in their hearts they always carried Marxism, always carried the struggle and liberation of the entire Chinese nation. Looking back along the road traveled, lofty and steadfast ideals and convictions are the red genes the Party has endowed upon the people's army, and also the spiritual cipher of our invincibility.

Since the new era, the people's army has firmly established Xi Jinping's Thought on Strengthening the Military (习近平强军思想) as the fundamental guiding principle, guiding officers and soldiers to consolidate their foundations and cultivate their roots, continuously solidifying the foundation of faith, replenishing the calcium of the spirit (补足精神之钙), and steadying the helm of thought, striving to cultivate "Four-Haves (四有)" revolutionary servicemembers and forge "Four-Irons (四铁)" elite forces, ensuring that the barrel of the gun is always held in the hands of those who are loyal and reliable to the Party.

III

The Party's strength comes from organization; when organization is strong, the military is strong.

When attending the plenary session of the delegation of the People's Liberation Army and the People's Armed Police Force at the Fourth Session of the 14th National People's Congress, Chairman Xi stressed that accomplishing the goals and tasks for national defense and military modernization during the 15th Five-Year Plan period ultimately depends on Party organizations at all levels to lead and advance.

During one inspection of troops, Chairman Xi spoke with deep feeling about a story from the early days of the Red Army that took place in Yongxin, Jiangxi: "There is a famous 'Red First Company.' During the 'Sanwan Reorganization' in September 1927, Comrade Mao Zedong personally established a Party branch in this company and developed six new Party members, pioneering our military's practice of 'establishing Party branches at the company level.'"

From the Party's First National Congress to the Twentieth, the Party has always attached great importance to improving and perfecting the organizational system, and every revision of the Party Constitution has given clear provisions for the organizational setup at all levels from the center to the localities. Since the 18th National Congress of the Party, a series of regulations and systems have been successively issued, including the Regulations on the Building of the Party in the Military of the Communist Party of China, the Regulations on the Work of Military Party Committees (Branches) of the Communist Party of China, and the Regulations on the Responsibility of Military Party Committees for Comprehensively and Strictly Governing the Party; the Regulations on Political Work in the Military have been revised; and the institutional framework for Party building in the military has been systematically constructed. This series of major measures and improvements in institutional implementation has made the Party's leadership and Party building in our military stronger and more powerful, with the Party's leadership capacity, organizational capacity, and execution capacity continuously strengthened, radiating new and powerful vitality.

"The enemy has more steel but less spirit; we have less steel but more spirit."

During the Battle of Triangle Hill (上甘岭), the 8th Company, 3rd Battalion, 134th Regiment, 45th Division of the Chinese People's Volunteer Army established a "temporary tunnel Party branch (坑道临时党支部)," bringing together officers and soldiers from 16 different units and holding out for 14 days and nights in tunnels cut off from water and food. Some of these soldiers had their hands or legs shot off; some had their midsections struck by shell fragments with their intestines spilling out. But in their eyes, they sought nothing but victory, and in the end they planted a battle flag bearing 381 bullet holes on the main peak of Triangle Hill.

"Pure love, only for China."

The Karakoram Mountains bear witness to these warriors who feared no sacrifice: regimental commander Qi Fabao, born in the 1970s; battalion commander Chen Hongjun, born in the 1980s; sergeants Xiao Siyuan and Wang Zhuoran, born in the 1990s; soldier Chen Xiangrong, born after 2000… The strength of a military comes from individual brave soldiers, and even more from the powerful cohesion and combat effectiveness formed under the guidance of a strong organization.

History is silent, yet it is deafening: without political indestructibility, there can be no military invincibility.

Chairman Xi has profoundly pointed out that "our military is a people's army under the absolute leadership of the Party, with a rigorous Party organizational system — this is a unique political advantage of our military and also the magic weapon (法宝) with which our military has overcome countless hardships and defeated enemies," emphasizing the need to "transform the Party's political advantages and organizational advantages into advantages for winning."

