Announcement on the 2026 Rocket Force Open Recruitment of Professional and Technical Civilian Personnel from Society
In accordance with the Regulations on Civilian Personnel of the People's Liberation Army and relevant policy provisions, the following matters concerning the 2026 Rocket Force open recruitment of professional and technical (专业技能类) civilian personnel from society are hereby announced:
I. Recruitment Positions
Positions in relevant Rocket Force units engaged in equipment maintenance, materiel storage, cooking support, motor vehicle driving, and related work. See the attached annex for the specific recruitment position plan.
II. Recruitment Targets
Members of society who meet the qualification requirements for the recruitment positions (including current-year college and university graduates and demobilized veterans).
The following persons are not permitted to apply:
(1) Those who have received criminal punishment for a crime;
(2) Those who have been expelled from the Chinese Communist Party;
(3) Those who have been dismissed from public office;
(4) Those who have been listed in accordance with law as subjects of joint disciplinary action for untrustworthiness (失信联合惩戒对象);
(5) Those who have been found to have committed fraud or other serious violations of recruitment discipline in examinations for civil servants, public institution staff, or military civilian personnel;
(6) Those who, within the past three years, voluntarily relinquished their eligibility for appointment after being publicly announced as a proposed appointee for a military civilian personnel position;
(7) Those who have been dismissed (unilaterally had their employment contract terminated) by a military employing unit or a government or public institution unit and for whom fewer than five years have elapsed;
(8) Active-duty military personnel;
(9) Non-graduating students currently enrolled in colleges or universities;
(10) Those whom laws and regulations prohibit from being recruited or employed as civilian personnel.
In principle, directionally assigned students (定向生) and commissioned-training students (委培生) graduating in 2026, as well as incumbent military civilian personnel (as of the date of this announcement), are not permitted to apply.
Furthermore, applicants are not permitted to apply for positions at employing units whose leadership includes military personnel with whom the applicant has a spousal relationship, a direct lineal blood relationship, a collateral blood relationship within three generations, or a close affinal relationship. Applicants are also not permitted to apply for positions in which both the applicant and a military person with whom they share a spousal relationship, direct lineal blood relationship, or collateral blood relationship within three generations are directly subordinate to the same supervisor within the same employing unit, or for positions that would place them in a direct superior-subordinate relationship with such a person, nor for sensitive positions—such as human resources, discipline inspection and supervision, auditing, finance, and military facilities construction—in which military personnel hold leadership posts.
III. Application Requirements
Applicants must meet the basic conditions stipulated in the Regulations on Civilian Personnel of the People's Liberation Army and must additionally satisfy the following qualification requirements:
(I) Political requirements. Applicants must meet the relevant provisions governing political review for the recruitment and employment of military civilian personnel.
(II) Qualification requirements. Applicants for professional and technical Grade 3 through Grade 5 positions must, in principle, hold the advanced-skill (高级技能), intermediate-skill (中级技能), or entry-level-skill (初级技能) vocational qualification, respectively, in the relevant specialty (trade).
(III) Educational requirements. Applicants must hold the educational credentials and degrees required by the recruitment position.
(IV) Age requirements. Applicants must be no younger than 18 and no older than 35 years of age (born between May 1990 and May 2008).
(V) Physical requirements. Applicants must meet the physical examination standards for the recruitment and employment of civilian personnel as stipulated in the Military Standards for Physical Examination in the Selection of Officers and Civilian Personnel.
(VI) Other requirements. Applicants must meet any additional application conditions established by the employing unit based on the needs of the position.
The date by which applicants must have obtained their educational credentials, degrees, and vocational qualifications is no later than July 31, 2026.
IV. Recruitment Procedures
(I) Publication of recruitment information. The Rocket Force will publish the recruitment announcement and position plan through the Military Talent Network (website: http://www.81rc.mil.cn or http://81rc.81.cn).
(II) Online registration and preliminary review. The registration period runs from 08:00 on May 8 to 18:00 on May 15. Applicants shall register through the Military Talent Network (registration portal), truthfully complete personal information and upload relevant supporting materials in accordance with the registration process and requirements, select the employing unit and recruitment position, and, after confirming that all information is correct, submit an application for preliminary review of qualification requirements, while monitoring the review status in a timely manner.
The preliminary review of qualification requirements will run from 08:00 on May 8 to 18:00 on May 16. Employing units will conduct a preliminary review of the information submitted by applicants through the Military Talent Network registration system to confirm whether applicants meet the application requirements; results of the preliminary review will generally be returned within approximately two days. Applicants who have submitted an application for preliminary review of qualification requirements and have passed may not modify their registration information or change to a different position. Applicants whose preliminary review of qualification requirements has not passed during the period from 18:00 on May 15 to 18:00 on May 16 may not change to a different position.
The scope of the preliminary review of qualification requirements includes identity information, educational credentials and degrees, field of study, vocational qualifications, political affiliation, work experience, and other matters. Applicants must provide supporting materials corresponding to the specific requirements of the position applied for, including as applicable: identity card, household registration booklet (personal page), proof of Party membership, diploma, driver's license, vocational skills qualification certificate, employment contract, labor contract, social insurance payment records, and other supporting materials. (Supporting materials must be in JPG format; where multiple items exist for the same condition, they must be merged into a single file; file size must be kept between 100 KB and 1 MB; please ensure that images are clear and legible when uploading.)
