Organizational Capacity Is Combat Capability

A lengthy political-work essay in what appears to be a PLA official publication argues that 组织力 (organizational capacity) is itself a form of combat capability, anchoring the argument in historical cases from the Korean War, the War of Liberation, and the advance into Tibet before pivoting to the January 2026 case investigations of CMC Vice Chairman Zhang Youxia and CMC member Liu Zhenli as evidence that anti-corruption enforcement is integral to organizational strength. Organizational Capacity Is Combat Capability

The Party's strength comes from organization; when organization is strong, the military is strong. The foundation of the strength of the military's Party organizations lies in organizational capacity (组织力). Organizational capacity is the ability of the Party to accumulate energy and release effectiveness by relying on its own organizational system; it occupies a critical position among the Party's comprehensive capabilities and is a force multiplier for Party strength.

Chairman Xi pointed out at the Central Military Commission (CMC) Conference on Party Building: "Strengthen the organizational system of our military's Party organizations, and enhance the leadership capacity, organizational capacity, and execution capacity of Party organizations at all levels." Chairman Xi's series of important statements on strengthening Party organization construction profoundly elaborates on the great significance of strengthening our military's Party organization construction, fully reflects the major role of organizational capacity in combat capability, and holds important guiding significance for directing Party organizations at all levels to further enhance organizational capacity.

Strong and powerful Party organizations are where our military's advantages lie and where its strength resides. In striving to build a centenary military and advance toward a world-class military, Party organizations at all levels in the military must give full play to their functions and roles, continuously maximize organizational strength, provide strong organizational guarantees for improving the combat capability of the troops, and transform the Party's political advantages and organizational advantages into advantages for achieving victory.

I

Shangganling is two small highlands on the southern slopes of Wushengshan on the Korean Peninsula. In early summer, the area is lush with vegetation, wildflowers blanketing the hills — a scene of extraordinary beauty.

Seventy-three years ago, this place was called "the Verdun of the Korean War" by the Associated Press. After the Battle of Shangganling was launched in the early morning of October 14, the "United Nations" forces bombarded the positions of the Chinese People's Volunteer Army (CPVA) defending Shangganling at a rate of six artillery shells per second.

Comrade Qin Jiwei, who commanded the Battle of Shangganling, wrote in his diary that day: "This day is yet another day of burning anxiety in my life. The enemy suddenly launched an offensive, unprecedented in scale and ferocity of firepower."

At the time, the "United Nations" forces deployed more than 300 large-caliber artillery pieces, more than 170 tanks, and more than 3,000 aircraft sorties, pouring more than 1.9 million artillery shells and more than 5,000 bombs onto 3.7 square kilometers of land, shaving nearly two meters off the tops of the two hilltops.

During the fighting, the 8th Company of a certain CPVA unit established a "tunnel provisional Party branch (坑道临时党支部)." Under the leadership of the Party branch, officers and soldiers could not be broken or blown apart; in the desperate situation of being cut off from food and water, they held the tunnel position for 14 days and nights, were wiped out three times and rebuilt three times, ultimately annihilating more than 1,700 enemy troops. The battle flag, riddled with 381 bullet holes, continued to fly atop the main peak of Shangganling, creating a miracle in the history of positional defense warfare in the world.

In response, someone composed this poem: "Before Wushengshan the battle fires burn red, / Smoke and gunpowder roll and lock the long sky. / Positions crumble but the men do not scatter, / The Party branch stands firm within the tunnel. / Broken bodies still contend to kill the enemy, / Hot blood still blazes to repay the Party's cause. / One red flag dense with bullet holes, / Loyal hearts forever illuminate ten thousand towering peaks."

