On the eve of "July 1st," the summer heat was stifling. Inside a laboratory at the College of Aerospace Science and Engineering, National University of Defense Technology, the hum of air conditioning intertwined with the clatter of keyboards. Wang Yujie, deputy Party branch secretary of a certain teaching and research section, set down the unmanned aerial vehicle in his hands and fixed his gaze on the "Service to Combat Readiness and Fighting List" displayed on his computer screen, his brow furrowing slightly.

Many items on the list had already been claimed and taken up by various Party branches, but one newly added requirement still sat alone at the bottom. "It looks like the Party branch will have to organize personnel to 'report for duty' to grassroots units again," he pondered, thinking about how to organize Party member backbone cadres to conduct research visits to units in conjunction with the graduating cadets' comprehensive exercises.

"Chairman Xi has profoundly pointed out that military academies were born for war and built for war, and must organize teaching around actual combat and cultivate talent with an eye toward winning," said a leader of the college's Party committee. "Strengthening military struggle preparations requires talent preparation as the key. We must stand at the height of cultivating talent for the Party and consolidating the foundation of a strong military, and consider talent cultivation work within the grand backdrop and grand strategic picture (大棋局) of achieving the centenary goal of army building." To break through the situation in which different Party branches within the same college each fought their own battles, and to make Party organizations truly become strong positions for aggregating technical forces, they actively tackled the problem, forming a mechanism of "Party committee leading, branches spearheading, backbone cadres driving," and explored the introduction of the "Service to Combat Readiness and Fighting List"—each year, led by the college Party committee, various Party branches go deep into units to understand service needs and operational difficulties, and voluntarily fill in and claim items according to their own research directions.

To deliver a satisfactory answer sheet, sitting in the office is not an option. Conducting symposiums and research visits at grassroots units, serving in acting positions, and participating in joint exercises have become the norm for Party member backbone cadres.

Wang Yujie's fingertip slid across the list and stopped at a project entry from last year—a highlight left by that Party branch.

At the time, Wang Yujie led a team to conduct research at a unit under the Eastern Theater Command, and on the very first day of reporting in, held a "coordination meeting" with officers and soldiers.

When word spread that the team would demonstrate a self-developed intelligent unmanned aerial vehicle, the conference room filled to capacity. In the video, an operator piloted the UAV into the air and completed a series of aerial tasks. "Our small UAVs are hand-assembled (手搓) by soldiers—the controllability is far inferior." "Every time we organize operator selection and training, it takes a lot of time, and many people still can't learn it."…

The deeper the discussion, the clearer the requirements became——

Timeline: 1 year;

Cost: further reduced;

Requirements: highly intelligent, one-button operation.

Staring at these few lines, even team members who had worked for many years in the field of intelligent unmanned aerial vehicles felt the challenge was considerable.

"The organizational force (组织力量) is an enormous combined strength—united in purpose and invincible," a college Party committee leader said bluntly. "Whether the 'lead goose formation' (头雁队伍) is strong depends on whether Party member backbone cadres can shoulder the heavy trust placed in them by the organization."

The harder the task, the more capability one accumulates. Under the leadership of Party member cadres, and drawing on invaluable first-hand data, they iterated the plan more than a dozen times, conducted five in-depth research visits to units, and carried out hundreds of experiments and data analyses. In the end, they successfully developed an intelligent quadrotor UAV, completed verification testing, and delivered it to units for trial use.

Soon, letters of thanks from grassroots units arrived one after another. The Party branch held a summary meeting in the office—an initial victory.

"Being able to fulfill the responsibilities entrusted by the organization gives us tremendous drive. But the follow-on work is right on our heels." Wang Yujie's use of the word "heels" (撵) was not an exaggeration—the Party branch continued its in-depth research, designed multiple comprehensive exercise scenarios, made the UAV's operational application a new graduation design topic for cadets to continue optimizing and upgrading. "After cadets are tempered through this kind of training, they can hit the ground running when they arrive at their units!" For them, cultivating young talent is more urgent than anything else.

