Typical Cases of Using AI to Produce and Disseminate Military-Related Disinformation

Chinese military functional departments, acting jointly with the Cyberspace Administration of China under the 2026 Special Campaign for Governance of the Online Military-Related Ecosystem, have published a named-case notice identifying at least seven accounts — including 'Hou Ji Bo Fa,' 'Ming Feng,' and Kuaishou account 'Feng Can' — penalized for using AI to fabricate military narratives, synthesize deepfake-style videos of uniformed personnel, and produce parody content targeting Ministry of National Defense spokespersons and named public figures such as the 'Most Beautiful Female Pilot.' The notice documents the PLA's institutional framing of AI-generated content as a reputational and information-environment threat requiring coordinated civil-military enforcement, extending a visible pattern of the military using public case notifications to deter civilian platform behavior. The specific categories of violation — traffic-driven fabrication, AI uniform synthesis, and public-figure parody — provide a baseline taxonomy of how Chinese authorities are currently defining actionable military-related disinformation under this campaign.

Since the launch of the 2026 Special Campaign for Governance of the Online Military-Related Ecosystem (2026年网络涉军生态治理专项行动), military functional departments, in conjunction with the Cyberspace Administration of China, have strictly rectified the use of AI to produce and publish military-related disinformation that misleads public perception and damages the image of the military. A number of accounts in violation of laws and regulations have been handled in accordance with the law. Typical cases are hereby notified as follows.

I. Using AI to fabricate false military-related stories. Online accounts "Chu Qing" and "Huang Xian 1000 Fen Challenge" used AI to generate stories of "a pregnant woman crying over her husband's death while carrying out a military mission, soliciting likes and reposts" to drive traffic and build followings. Online accounts "Da Long Mama" and "Yan Zi" used AI to generate stories of "a child growing taller after taking supplements and fulfilling their wish of being admitted to a military academy," fabricating military-related hooks to market advertisements for height-increasing health products.

II. Using AI to synthesize vulgar military-related videos. Online account "Hou Ji Bo Fa" used AI to produce videos of individuals in military uniforms, publishing content such as "aiming a gun at the person filming and threatening to shoot" and "a soldier holding a merit certificate and performing a suggestive dance." Online account "Tang Tang Bai Huo Pu" used AI to produce a video of "a Chinese frontline war correspondent reporting from the front lines, soliciting likes," misleading netizens' perception.

III. Using AI to demean military-related public figures. Online accounts "Ming Feng" and Kuaishou account "Feng Can" used AI to produce parody videos of Ministry of National Defense spokespersons, the "Most Beautiful Female Pilot," and other military personnel to attract followers and drive traffic, damaging the image of the military and its servicemembers.

2026年网络涉军生态治理专项行动启动以来,军队职能部门会同中央网信办从严整治利用AI制作发布涉军虚假信息,误导公众认知,损害军队形象问题,依法处置一批违法违规账号。现将部分典型案例通报如下。 一、利用AI编造虚假涉军故事。网络账号“楚晴”“黄仙1000芬挑战”AI生成“孕妇哭诉丈夫执行军事任务牺牲,求点赞转发”故事引流起号。网络账号“大龙麻麻”“艳子”AI生成“孩子吃了补品后个头长高了,如愿以偿考上军校”故事,编造涉军噱头为增高保健品广告营销。 二、利用AI合成涉军庸俗视频。网络账号“厚积薄发”AI制作着军装视频,发布“持枪瞄准拍摄者并威胁开枪”“军人抱着立功证书热舞”等内容。网络账号“糖糖百货铺”AI制作“中国战地记者在前线报道,求点赞”视频,误导网民认知。 三、利用AI丑化涉军公众人物。网络账号“洺锋”、快手号“疯惨”AI制作国防部新闻发言人、“最美女飞行员”等军队人员的恶搞视频吸粉引流,损害军队军人形象。