Throughout its journey, the people's army has relied precisely on a powerful organizational system to turn so many impossibilities into possibilities, so many "can'ts" into "cans," and so many question marks into exclamation points. It is precisely by giving full play to the guiding role of the Party's political direction, the leading core role of Party committees, the role of Party branches as fighting fortresses, and the vanguard and exemplary role of Party member cadres, that the people's army has been able to share the same aspirations from top to bottom, unite like steel, and thus be invincible and unconquerable.

IV

Problems are the voice of the era and the drumbeat of advance.

More than 80 years ago, in response to Huang Yanpei's question about the "historical cycle (历史周期率)," Comrade Mao Zedong gave the first answer: "Let the people supervise the government." Entering the new era, the Party Central Committee with Comrade Xi Jinping at its core gave the second answer in the great practice of comprehensively and strictly governing the Party: self-revolution (自我革命).

As the people's army approaches the centenary of its founding, facing the complex and profound changes in the world situation, national conditions, Party conditions, and military conditions, how can it continuously strengthen its political advantages and stride toward world-class status?

— Continuously deepen political consolidation training (政治整训).

In the deep autumn of 1927, while leading the remnants of the Nanchang Uprising forces during their transfer, Comrade Zhu De carried out three successive consolidations — the Tianxinxu Consolidation, the Dayu Reorganization, and the Shangbao Consolidation Training — collectively known in history as the "Three Consolidations in Southern Jiangxi (赣南三整)." Through this consolidation training, the ideological, organizational, and military problems most urgently needing resolution at the time were addressed, and the precious spark of the Nanchang Uprising tenaciously survived in desperate circumstances, bursting forth with new vitality.

Gutian in western Fujian is where the new-type people's army took definitive shape. At the All-Military Political Work Conference held there in 2014, Chairman Xi made deployments for building the military through political work in the new era, advancing political consolidation training with the spirit of rectification (整风精神) and leading the people's army to set out anew with renewed purpose.

Yan'an in northern Shaanxi is the sacred land of the Chinese revolution and the birthplace of the Rectification Movement. At the CMC Political Work Conference held there in 2024, Chairman Xi distilled and summarized the connotations and essential meaning of the "Ten Clarifications (十个明确)" of the new-era strategy for building the military through political work, emphasizing the need to "carry forward the spirit of thorough self-revolution and continuously deepen political consolidation training."

The Fourth Plenary Session of the 20th Central Committee of the Party incorporated "continuously deepening political consolidation training" into the Recommendations of the CPC Central Committee for Formulating the 15th Five-Year Plan for National Economic and Social Development.

These important statements and major measures have provided the scientific "bridge and boat (桥和船)" for deepening political consolidation training on the new journey.

— Deeply advance the struggle against corruption.

The people's army tolerates no corruption; a powerful and civilized force tolerates no stain. In 1932, the "first shot" against corruption rang out in Ruijin: Xie Busheng was sentenced to death, and Comrade Mao Zedong specifically pointed out: "If corruption is not eliminated, the Soviet banner cannot be carried forward, and the Communist Party will lose its prestige and the hearts of the people! Struggling against corruption is the sacred duty of us Communists — no one can stop it!"

In the period before the 18th National Congress of the Party, problems appeared in the military for a time, including weakening of Party leadership, deficiencies in Party building, and inadequate comprehensive and strict governance of the Party. This once-invincible mighty force had arrived at a life-or-death crossroads.

"Corruption is the greatest threat facing our Party; the struggle against corruption is the most thorough form of self-revolution." "Corruption is the greatest malignant tumor harming the Party's vitality and combat effectiveness." … Since the new era, Chairman Xi has steered the entire military in deeply advancing the building of the military through political work, solidly conducting political consolidation training, resolutely and forcefully eliminating chronic ailments, purging toxic influences, punishing corruption, and removing entrenched malpractices, resolutely fighting unhealthy tendencies to the end, driving the people's army's unique political advantages to become ever more pronounced and its overall appearance to be completely renewed.