Also a regular "headliner" on the list for spearheading breakthroughs, a Party branch of another teaching and research section has also noticeably increased the frequency of its visits to grassroots units to seek out difficult problems, find solutions, conduct simulations, and carry out verification.

That teaching and research section teaches the core courses on mechanics and overall aircraft design, and many of the concepts are abstract and obscure. Over the years, they have pursued both scientific research and teaching simultaneously, deeply studying cases drawn from grassroots units and applying the solutions developed back to those units.

"The closer you get to the grassroots, the more vivid the knowledge in the books becomes," a cadet told the reporter. He said he was looking forward to the new textbook that the teaching and research section had been planning for many years and was about to release, because it contains a large number of the latest equipment application cases. Instructor Ge Jianquan noted that they still need to tackle a major research topic. "If this technology is overcome, the level of equipment intelligentization will reach a new level, and our classroom will gain another vivid simulation case," Ge Jianquan said, adding that this is the project the Party branch is currently focusing its efforts on.

"The college Party committee not only manages macro-level matters and policies, but also manages coordination and services." In a few weeks, a Party branch of yet another teaching and research section will hold its second special training course on damage repair of composite materials in equipment.

Last summer, the inaugural training class welcomed 42 aviation maintenance officers and soldiers from Air Force frontline units. Theory study, virtual simulation, hands-on repair practice… they took a solid 6 days, 48 class hours of instruction.

In fact, the idea of running a professional maintenance training course had been brewing within the Party branch for a long time. In earlier years, in addition to their teaching and research duties, they often transformed into "repairmen," repairing combat aircraft for Air Force units. Sometimes, when a unit called for help, everyone would immediately pack up materials and tools and go "on-site" to make repairs. "When a combat aircraft breaks down, many of a unit's training tasks are affected. But relying on just the few of us—even if we grew three heads and six arms, we couldn't keep up." Party branch secretary Wu Nan said that the support and recognition of the college Party committee gave them the resolve to bring the training classroom to frontline units and purposefully cultivate more professional talent for the grassroots.

In the college's staff office, the reporter saw the "Service to Combat Readiness and Fighting List" still being updated—53 requirement entries, each one pointing to a pain point and difficulty in the units; 53 stories of hard-fought breakthroughs, each one saturated with the painstaking effort of cultivating talent for war, proving that every Party member backbone cadre behind this list carries deep within them the courage to cross the "deep water zone" (深水区), the wisdom to pass through the "overtaking zone" (超车区), and the audacity to venture into the "no-man's land" (无人区).

New-Type Military Talent Rallying Under the Party Flag

A multitude of talented people makes great undertakings possible; when talent flourishes, the nation's fortunes rise.

On the occasion of the 105th anniversary of the founding of the Communist Party of China, the National Conference on Party Building Work convened and made work arrangements for studying and implementing Xi Jinping's Thought on Party Building. "Persisting in building a high-quality cadre force capable of shouldering the responsibility of national rejuvenation" is one of the "Fourteen Persists" (十四个坚持) of Xi Jinping's Thought on Party Building, fully highlighting the weight of the talent enterprise and talent work in the overall work of the Party and the state, and pointing the way forward for us to implement the strategy of strengthening the military through talent and strive to open up a new landscape for talent work in the new era.

A nation prospers through talent; a military grows strong through talent. Talent in relation to war is like the keel of a warship or the reins of a horse—it is "the most arduous war preparation." Victory before battle is decided is decided by talent. Seizing the initiative for victory in war and winning the initiative in strategic competition—the most fundamental and critical factor is talent, and the most urgent and needed factor is also talent. It can be said that whoever possesses the advantage in talent holds the strategic advantage in military confrontation, and holds the lifeline that determines the outcome of war.