Looking back at Party history and military history, it is not difficult to find that the role of Party organizations has been consistently demonstrated. During the First United Front period, our Party established Party organizations within the armed forces; at the Nanchang Uprising, our Party explicitly proposed that within the uprising troops "the Party organization is the root of all organizations (党的组织是一切组织的根源)"; at the Sanwan Reorganization, our Party pioneered "establishing Party branches at the company level (支部建在连上)"; at the Gutian Conference, our Party explicitly required that Red Army Party committees at all levels become "the nucleus of leadership (领导的中枢)"… Practice has proven that tight organization is the Party's glorious tradition and unique advantage, and the inherited treasure that has carried the People's Army from victory to victory. It is precisely by relying on a strong organizational system that Party leadership has been ensured to cover the entire military, reach down to the grassroots, and reach down to officers and soldiers, uniting the People's Army into "a solid piece of hard steel," and establishing great historical achievements for the Party and the people.

The strength of organization is often rooted in a deep theoretical foundation. Marx and Engels held that the proletariat should "unite into a closely knit, battle-ready, and organized class." Lenin put it more plainly: "In the struggle for political power, the proletariat has no weapon other than organization."

Since the 18th National Congress of the Party, the Party Central Committee, the CMC, and Chairman Xi have consistently grasped Party organization construction as the foundation and key, systematically concentrating advantages and driving through to strengthen organizations, strengthen functions, and strengthen the ranks, forging the People's Army into an unbreakable community of faith and an invincible combat collective. At the CMC Political Work Conference, Chairman Xi distilled the strategy of political army-building (政治建军) in the new era into "ten clarifications (十个明确)," of which "clarifying that the Party's strength comes from organization, and that the troops' cohesion and combat capability come from organization" is one important item.

At present, in fighting the hard battle to achieve the centenary goal of army building, there are still many "snow mountains" and "grasslands" to cross, and many "Loushan Passes" and "Lazikou Passes" to overcome. This requires us to forge strong and powerful military Party organizations, run the Party's will and propositions through all fields and the entire process of military construction, use the centripetal force and rallying power of organization to gather the mighty combined force of unity of purpose and fortitude in the face of difficulties, and transform the Party's political advantages and organizational advantages into powerful forces for advancing the cause of military strengthening.

II

Party organizations at all levels in our military are political organizations; improving organizational capacity must begin with improving political capability. Chairman Xi has explicitly stated: "Among the various capabilities required for cadres to do their work well, political capability comes first." The strength or weakness of political capability is the primary indicator for measuring the political level, Party spirit, and sense of the overall situation of Party member leading cadres, and is closely related to the effectiveness with which they perform their duties and their conduct in office.

— Enhancing organizational capacity by improving political discernment (政治判断力).

In December 1947, the Nationalist Party still controlled many of China's major cities, held military superiority, and had American aid; many people believed our military could not prevail. However, Comrade Mao Zedong pointed out in his report "The Present Situation and Our Tasks": "The Chinese people's revolutionary war has now reached a turning point… This is a historical turning point. It is the turning point from the development to the elimination of Chiang Kai-shek's twenty years of counter-revolutionary rule. It is the turning point from the development to the elimination of more than one hundred years of imperialist rule in China." Military experts have noted that this judgment penetrated appearances to grasp the essence, was a model of strategic foresight, and laid a solid political and ideological foundation for the decisive victory in the War of Liberation.

At present, the struggle in the ideological domain is sharp and complex, various ideas are converging and clashing, and values are pluralistic and diverse. Party organizations at all levels should continuously improve political discernment, be adept at conducting strategic, systematic, and forward-looking research and planning, and ensure that on major issues and at critical junctures their minds are especially clear and their eyes especially sharp. They must be adept at discovering political problems within routine affairs, transcend the thinking of mere routine management (事务主义思维), and guard against observing and analyzing problems in isolation. They must see the essence behind phenomena and the problems behind problems, be adept at perceiving problems and assessing situations from a political vantage point, and ensure that they navigate without losing their bearings and think clearly without veering off course.

— Enhancing organizational capacity by improving political comprehension (政治领悟力).

On July 23, 1947, the Party Central Committee telegraphed orders to the Liu-Deng Army, which had just experienced fierce fighting, to "resolve to abandon the rear and, in a march of half a month, drive straight out to the Dabie Mountains." The Party Committee of the Shanxi-Hebei-Shandong-Henan Field Army comprehended this order from the Party Central Committee as follows: this was not an ordinary strategic shift, but a "throat-seizing sword thrust (一剑封喉)" of strategic counteroffensive — that is, driving straight into the heart of Central China, threatening Nanjing and Wuhan, drawing enemy forces back to defend, and relieving pressure on northern Shaanxi and Shandong. In Comrade Deng Xiaoping's words, it was: "Strategic counteroffensive — the Second Field Army is shouldering a heavy burden. As the old saying goes: qualified."