— Continuously consolidate the purity and glory of the people's army.

Having passed through the smoke and fire of war and approaching the centenary of the military's founding, the Party has led the people's army to forge ahead through every hardship — overcoming difficulties and defeating powerful enemies in bloody battle, reforming malpractices and establishing new foundations in the crucible of fire — continuously consolidating the purity and glory of the people's army.

At that time, to ensure that the CPC Central Committee and the main force of the Central Red Army could cross the Xiang River and shatter the enemy's vain dream of annihilating the Red Army east of the Xiang River, tens of thousands of Red Army soldiers dyed both banks of the Xiang River with their blood. In April 2021, Chairman Xi made a special trip to Quanzhou, Guangxi, to pay his respects at the Memorial Park for the Xiang River Campaign of the Red Army's Long March. He said with deep emotion: once the fire of ideals and convictions is lit, it produces a tremendous spiritual force; we must cherish the memory of revolutionary martyrs, carry forward the spiritual bloodline of Communists, hold firm to ideals and convictions, and temper revolutionary will.

Not long ago, Chairman Xi wrote back to Zhang Liansheng, a 102-year-old Party member of Xinhua News Agency, stressing that "Communists of the new era must carry forward the red genes, never forget the original aspiration and keep the mission firmly in mind, fulfill duties and responsibilities, work hard and take on responsibilities, and write outstanding answer sheets on the new journey."

Under the new historical conditions, can the glorious traditions and fine conduct cultivated and formed by our Party and our military over long years of practice be passed down from generation to generation? Facing this test of the era, the Party Central Committee with Comrade Xi Jinping at its core, with the determination and perseverance to fight a hard battle and a protracted battle, has moved from strictly prohibiting unauthorized drinking and comprehensively halting paid services, to rectifying "five excesses (五多)" and "micro-corruption (微腐败)," to standardizing the treatment, social interactions, and commercial activities of leading cadres' family members and children, and rectifying problems in key sectors and at the civil-military interface (军地结合部)… allowing the red genes to be passed down from generation to generation and a new, upright atmosphere to become ever more prevalent.

The new journey is a long march full of glory and dreams, and also an examination ground that tests loyalty and responsibility.

On the road ahead, we must continuously deepen political consolidation training, with emphasis on rectifying the source politically (政治上的正本清源) and moving forward with renewed purpose in action, resolving the fundamental issues of the Party's absolute leadership over the military, passing on the red genes well, and continuing the red bloodline well — with unified thinking, unified ranks, and unified steps — ensuring absolute loyalty, absolute purity, and absolute reliability.

We must plant deep in our minds the seeds of preparing for war and fighting, and ignite the beacon fires of planning for and studying war, with a spirit of seizing every moment, the courage to cut to the bone to cure the disease (刮骨疗毒), and the conduct of leaving footprints on stone (踏石留印) — establishing the thinking of a combat force, implementing the standard of combat effectiveness, and strengthening the identity of the combatant — ensuring that when the Party and the people need us, we can be mobilized at any time, go into action, and win.

We must continuously recognize change, actively adapt to change, and proactively seek change, comprehensively strengthen military governance, deeply advance governing the military according to law, drive quality transformation, efficiency transformation, and driving-force transformation in our military's development, and use high-level governance to advance our military's high-quality development.

Seeking dreams across mountains and seas, the distance does not feel far; the road ahead is long, but we stride forward. We must work hard, unite in struggle, and strive without cease — forging an even stronger heroic military under the Party's banner, and continuously brightening the color of loyalty through new victories won one after another.

