Solving Grassroots Officers and Soldiers' Problems: Field Reimbursement Points Established at Field Training Sites
In early summer, He Ying, a procurement officer for a certain naval unit, walked out of a simple prefabricated room at a field training site with a relaxed expression, saying: "I never expected that reimbursement could be this convenient even when we're far from the garrison!" This prefabricated room is the field reimbursement point that the unit has specifically set up this year to solve the problem of "reimbursement difficulties" (报销难) faced by grassroots officers and soldiers during field training.
The unit spends several months each year on field training. Because the training sites are far from the headquarters garrison, reimbursement has become a longstanding and intractable problem (老大难) in logistics support. Previously, routine company- and platoon-level procurement could not be handled through public account transfers, requiring officers and soldiers to pay out of pocket first and then seek reimbursement against receipts afterward. To address this problem, before this year's field training mission commenced, the unit's headquarters planned ahead and took proactive action, treating the establishment of a normalized field reimbursement point as a priority task in serving the troops. The finance department submitted advance special requests to higher authorities and filed an implementation plan for establishing a dedicated reimbursement network in the field. Working in coordination with communications, security, and other departments, they overcame practical difficulties including unstable field network signals and the high difficulty of laying cables, and extended the dedicated finance network directly to the front-line training sites.
Now, officers and soldiers can complete processes such as receipt scanning and online review at their training locations, with the entire process efficient, secure, convenient, and smooth.