"Knowing that the past cannot be remonstrated, one knows that the future can still be pursued." In today's world, the connection between military affairs and politics is ever closer, the influence and constraints of political factors on war are ever more prominent, and the political nature, policy sensitivity, and sensitivity of military struggle have significantly increased. For Party organizations at all levels to improve political comprehension, they must consciously arm their minds with the Party's innovative theories, truly master the powerful spiritual weapon for understanding and transforming the world, be adept at integrating work in all fields and at all posts of national defense and military construction into the grand chessboard of the Party and state's undertakings, and comprehensively improve the strategic capability to defend national sovereignty, security, and development interests.

— Enhancing organizational capacity by improving political execution (政治执行力).

In August 1950, the advance company entering Tibet (进藏先遣连) unswervingly implemented the orders of the Party Central Committee, setting out on foot from Yutian in Xinjiang, trekking thousands of li, crossing the Kunlun Mountains and the Gangdise Mountains, and advancing into the northern Tibetan Plateau. In the brief span of one year of advancing into and garrisoning northern Tibet, 63 officers and soldiers of the entire company were gloriously sacrificed. In August 1951, the advance company and follow-on forces finally planted the Five-Starred Red Flag on the Ali Plateau. To commend the achievements of the advance company, the Northwest Military Region issued a telegram on January 30, 1951, conferring the honorary title "Heroic Company of the Advance Force Entering Tibet (进藏先遣英雄连)" and recording a major merit citation for each of the 136 officers and soldiers of the entire company.

Whether one upholds politics and whether one has execution capacity tests Party spirit cultivation, reflects political quality, embodies ideological conduct, manifests a sense of responsibility and commitment, and reflects loyalty and sense of mission toward the Party and the military's cause. For Party organizations at all levels to improve political execution, they must have both the high degree of political consciousness to accurately grasp the intentions of higher authorities and to think and act within the framework of the overall situation, and the political attitude and solid capability to resolutely implement decisions and deployments without deviation — ensuring that wherever the Party points, one resolutely strikes; whatever the Party calls for, one resolutely does well; whatever the Party does not permit, one resolutely does not do — guaranteeing that the decisions and instructions of the Party Central Committee, the CMC, and Chairman Xi are implemented and produce results.

III

The Party's organizational life meetings (组织生活会) are an important means of improving Party members' consciousness in implementing the Party's line, principles, and policies; enforcing organizational discipline; correcting improper conduct; and improving and strengthening Party leadership.

The "Several Guidelines on Intra-Party Political Life Under the New Situation (关于新形势下党内政治生活的若干准则)" adopted at the Sixth Plenary Session of the 18th Central Committee of the Party proposed: "Party organizations must strictly implement the organizational life system, ensuring that the Party's organizational life is regular, earnest, and solemn." In striving to build a centenary military and advance toward a world-class military, Party organizations at all levels must place improving the quality of the Party's organizational life in a more prominent position, deepen the management and governance of the Party through strict enforcement of the Party's organizational life system, and continuously enhance organizational capacity.

Enhancing organizational capacity through strict implementation of the system.

One day during the War of Resistance Against Japan, Comrade Zhu De's old ailment flared up and he could neither sit nor lie comfortably; just as he was preparing to seek medical treatment, he received notice to attend a Party small-group activity. Without a second word, he immediately cancelled his plan to go to the hospital. Those who knew Zhu De well knew that he had long since made taking the lead in attending all types of Party meetings a lifelong organizational discipline that he must practice — never arriving late, never leaving early.