When talent is strong, the cause is strong; when talent flourishes, the military flourishes. Surveying the shifting winds of the world and surveying the waves of the military revolution, Chairman Xi, with far-sighted vision, hit the nail on the head: "To achieve the goal of a strong military, we must have a large number of high-quality, responsibility-bearing backbone cadres for building and governing the military." The supreme commander's concerns and attention have guided our military's talent work to face the future, cultivate talent for war, and advance in an integrated manner. Grasping top-level design, accelerating implementation of the strategy of strengthening the military through talent; grasping the leading driver, building a high-quality new-type military talent cohort; grasping resource integration, improving the "trinity" (三位一体) talent cultivation system; grasping mechanism guarantees, building a high ground for attracting, gathering, and employing talent… In the new era with its new outlook, the path of strengthening the military through talent grows ever broader, the road for officers and soldiers to develop their abilities grows ever wider, and a mighty force for building and strengthening the military is being assembled.

Talent arrayed in formation, momentum surging; the military grows strong, ten thousand horses galloping. Today, from the command tent to the combat frontline, from the laboratory to the training ground, batch after batch of high-quality, professional joint operations command talent, new-type combat force talent, high-level science and technology innovation talent, and high-caliber strategic management talent are striding toward us. Skillfully wielding the great nation's heavy weapons and channeling the torrent of steel; forged in the fire of major exercises and training to intimidate strong adversaries; managing crises on the front lines of struggle and defending national sovereignty… People feel keenly, from the repeated takeoffs of combat aircraft, the repeated erection of missiles, the repeated roar of armor, and the repeated thunder of artillery, that a new-type military talent formation capable of fighting and winning across the entire military is rising.

"For truly extraordinary achievements, one must await truly extraordinary people." At present, our military is advancing in accordance with the new "three-step" strategic arrangement for national defense and military modernization, continuing to fight the hard battle to achieve the centenary goal of army building. To build and strengthen the military, "the more talent the better, the greater the ability the better." We must strengthen the sense of urgency that we cannot afford to wait and the sense of crisis that we cannot afford to slow down, deeply implement the new-era strategy of strengthening the military through talent, accelerate the building of a new-type military talent force, accelerate the advancement of military personnel modernization, and effectively transform the talent advantage into a victory advantage.

"Military Camp Makers" (军营创客) Pursuing Their Dreams on the Road to a Strong Military

Can a simple component less than one meter in both length and width lever a heavy transport vehicle weighing dozens of tons? During a recent railway loading operation, Wei Fangkui, a Party member backbone cadre and Staff Sergeant Third Class of a brigade under the 76th Group Army, operated his self-developed "vehicle positioner" (车辆移位器), enabling a heavy transport vehicle to be precisely positioned in under 50 seconds—saving considerably more time than before.

As the train slowly started moving, Wei Fangkui's heart pounded like an alarm clock—the innovative equipment he had developed was officially being put into application and producing results in a cross-regional transport mission.

"Our small inventions, small creations, and small innovations didn't get stuck at the research and development stage and could be promoted and applied on the frontline—this is thanks to the innovation application mechanism introduced by the brigade Party committee." Wei Fangkui recalled that not long after he was assigned to the special driving squad, the brigade Party committee introduced a comprehensive set of talent-nurturing support measures, encouraging Party member backbone cadres to take the lead, treating their combat positions as fertile ground for incubating clever ideas, and boldly innovating with a focus on actual combat needs and training bottlenecks. In no time, multiple "maker" (创客) studios headed by Party member backbone cadres were born, and a large number of officers and soldiers good at innovation and willing to delve deep began to distinguish themselves.

The wave of research-for-war innovation led by the Party committee shone like a beam of light, illuminating Wei Fangkui's "maker" dream.

During one railway loading operation, an old positioner suddenly jammed and failed. Everyone took turns at emergency repairs, and it took quite a while before operations resumed. As a member of the Party vanguard, Wei Fangkui felt a strong sense of mission well up within him: this kind of problem had occurred before—the existing equipment had to be transformed to improve loading efficiency.

Wei Fangkui did not understand three-dimensional design or mechanical principles, so he could only start by making models out of cardboard, learning mechanics while using the models to demonstrate the concept. It seemed theoretically feasible, but how to put it into practice stumped him.