长风绕战旗 红星永向党 ■王 强 今天,中国共产党迎来105周年华诞。 105年风展红旗如画,105载峥嵘岁月如歌。伟大的中国共产党一路披荆斩棘,团结带领人民实现从建党的开天辟地,到新中国成立的改天换地,再到改革开放的翻天覆地,特别是新时代举世瞩目的“中国奇迹”,推动中华民族伟大复兴进入不可逆转的历史进程。 长风绕战旗,红星永向党。 我们不会忘记,烽火硝烟中,南昌城头那赤红鲜亮的旗帜、那震耳欲聋的枪声,以浓墨重彩的一笔、激昂奋勇的音符,穿透历史的天空、跨越千山万水,在漫卷中华大地的如虹征途中,诉说着人民军队对党的无限忠诚,也用雄辩的事实印证了:党的领导,是人民军队始终保持强大凝聚力、向心力、创造力、战斗力的根本保证。 在纪念中国人民抗日战争暨世界反法西斯战争胜利80周年大会上,习主席指出:“中国人民解放军始终是党和人民完全可以信赖的英雄部队。” 新征程上,我们必须一刻不停推进政治建军,深入开展思想整风,持续深化政治整训,以政治上强这个最根本的强引领打赢攻坚之战,凝心聚力推动国防和军队现代化行稳致远,奋力书写无愧于革命先辈、无愧于百年基业、无愧于伟大时代的强军兴军新篇章。 一 赤子其心,钢铁其身。 一路走来,人民军队始终以党的旗帜为旗帜、以党的方向为方向、以党的意志为意志,用一份份合格答卷告诉世人一个朴素而恒久的道理:牢牢坚持党对军队的绝对领导,是人民军队“永远不能变的军魂、永远不能丢的命根子”。“命根子”一词指明了人民军队的命门所在,深刻表明了党对军队绝对领导的重要地位和重大作用。 “历史寓含规律,揭示规律必须透视历史。” 党对军队绝对领导的根本原则和制度,不是凭空产生的,而是以鲜血甚至生命为代价换来的,是历经艰辛探索的伟大创造。 旧中国,“谁有枪谁就有势,谁枪多谁就势大”。毛泽东同志曾在总结历史教训时指出,共产党员不争个人的兵权,“但要争党的兵权,要争人民的兵权”,强调“我们的原则是党指挥枪,而决不容许枪指挥党”。 “一个子弹不问过党不能支配,他们是绝对的党领导。” 在1929年6月红四军《前委通讯》的信件中,毛泽东同志针对红四军内部关于军队指挥权归属的分歧,强调军队归党支配。 早在第一次国共合作时期,我们党就在武装力量中建立了党的组织,南昌起义中强调“党的组织是一切组织的根源”,三湾改编开创了“支部建在连上”的先河,古田会议明确要求红军的各级党委要成为“领导的中枢”。广大官兵坚信,只要跟党走,一定能胜利。 历史长河奔涌,时代考卷常新。 党的十八大以来,习主席扭住坚持党对军队绝对领导这个根本,深刻把握执政必执军的政治逻辑,揭示“坚持党指挥枪、建设自己的人民军队,是党在血与火的斗争中得出的颠扑不破的真理”;镜鉴苏共惨痛教训,告诫全军“这个最根本的问题守不住,军队就会变质,就不可能有战斗力”;剖析流毒积弊的极大危害,警醒人民军队“军中绝不能有对党怀有二心之人,绝不能有腐败分子藏身之地”。谆谆教诲如黄钟大吕激荡三军,让听党话、跟党走刻入官兵灵魂。 “伏波惟愿裹尸还,定远何须生入关。”我们这支英雄的军队,在血泊中奋起,从牺牲中觉悟,以胜战书写军魂。 1929年,红军到了生死存亡的拐点,“就像抓在手里的一把豆子,手一松就会散掉”。古田会议,确立了“思想建党、政治建军”原则,从此,这支队伍有了根与魂。从古田出发,一个政党,一支军队,一路征尘,一路凯歌。党领导人民军队不断从胜利走向胜利,打出了一个红彤彤的新中国。 新时代以来,习主席紧紧扭住党对军队绝对领导这个“命根子”,作出重大政治设计和战略安排。 ——在党在新时代的强军目标中,听党指挥是灵魂,决定军队建设的政治方向; ——在强军战略布局中,政治建军置于首位,坚持把方向、抓根本,以政治建设统领全面建设; ——在当代中国马克思主义军事观和方法论中,坚持政治引领是首要一条; …… 一系列组合拳,抓住了我军建设原则性根本性的问题,阐明了立军之本“立的什么、本在哪里”的内在逻辑,回答了我军“听谁指挥、为谁扛枪”的根本问题,让新征程上人民军队推进政治建军的目标方向更加明晰。 二 历史车轮滚滚向前,时代洪流浩浩荡荡。 从历史走到今天,党对军队绝对领导形成了一整套行之有效的原则制度。有了这一整套制度作保证,党的领导就“如身使臂,如臂使指”,党和国家就“乱不了”、阴谋家就“反不了”、军队颜色就“变不了”。 ——把坚定维护核心、坚决听从指挥作为最根本的政治要求。 恩格斯曾形象地打比方,一艘穿行在汪洋大海中的航船,“在危急关头,大家的生命能否得救,就要看所有的人能否立即绝对服从一个人的意志”。这个人就是“拥有极高权威的优秀船长”。 西柏坡,太行深处的一个小山村,是“中共中央最后一个农村指挥所”。在这里,毛泽东同志和他的战友靠着400多份电报调动千军万马,打赢了三大战役。电报的“嘀嗒、嘀嗒”声,就是党中央的声音,就是最高统帅的命令,号令一下,全军动若风发、听令景从。 进入新时代,我们党确立习近平同志党中央的核心、全党的核心地位,确立习近平新时代中国特色社会主义思想的指导地位,反映了全党全军全国各族人民的共同心愿,对新时代党和国家事业发展、对推进中华民族伟大复兴历史进程具有决定性意义。 今天的人民军队,思想上坚定追随,政治上绝对忠诚,行动上步调一致。任何时候任何情况下都坚决听从党中央、中央军委和习主席指挥,做到绝对忠诚、绝对纯洁、绝对可靠,成为全军官兵的政治自觉、思想自觉、行动自觉。 ——把全面深入贯彻军委主席负责制作为最高政治要求来遵守、最高政治纪律来维护。 “一个桃子剖开来有几个核心吗?只有一个核心。”这个朴素的真理,在中国革命道路上体现得淋漓尽致。 建党初期,我们党很长一段时间没有形成成熟的党中央,更没有形成一个众望所归的核心人物,革命频频遭遇重大挫折。直到遵义会议后,毛泽东同志的领导地位开始确立,中国革命才转危为安,不断从胜利走向胜利。 在党领导人民军队的一整套制度体系中,军委主席负责制关系我军最高领导权和指挥权,处于最高层次、居于统领地位,是党指挥枪的根本实现形式。党的十九大把中央军事委员会实行主席负责制这一制度在党章中确立下来;深化国防和军队改革,形成军委管总、战区主战、军种主建新格局,更好使军队最高领导权和指挥权集中于党中央和中央军委;建立完善请示报告、督促检查、信息服务三项机制,出台重大事项请示报告、指示批示督办落实、监督问责、学习教育规划等方面意见规定,推动军委主席负责制贯彻到国防和军队建设各领域全过程。 军委主席负责制是党对人民军队绝对领导的制度“龙头”,有了这个“定海神针”,人民军队就能不惧风浪、行稳致远。 ——把坚定理想信念、坚守精神追求作为安身立命的根本。 革命理想高于天。抗战出征前夕,红军将士含着眼泪摘下缀着红色五星的八角帽,换上国民党军队的军帽、帽徽。“这帽徽是白的,可我们的心永远是红的。”在抗日烽火中,这支军队斗争最坚决、牺牲最无畏。杨靖宇、左权、彭雪枫……一个个熠熠生辉的名字,他们的心里始终装着马克思主义,装着整个中华民族的奋斗与解放。回望来路,崇高而坚定的理想信念,是党赋予人民军队的红色基因,也是我们无往而不胜的精神密码。 