"Those who are certain to win in battle do so because their laws and measures are thorough (战而必胜者,法度审也)." Systems are the standard for behavior; behavior is the expression of systems. The Party's organizational life system is an important vehicle for the broad membership to strengthen faith and purify thought. Practice enlightens us: if intra-Party life slackens by an inch, the Party membership ranks scatter by a foot. To improve organizational capacity, all levels must strictly implement the various organizational life systems, promote the regularization, standardization, and institutionalization of the Party's organizational life, and continuously enhance the political nature, contemporaneity, principled nature, and combativeness (战斗性) of intra-Party political life. Attendance registration, make-up study, and other mechanisms must be improved, making strict enforcement of the Party's organizational life system a hard rule, and truly giving full play to its role in tempering Party spirit and consolidating the foundation.

Enhancing organizational capacity by carrying forward the spirit of struggle (斗争精神).

Comrade Zhou Enlai was usually very amiable with everyone, but he was no "peacemaker." At one organizational life meeting, in response to the situation of some cadres "spending more time sitting in offices and less time going to the grassroots, listening to more reports and less to the opinions of the masses," he criticized a leader by name, saying that his "investigations were perfunctory, his problem-solving was evasive, and he was a typical example of bureaucratism," and demanded rectification within a set time limit with a report on improvements at the next organizational life meeting.

Comrade Mao Zedong pointed out in "On Contradiction (矛盾论)": "The opposition and struggle between different ideas within the Party are a constant occurrence… Without contradiction and the ideological struggle to resolve contradiction, the life of the Party would come to an end." Carrying forward the spirit of struggle is an important path to improving Party organizational capacity. Party organizations at all levels must carry forward the spirit of struggle in conducting organizational life, placing "daring (敢)" at the forefront — that is, daring to struggle resolutely to the end in defense of truth, daring to scrape the bone to cure the poison (刮骨疗毒) in the cause of self-revolution, and daring to speak frankly in criticism in the interest of enhancing unity. In particular, erroneous thinking, unhealthy tendencies, and early signs of disciplinary violations must be corrected in a timely manner, making Party organizations combat fortresses that purge the turbid and promote the clear.

Enhancing organizational capacity by giving play to the exemplary role.

One day in 1944, Lin Boqu's old illness flared up and he was in great discomfort; just as he was preparing to seek medical treatment, he received notice to attend an organizational life meeting. Without a second word, he immediately cancelled his plan to go to the hospital. Those who knew Lin Boqu well knew that he had long since made taking the lead in attending all types of Party meetings a lifelong organizational discipline that he must practice — never arriving late, never leaving early.

"The wind forms above; customs are transformed below." Comrade Deng Xiaoping long ago warned: "If leading cadres do not set a good example, they cannot cultivate a good conduct in the troops, and combat capability will not emerge." Leading cadres' participation in organizational life is both acceptance of organizational supervision and setting an example for other Party members. Party member leading cadres at all levels must take the lead in participating in study and education, take the lead in conducting criticism and self-criticism, and take the lead in opening their hearts honestly to the organization. At the same time, Party secretaries and deputy secretaries must genuinely fulfill their duties and responsibilities, eliminate the phenomenon of leading cadres receiving "special treatment (特殊化)," and use their own exemplary actions to drive the strict implementation of organizational life and continuously improve organizational capacity.

IV

This is a glorious moment: on January 7, 2024, the Party Committee of the Navy's Nanchang was awarded the title "Model of the Times (时代楷模)" by the Publicity Department of the CPC Central Committee. This is a solemn proclamation: only with a Party committee capable of fighting and winning battles can there be troops capable of fighting and winning battles.

"How much do we think about war? What is lacking in our willingness to fight? How much do we know about being able to fight? Are we ready to win?" Since the Navy's Nanchang entered service in January 2020, the Nanchang's Party Committee has consistently focused on generating new-domain new-quality combat capabilities (新域新质作战能力), continuously enhancing the quality and effectiveness of Party organization leadership in war preparation and combat, transforming such self-questioning into a mirror for inspection and a battle drum urging the march forward. It has united and led all officers and soldiers of the ship to carry on the flame of heroism, deepen the pioneer spirit, accelerate the transformation for war readiness, forge a first-class benchmark, participated in more than ten major tasks of carrier formation combat readiness training, and pioneered multiple firsts in the history of the People's Navy.