The strength of the Party organization manifested at this moment—the battalion Party committee quickly followed up, helped coordinate a professional team to conduct rigorous and detailed feasibility verification of the initial concept, and reported upward. In the end, the brigade Party committee determined that this innovation plan aligned with actual combat needs and had the value of being put into practical operation.

Without waiting long, the relevant supporting facilities were coordinated and completed: the brigade Party committee specifically arranged a research and development area, equipped it with an old transport vehicle as the main test platform, and assembled a think tank proficient in three-dimensional design and mechanical principles… Wei Fangkui cannot forget his feelings at the moment the "vehicle positioner" test succeeded: "The Party organization paved the way and built the platform, and Party member backbone cadres poured their efforts into the breakthrough, turning one 'golden idea' after another into 'golden fruit.'"

"The mission of the Party organization is to take the lead in tackling hard problems and transform innovative ideas into real and tangible combat effectiveness," a brigade Party committee leader introduced. They also attempted to establish an innovation achievement evaluation mechanism, actively applying for patents for achievements that meet relevant conditions and policy requirements, giving everyone's hard work and results professional protection and legitimate ownership confirmation, and enhancing officers' and soldiers' sense of achievement.

Party member backbone cadre and Staff Sergeant Third Class Chen Jiajia still remembers that afternoon when the company commander pushed open his dormitory door and excitedly shouted: "Jiajia, your patent certificate has arrived—this is the first one in our entire brigade!"

Stroking the seal on the certificate, countless moments spent crouching in the repair shop and hunched over a desk under lamplight flooded Chen Jiajia's mind. Over the past five years, Chen Jiajia has obtained six national utility model patent authorizations, each of which has already been applied in support of the frontline. "If the organization hadn't reminded me that I could apply for a patent, I truly hadn't thought of it," he said.

Staff Sergeant Second Class Qin Yong developed a "bridge-laying auxiliary device" that significantly improved the speed and precision of motorboat operators during pontoon bridge construction; Corporal Tang Yuancong independently innovated a "direction line auxiliary ruler" that can quickly determine target points and standing points, empowering field map-reading and command support… Under the sustained encouragement of Party organizations and the exemplary motivation of Party member backbone cadres, using small inventions to create great results has become the conscious pursuit of officers and soldiers throughout the brigade.

At a Party standing committee meeting not long ago, I strongly agreed with a statement made by the Party branch secretary: "Joint operations command talent is the foundation of the theater command's primary warfighting mission and the key to winning battles." Over the past two years, implementing instructions from higher-level Party committees, we have extended the scope of joint operations command talent cultivation down to below the battalion level, refined the capability indicators for grassroots commanders to carry out joint operations tasks, and focused on building "plug-and-play" command modules for joint operations.