新时代以来,人民军队牢固确立习近平强军思想的根本指导地位,引导官兵固本培元,持续筑牢信仰之基、补足精神之钙、把稳思想之舵,努力培养“四有”革命军人、锻造“四铁”过硬部队,确保枪杆子始终掌握在对党忠诚可靠的人手中。 三 党的力量来自组织,组织强则军队强。 习主席在出席十四届全国人大四次会议解放军和武警部队代表团全体会议时强调,完成“十五五”时期国防和军队现代化目标任务,归根到底要靠各级党组织来领导和推进。 在一次视察部队时,习主席深情讲述了红军初创时期发生在江西永新的一个故事,“有个著名的‘红一连’,1927年9月‘三湾改编’时,毛泽东同志亲自在这个连队建立党支部,并发展了6名新党员,开创了我军‘支部建在连上’的先河”。 从党的一大到二十大,党始终高度重视健全完善组织体系,每一次党章修改都对从中央到地方的各级组织设置给予了明确规定。党的十八大以来,先后出台《中国共产党军队党的建设条例》《中国共产党军队委员会(支部)工作规定》《军队党委落实全面从严治党主体责任规定》等法规制度,修订《军队政治工作条例》,体系构建军队党的建设制度规定……一系列重大举措和制度完善落实,使我军党的领导和党的建设更加坚强有力,党的领导力、组织力、执行力持续增强,焕发出新的强大生机活力。 “敌人是钢多气少,我们是钢少气多。” 上甘岭战役中,志愿军第45师134团3营8连成立了“坑道临时党支部”,将来自16个单位的官兵凝聚在一起,在缺水断粮的坑道中坚守14个昼夜。这些战士,有的手、腿被打断,有的腰部被弹片击中,肠子流出体外。但在他们眼中,除了胜利一无所求,最终将布满381个弹孔的战旗插上了上甘岭主峰。 “清澈的爱,只为中国。” 喀喇昆仑见证了这群不怕牺牲的勇士:70后团长祁发宝,80后营长陈红军,90后军士肖思远、王焯冉,00后战士陈祥榕……一支军队的强大,源自于一个个勇敢的士兵,更依托于坚强组织引领下形成的强大凝聚力和战斗力。 历史无声,却振聋发聩:没有政治上的坚不可摧,就没有军事上的所向披靡。 习主席深刻指出,“我军是党绝对领导下的人民军队,有严密的党组织体系,这是我军特有的政治优势,也是我军克服千难万险、战胜敌人的法宝”,强调要“把党的政治优势和组织优势转化为制胜优势”。 一路走来,人民军队正是依靠强有力的组织体系,把多少不可能变成了能,把多少不行变成了行,把多少问号变成了惊叹号。正是发挥了党的政治方向的引领作用,发挥了党委的领导核心作用、党支部的战斗堡垒作用、党员干部的先锋模范带头作用,人民军队才能上下同欲、团结如钢,从而所向披靡、无坚不摧。 四 问题是时代的声音,是前进的鼓角。 80多年前,面对黄炎培提出的“历史周期率之问”,毛泽东同志给出了第一个答案:“让人民来监督政府”。进入新时代,以习近平同志为核心的党中央在全面从严治党伟大实践中给出了第二个答案,这就是自我革命。 即将迎来建军一百周年的人民军队,面对世情国情党情军情的复杂深刻变化,如何不断增强政治优势、阔步迈向世界一流? ——持续深化政治整训。 1927年深秋,朱德同志在率领南昌起义余部转移途中,先后进行了三次整顿,即天心圩整顿、大余整编、上堡整训,史称“赣南三整”。经过整训解决了部队当时亟需解决的思想、组织和军事问题,南昌起义的宝贵火种在绝境中顽强地生存下来,并绽放出新的生机与活力。 闽西古田,是新型人民军队定型的地方。2014年在这里召开的全军政治工作会议上,习主席对新时代政治建军作出部署,以整风精神推进政治整训,引领人民军队重整行装再出发。 