If the military cannot win wars, everything amounts to nothing. The Nanchang has told us through its honors and achievements that the more information-based and intelligentized (信息化智能化) warfare becomes, and the more integrated joint operations become, the more a strong and powerful collective Party committee leadership is needed, and the more collective wisdom and strength must be fully brought into play.

Chairman Xi has emphasized: "For the troops to be capable of fighting and winning battles, the construction of Party organizations must be grasped as the foundation and key," and has required that "Party building in the military must revolve tightly around the ability to fight and win battles, becoming an enhancer and amplifier of combat capability."

To implement Chairman Xi's important instructions, in 2015 the "Opinions on Implementing the Combat Capability Standard in Party Committee Leadership Work (关于在党委领导工作中贯彻落实战斗力标准的意见)" explicitly required that the combat capability standard be implemented in Party committee leadership work, using rigid measures to make the combat capability standard firm and concrete. In 2023, the CMC's "Opinions on Comprehensively Strengthening Military Party Building Around Achieving the Centenary Goal of Army Building (关于围绕实现建军一百年奋斗目标全面加强军队党的建设的意见)" required strengthening the Party committee's unified and collective leadership, deepening and solidifying war preparation and combat focus, and urgently improving strategic planning and command capabilities.

Preparing for and fighting wars is the primary responsibility and main business of the military, and also the foremost duty of Party organizations. To improve the organizational capacity of Party organizations, efforts must be made to build strong Party committee teams that are skilled at planning for war, treat war preparation and combat as the Party committee's foremost duty, resolutely shoulder the political responsibility for war preparation and combat, improve the capability to grasp war preparation and combat, and run Party leadership through all fields and the entire process of war preparation and combat.

Resolutely fulfill the responsibility of leading in war. Preparing for and fighting wars is the primary responsibility and main business of the military; grasping and leading in war is the political responsibility of Party organizations at all levels. Party organizations at all levels must firmly establish the thinking of a combat force (战斗队思想), coordinate all work according to its contribution rate to combat capability, clearly establish work orientations, personnel use orientations, policy orientations, and public opinion orientations that are conducive to strengthening military training and war preparation, concentrate efforts to tackle difficult problems, and drive military struggle preparations deeper and more concrete through the genuine resolution of contradictions and problems.

Deeply study and thoroughly comprehend the methods of leading in war. Party organizations at all levels must keep a close eye on changes in technology, changes in warfare, and changes in the adversary, and conduct training and war preparation according to the mechanisms for achieving victory in modern warfare. Focus on key priorities, strengthen the Party committee's awareness of setting direction and grasping major issues, be adept at seizing the principal contradiction in complex and ever-changing battle situations, and place the focus on researching directional and overall major issues in operational planning. Adapt to the characteristics of accelerating joint operations processes and diversified participating forces, further optimize Party committee deliberation and decision-making rules, and continuously improve the timeliness and scientific quality of wartime Party committee decision-making.

Painstakingly forge the capability to lead in war. To answer well the "question of winning battles (胜战之问)" and the "question of value (价值之问)," one must first possess the capital to win battles and answer well the "question of capability (本领拷问)." Without the "diamond drill," one cannot do the "porcelain work." Only when committee members possess strategic quality, joint operations quality, command quality, and scientific and technological quality — understanding warfare, being skilled in strategy, and knowing how to command — and serve as role models in war preparation and combat, can they live up to the trust of the Party and the people and deliver an outstanding answer sheet on the ability to win in the new era.

V

A half-bodied strongman, wielding a hammer and chisel, splits open a boulder and sculpts himself. On Shenzhen's Lianhua Mountain, this sculpture named "Self-Improvement (自我完善)" is a vivid portrayal of our Party's courage in self-revolution to maintain purity and enhance combat capability.

The way to remain ever-green lies in the value of self-mastery. Courage in self-revolution and strict Party governance are the most distinctive character of our Party. Why can the Communist Party of China succeed? One important reason is that our Party has always maintained the political character of courage in self-revolution and strict Party governance.