国防科技大学空天科学学院党委以“服务备战打仗清单”牵引为战育人—— 胸怀大棋局 为党育英才 ■顾 莹 解放军报特约记者 张照星 “七一”前夕,暑气蒸腾。国防科技大学空天科学学院一间实验室内,空调的嗡鸣与键盘的敲击声交织。某教研室党支部副书记王玉杰放下手中的无人机,目光落在电脑屏幕那份“服务备战打仗清单”上,眉头微蹙。 这份清单中,不少条目已经有各党支部认领攻坚,但新增的一项需求,还孤零零地列在下方。“看来,党支部又要组织人员向基层部队‘报到’了。”他琢磨着,如何结合本科学员毕业综合演练,组织党员骨干到部队调研。 “习主席深刻指出,军队院校因打仗而生、为打仗而建,必须围绕实战搞教学、着眼打赢育人才。”学院党委一名领导表示,加强军事斗争准备,人才准备是关键,必须站在为党育才、强军固本的高度,把人才培养工作放在实现建军一百年奋斗目标的大背景、大棋局中来考量。为破解同属一个学院、不同党支部各自为战的情况,让党组织真正成为聚合技术力量的坚强阵地,他们积极破题,形成“党委引领、支部攻坚、骨干带动”机制,探索推出“服务备战打仗清单”——每年,由学院党委带队,组织各党支部深入部队,了解服务需求和作战难题,根据自身研究方向自行填报认领。 要交出满意答卷,坐在办公室是行不通的,到各基层单位座谈调研、代职锻炼、参加联合演练,成了党员骨干的常态。 王玉杰的指尖在清单上划过,停在去年的一个项目列表前,这是该党支部留下的浓墨重彩的一笔。 那时,王玉杰带领团队前往东部战区某部调研,报到第一天就和官兵开了场“碰头会”。 听说团队要展示自主研制的智能化无人机,会议室挤满了人。视频中,飞手操纵无人机升空,完成了一系列空中任务。“我们的小型无人机是战士‘手搓’的,操控性差得远”“每次组织飞手选拔培训,要花不少时间,还有很多人学不会”…… 讨论越深入,需求越明确—— 时间:1年; 成本:进一步降低; 要求:高度智能,一键式操作。 盯着这几行字,即使在智能无人飞行器领域深耕多年的团队成员,也感到挑战不小。 “组织力量,是一种众志成城、无坚不摧的巨大合力。”一名院党委领导直言,“头雁队伍”强不强,就看党员骨干能不能担起组织的重托。 越是难事,越攒本事。在党员干部带领下,他们根据宝贵的一手资料,把方案迭代了十几次,先后5次到部队深度调研,进行上百次试验和数据分析。最终,他们成功研制出一款智能四旋翼无人机,顺利完成验证测试,交付部队试用。 很快,基层部队的感谢信一封接一封寄了过来,该党支部在办公室开了个总结会,算是初战告捷。 “能履行好组织赋予的职责,我们心里特别有劲。但后续工作还在后面撵着呢。”王玉杰的这个“撵”字,用得不夸张——党支部持续深入研究,设计出多种综合演练场景,把该无人机的实战应用作为新的毕业设计选题,由学员继续优化升级。“学员经过这样的淬炼,毕业后到了部队就能直接上手!”对他们来说,培养年轻人才这事比什么都急迫。 同为清单上牵头攻关的“常客”,某教研室党支部赴基层寻难题、找解法、做模拟、搞验证的次数也明显增多。 该教研室主讲力学和飞行器总体设计系列课程,很多概念抽象晦涩。这些年,他们科研、教学两手抓,把取之于基层的案例研深研透,将研究出来的解法用于基层。 “越贴近基层,书上的知识点就越生动。”一名学员告诉记者,他很期待教研室筹划多年、即将推出的新教材,因为里面包含大量最新的装备应用案例。教员葛健全表示,他们还需攻关一个重大课题。“如果这项技术攻克了,装备智能化水平将再上一个新台阶,我们的课堂也会多一份生动的仿真案例。”葛健全说,这是党支部近期重点攻坚的项目。 “学院党委不仅管宏观、管政策,还管协调、管服务。”再过几周,某教研室党支部便会举办第二届装备复合材料损伤抢修专题培训。 