China Coast Guard spokesperson Jiang Lue issued a statement on May 6 asserting that a Philippine Coast Guard unmanned aerial vehicle harassed the Chinese research vessel Xiangyanghong 33 while it conducted an ecological survey near Houteng Reef, and that CCG personnel responded in a lawful and professional manner. The statement follows an established CCG pattern of preemptively framing South China Sea incidents through official spokespeople to contest Philippine accounts and assert jurisdictional legitimacy over disputed features. The explicit reference to Houteng Reef and a named survey vessel adds granularity useful for tracking the geographic scope of Chinese maritime survey operations and the specific assets involved in contested-waters incidents.

Jiang Lue, spokesperson of the China Coast Guard, stated that on May 6, China's Xiangyanghong 33 vessel was conducting a routine ecological and environmental survey in waters near China's Houteng Reef. During this time, a Philippine Coast Guard Islander-type unmanned aerial vehicle deliberately approached and harassed the vessel. The China Coast Guard tracked, monitored, and handled the situation in accordance with laws and regulations to ensure the safety of Chinese vessel operations; the entire operation was professional and standardized. The Philippine side's relevant statements distort right and wrong and disregard the facts, in an attempt to confuse and mislead. We sternly warn the Philippine side to immediately cease illegal interference and smear campaigns. The China Coast Guard will continue to conduct rights-protection and law enforcement activities in waters under China's jurisdiction in accordance with the law, and take all necessary measures to ensure the safety of China's scientific survey operations and peace and stability in the South China Sea.