Chairman Xi has profoundly pointed out: "To carry out well the great social revolution of upholding and developing socialism with Chinese characteristics in the new era, our Party must have the courage to carry out self-revolution and build the Party to be stronger and more powerful." We are such a large Party, with a glorious history and great achievements; the only thing that can defeat us is ourselves. To improve organizational capacity, Party organizations at all levels must treat comprehensive and strict Party governance (全面从严治党) as an important guarantee for improving self-revolutionary capability, and continuously advance national defense and military construction and development through the Party's purity and combativeness.

"The military wields guns; there must absolutely be no one in the military who harbors disloyalty to the Party, and absolutely no place for corrupt elements to hide." In late January 2026, the Party Central Committee decided to place Zhang Youxia and Liu Zhenli under case investigation for suspected serious disciplinary violations and illegal conduct, solemnly declaring the firm position that no matter who it is, no matter how high their position, anyone who engages in corruption will absolutely not be tolerated.

— Enhancing organizational capacity by building a system for punishing and preventing corruption. "Managing the many is like managing the few — it is a matter of organization and numbers (治众如治寡,分数是也)." Efforts must be made to exert force simultaneously, in the same direction, and comprehensively, always strengthening the deterrent force of "not daring to be corrupt (不敢腐)," the institutional constraining force of "not being able to be corrupt (不能腐)," and the educational and guiding force of "not wanting to be corrupt (不想腐)." At the same time, the "full-cycle management (全周期管理)" approach must be used to drive various measures to complement each other at the policy level, promote each other during implementation, and reinforce each other in terms of work results, striving to build a system for punishing and preventing corruption that addresses both symptoms and root causes, achieves comprehensive governance, combines punishment and prevention, and emphasizes treating the root cause — truly ensuring that those who intend to be corrupt dare not cross the line under high-pressure conditions, that those who dare to violate discipline find no opportunity under strict supervision, and that those whose thinking is not clean resist corruption and prevent degeneration through the cleansing of their souls.

Chairman Xi has emphasized that senior cadres must take the lead in restoring and carrying forward the fine traditions of our Party and military, set aside official airs, return to the true character of revolutionary soldiers, and let a new wholesome atmosphere become more prevalent in the troops. The fundamental things must be upheld; the traditional advantages must not be lost. Practice has proven that the Party's conduct is the Party's image, relates to the direction of people's hearts, and relates to the Party's life and death.

— Enhancing organizational capacity by promoting fine conduct (优良作风). Fine conduct is combat capability. All levels must persist in integrating fine conduct with the spirit of the times, unifying the consolidation of the foundation with the opening of new ground, grasping the dialectical unity of upholding the correct path and innovating, inheriting and developing, and being principled and creative, promptly studying new situations, resolving new problems, and summarizing new experiences, and endowing fine traditions with new contemporary content. The fine conduct of clean governance and the exercise of power in the public interest must be vigorously promoted; red-line awareness, bottom-line awareness, and forbidden-zone awareness must be strengthened; and an "indestructible body (金刚不坏之身)" of pure Party spirit, upright character, impartial conduct, clean style, and proper behavior must be forged.

In October 1948, on the eve of the Northeast Field Army's assault on Jinzhou, after the 68th Regiment of the 23rd Division of the 8th Column captured the outlying Xiaozijing Mountain position, due to carelessness, only one company was left to guard the position, and even the company commander had gone down the mountain on his own initiative to eat. Later, the enemy counterattacked and retook the position. After the position was lost, the 8th Column failed to report it in a timely manner. When Liu Yalou, then Chief of Staff of the Northeast Field Army, learned of this, he was furious: "Regardless of whether they are 'two-legged' or 'four-legged' (mounted commanders), they will be severely punished without exception! Not even the commander can escape!" To enforce military discipline, all relevant leaders received disciplinary action. After the iron discipline accountability, the officers and soldiers of that unit, spurred by shame to greater courage, recaptured the Xiaozijing Mountain position in one stroke.