去年夏天,首届培训班迎来空军一线部队的42名机务官兵。理论学习、虚拟仿真、修理实操……他们扎扎实实上了6天、48学时的课。 其实,开办专业维修培训班的想法在党支部内部酝酿了很长一段时间。早些年,他们在教研任务之余时常化身“修理工”,为空军部队修复战机。有时,部队一个求助电话打来,大家就立刻打包材料和工具“上门”维修。“战机出故障,部队很多训练任务都会受影响。但只靠我们几个,就是长出三头六臂也忙活不过来啊。”该党支部书记吴楠说,院党委的支持和认可,让他们下定决心,把培训课堂开到一线部队,有针对性地为基层培养更多专业人才。 在学院参谋处,记者看到了仍在更新的“服务备战打仗清单”——53个需求条目,每一条都指向部队的痛点难点;53段攻坚故事,每一段都浸透着为战育人的心血,证明着这份清单背后的每一名党员骨干,都深怀跨越“深水区”的勇气、通过“超车区”的智慧、敢闯“无人区”的胆魄。 版式设计:方 汉、杨 磊 新型军事人才集聚在党旗下 ■张顺亮 济济多士,乃成大业;人才蔚起,国运方兴。 中国共产党成立105周年之际,全国党建工作座谈会召开,对学习贯彻习近平党建思想作出工作部署。“坚持建设堪当民族复兴重任的高素质干部队伍”作为习近平党建思想“十四个坚持”之一,充分凸显了人才事业和人才工作在党和国家工作全局中的分量之重,也为我们实施人才强军战略、努力开创新时代人才工作新局面指明了前进方向。 国以才兴,军以才强。人才之于战争,犹如舰之龙骨、马之缰绳,是“最艰巨的战争准备”。决胜于未战,决胜于人才。抢夺战争制胜先机,赢得战略竞争主动,最基础、最关键的是人才,最迫切、最需要的也是人才。可以说,谁拥有人才优势,谁就掌握了军事对抗的战略优势,谁就掌握了决定战争胜负的命脉。 人才强则事业强,人才兴则军队兴。洞悉世界风云变幻,纵览军事革命浪潮,习主席高瞻远瞩,一语中的——“实现强军目标,必须要有一大批高素质、敢担当的建军治军骨干”。统帅的忧思关切,引领我军人才工作面向未来、为战育人、一体推进。抓好顶层设计,加快实施人才强军战略;抓好龙头牵引,打造高素质新型军事人才群体;抓好资源整合,完善“三位一体”人才培养体系;抓好机制保障,构筑引才聚才用才的人才高地……新时代新气象,人才强军之道越拓越宽,官兵成才之路越走越广,汇聚起强军兴军的磅礴力量。 人才列阵,气势如虹;强军兴军,万马奔腾。今天,从中军帐到战斗前沿,从实验室到训练场,一批批高素质、专业化的联合作战指挥人才、新型作战力量人才、高层次科技创新人才、高水平战略管理人才正大踏步向我们走来。熟练驾驭大国重器、汇聚钢铁洪流,重大演训淬火成钢、震慑强敌对手,斗争一线管控危机、捍卫国家主权……人们从战鹰的一次次起飞、导弹的一次次起竖、装甲的一次次轰鸣、火炮的一次次怒吼中,强烈感受到全军能打仗、打胜仗的新型军事人才方阵正在崛起。 “盖有非常之功,必待非常之人。”当前,我军正按照国防和军队现代化新“三步走”战略安排,接续打好实现建军一百年奋斗目标攻坚战。强军兴军,“人才越多越好,本事越大越好”。我们必须强化等不起的紧迫感、慢不得的危机感,深入实施新时代人才强军战略,加快建设新型军事人才队伍,加快推进军事人员现代化,切实将人才优势转化为制胜优势。 第76集团军某旅各级党组织为官兵成才铺路搭台—— “军营创客”逐梦强军路 ■解放军报特约记者 臧乾雯 长宽都不足1米的简易构件,能否撬动几十吨重的重型运输车?前不久的一次铁路装载中,第76集团军某旅党员骨干、三级军士长位方魁操作自己研发的“车辆移位器”,使一辆重型运输车在不到50秒的时间内精准定位,比过去节省不少时间。 列车缓缓启动,位方魁的心里就像揣着一个闹钟似的,怦怦跳个不停——他研发的革新器材正式在跨区输送任务中投入应用并发挥效益。 “我们搞小发明、小创造、小革新,没有卡在攻关环节,还能推广运用在一线,得益于旅党委推出的创新应用机制。”位方魁回忆,他分配到特种驾驶班后没多久,旅党委出台一整套育才扶持举措,鼓励党员骨干带头,将战位当作孵化巧思的沃土,瞄准实战需求、聚焦训练堵点大胆创新。一时间,党员骨干牵头的多个“创客”工作室诞生,一大批善革新、肯钻研的官兵竞相崭露头角。 党委引领的研战革新热潮像一束光,照亮了位方魁的“创客”梦。 一次铁路装载时,老旧定位器突然卡死失灵,大伙儿轮番上阵紧急抢修,折腾好一阵子才恢复作业。作为党员先锋队的一员,位方魁心头涌上一种强烈的使命感:这样的问题不是第一次出现了,必须改造现有器材,提升装载效率。 位方魁不懂三维设计和力学原理,只能先用纸壳做模型,边学力学知识边用模型论证。理论上似乎行得通,如何投入实践,让他犯了难。 党组织的力量在此刻显现——营党委迅速跟进,帮助协调专业团队,对初步构想进行严谨细致的可行性论证,并向上级报告。最终,旅党委认定此革新方案贴合实战需求,具备落地实操的价值。 没等太久,相关配套设施统筹完毕:旅党委专门安排研发区域,配备一辆旧运输车作为主试验台,组建了一个精通三维设计和力学原理的智囊团……位方魁忘不了,“车辆移位器”试验成功那一刻自己的心情:“党组织铺路搭台、党员骨干倾力攻坚,让一个个‘金点子’结出了‘金果子’。” “党组织的使命,就是带头攻坚,把创新想法转化为实实在在的战斗力。”该旅党委一名领导介绍,他们还尝试建立革新成果评比机制,对达到相关条件、符合政策要求的成果积极申报专利,让大家的心血和成果得到专业保护、合法确权,增强官兵的成就感。 党员骨干、三级军士长陈佳佳至今记得那个午后,连长推开他的宿舍门,兴奋地大喊:“佳佳,你的专利证书到了,这可是咱们旅头一份!” 摩挲着证书上的印章,无数个蹲在修理间、伏案灯光下的瞬间涌上陈佳佳心头。最近5年,陈佳佳取得6项国家实用新型专利授权,每一项都已应用在保障一线。“要不是组织提醒我可以申报专利,我真没想过这一茬。”他说。 二级军士长秦勇研发“架桥辅助装置”,大幅提升了浮桥架设时汽艇驾驶员作业的速度和精度;中士唐源聪自主革新的“方向线辅助尺”,能快速确定目标点和站立点,为野外识图指挥保障赋能……在党组织的持续激励和党员骨干的模范带动下,用小发明创造大效益已成为该旅官兵的自觉追求。 气势如虹 步履铿锵 晨曦破晓,陆军某部机场上,战鹰列阵。飞行员们整队进场,步履铿锵。他们即将驾驶战机搏击长空、淬炼铁翼,绘就一道道壮美航迹。李潇潇摄 夕阳西下,某野外驻训场上,征尘飞扬,铁甲驰骋。第77集团军某旅官兵完成一系列课目后,正向指定地域机动。何利军摄 心声 西部战区某部参谋 高 松: 前不久的支委会上,党支部书记的一句话我很认可——“联合作战指挥人才是战区主战的根基、胜战的关键。”这两年,我们落实上级党委指示,将联合作战指挥人才培养范围向营以下拓展,对基层指挥员遂行联合作战任务能力指标进行细化,着力打造联合作战“即插即用”的指挥模块。 我就是这一变化的受益者——党组织将一批批优秀人才送学深造、向上输送,使我得以走向更广阔的平台。如今,对我而言,联合作战实验、网络模拟对抗等早已轻车熟路。 网络空间部队某部干部 肖国锐: 2024年4月19日,在党中央、中央军委的决策部署下,网络空间部队作为一支全新的战略兵种正式成立。 作为这支高技术部队的一员,作为一名入党17年的老党员,我带领团队在测绘导航领域攻关突围,从亲手搭建第一个数据采集平台,到突破某型系统高精度核心技术瓶颈,每一步都是在“无人区”跋涉。但创新从来不是一个人的独行——党组织完善激励措施,健全容错机制,厚植尊重人才、爱护人才浓厚氛围,让我有了建功立业的底气。