陕北延安,是中国革命的圣地、整风运动的发源地。2024年在这里召开的中央军委政治工作会议上,习主席凝练概括新时代政治建军方略“十个明确”的内涵要义,强调要“发扬彻底的自我革命精神,持续深化政治整训”。 党的二十届四中全会,把“持续深化政治整训”写入《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》。 …… 这些重要论述和重大举措,为新征程上深化政治整训提供了科学的“桥和船”。 ——深入推进反腐败斗争。 人民军队不容腐败,威武文明之师不容玷污。1932年,瑞金响起惩治腐败的“第一枪”,谢步升被判处死刑,毛泽东同志就此专门指出:“腐败不清除,苏维埃旗帜就打不下去,共产党就会失去威望和民心!与贪污腐化作斗争,是我们共产党人的天职,谁也阻挡不了!” 党的十八大之前一段时期,军队中一度出现党的领导弱化、党的建设缺失、全面从严治党不力等问题。这支曾经战无不胜的威武之师,走到了一个生死攸关的十字路口。 “腐败是我们党面临的最大威胁,反腐败是最彻底的自我革命”“腐败是危害党的生命力和战斗力的最大毒瘤”……新时代以来,习主席领航全军深入推进政治建军,扎实开展政治整训,坚决有力祛沉疴、肃流毒、惩贪腐、除积弊,坚决同不正之风斗争到底,推动人民军队特有政治优势愈发彰显、整体面貌焕然一新。 ——持续巩固人民军队纯洁光荣。 走过硝烟战火,走向建军百年,党领导人民军队一路披荆斩棘,在浴血奋战中战胜困难、打败强敌,在浴火锻造中革弊鼎新、固本开新,不断巩固人民军队纯洁光荣。 当年,为确保中共中央和中央红军主力渡过湘江,粉碎敌人妄图消灭红军于湘江以东的迷梦,几万名红军将士血染湘江两岸。2021年4月,习主席专程来到广西全州,瞻仰红军长征湘江战役纪念园,他动情地说,理想信念之火一经点燃就会产生巨大的精神力量,要缅怀革命先烈,赓续共产党人精神血脉,坚定理想信念,砥砺革命意志。 前不久,习主席给新华社102岁老党员张连生回信,强调“新时代共产党人要传承红色基因,不忘初心、牢记使命,履职尽责、实干担当,在新征程上书写优异答卷”。 新的历史条件下,我党我军在长期实践中培育和形成的光荣传统和优良作风,能否一代一代传承下去?面对这一时代考题,以习近平同志为核心的党中央,以打攻坚战、持久战的决心和恒心,从严禁违规喝酒、全面停止有偿服务,到纠治“五多”“微腐败”,再到规范领导干部待遇、交往、家属子女经商办企业,整肃重点行业领域和军地结合部问题……让红色基因代代相传,让新风正气更加充盈。 新征程是充满光荣和梦想的远征,也是检验忠诚与担当的考场。 前进道路上,我们必须持续深化政治整训,突出政治上的正本清源、行动上的整装前行,解决好党对军队绝对领导带根本性的问题,把红色基因传承好,把红色血脉赓续好,以整齐思想、整齐队伍、整齐步伐,确保绝对忠诚、绝对纯洁、绝对可靠。 我们要在思想深处播下备战打仗的种子、点燃谋战研战的烽火,以只争朝夕的精神、刮骨疗毒的勇气、踏石留印的作风,把战斗队思想立起来,把战斗力标准落下去,把战斗员身份强起来,确保在党和人民需要的时候,随时拉得出、上得去、打得赢。 我们要不断识变、积极应变、主动求变,全面加强军事治理,深入推进依法治军,推动我军建设发展质量变革、效能变革、动力变革,以高水平治理推进我军高质量发展。 山海寻梦,不觉其远;前路迢迢,阔步前行。我们要艰苦奋斗、团结奋斗、不懈奋斗,在党的旗帜下锻造更加坚强的英雄军队,用不断取得的新胜利持续擦亮忠诚底色。 版式设计:方 汉、杨 磊