To enhance organizational capacity through improving self-revolutionary capability, precise accountability must be strengthened. With power comes responsibility; with responsibility comes the obligation to bear it; failure of responsibility must be held accountable. A thousand mobilizations are not as effective as one accountability. Accountability is a "sharp sword," whose sharpness lies not only in the keenness of its blade but even more in the precision of its wielding. In practice, Party organizations and leading cadres at all levels must adhere to seeking truth from facts and conducting precise and scientific accountability, guarding against both lax accountability and the generalization of accountability, and through clarifying direction, establishing rules, rectifying conduct, and strengthening immunity, creating a healthy and upward-looking good environment and stimulating the enthusiasm of the broad ranks of officers and soldiers to work and forge ahead.

Whatever stage the Party and military's cause has reached in its development, Party building and organizational work must be advanced to that same stage. This year marks the 105th anniversary of the founding of the Communist Party of China, the inaugural year of the "15th Five-Year Plan (十五五)," and a critical year for fighting the hard battle to achieve the centenary goal of army building. Whether in terms of the situation and tasks, the blueprint and planning, or the duties and missions and practical requirements, all demand that all levels must do well in organizational construction.

On April 8, Chairman Xi delivered an important speech at the opening ceremony of the training course for senior military cadres of the entire military, emphasizing: deeply implement the thinking on strengthening the military in the new era, carry out ideological rectification (思想整风), deepen political consolidation training (政治整训), strengthen the revolutionary tempering of our military's cadre ranks, and always maintain the purity and glory of the People's Army.

组织力就是战斗力 ■范 晶 党的力量来自组织,组织强则军队强。军队党组织的力量,基础在组织力。组织力,是党依托自身组织体系积聚能量、释放效能的能力,在党综合能力中处于关键地位,是党的力量的倍增器。 习主席在中央军委党的建设会议上指出,“加强我军党的组织体系建设,增强各级党组织的领导力、组织力、执行力”。习主席关于加强党组织建设的一系列重要论述,深刻阐述了加强我军党组织建设的重大意义,充分体现了组织力对于战斗力的重大作用,对于指导各级党组织进一步增强组织力具有重要指导意义。 坚强有力的党组织,是我军的优势所在、力量所在。奋斗建军百年、奋进强军一流,军队各级党组织必须充分发挥功能作用,不断实现组织力量最大化,为提高部队战斗力提供坚强组织保证,将党的政治优势和组织优势转化为制胜优势。 一 上甘岭,是朝鲜半岛五圣山南麓的两个小高地。夏初的这里,草木葱郁,山花漫野,美不胜收。 73年前的这里,被美联社称为“朝鲜战争中的凡尔登”的上甘岭战役于10月14日凌晨打响后,“联合国军”以每秒钟6发炮弹的速度,对驻守上甘岭的中国人民志愿军阵地进行狂轰滥炸。 指挥上甘岭战役的秦基伟同志在当天的日记中写道:“这一天,是我一生中又一个焦虑如焚的日子。敌人突然发动进攻,规模之大,火力之猛,都是空前的。” 当时,“联合国军”投入了300余门大口径火炮、170余辆坦克和3000余架次飞机,在3.7平方公里的土地上倾泻了190多万发炮弹和5000余枚炸弹,高地两个山头几乎被削低了两米。 战斗中,志愿军某部8连组建了“坑道临时党支部”。在党支部的带领下,官兵打不垮、炸不烂,在断粮缺水的绝境中坚守坑道作战14个昼夜,3次打光3次重建,最终歼敌1700余人,被打出381个弹孔的战旗始终飘扬在上甘岭主峰,创造了世界阵地防御战史上的奇迹。 对此,有人这样赋诗:五圣山前战火红,硝烟漫卷锁长空。阵地崩摧人不散,支部屹立坑道中。残躯尚在争杀敌,热血犹燃报党功。一杆红旗弹孔密,丹心永照万峰崇。 回顾党史军史不难发现,党组织作用的彰显一以贯之。第一次国共合作时期,我们党就在武装力量中建立了党的组织;南昌起义,我们党明确提出起义部队中“党的组织是一切组织的根源”;三湾改编,我们党开创了“支部建在连上”的先河;古田会议,我们党明确要求红军的各级党委要成为“领导的中枢”……实践证明,组织严密是党的光荣传统和独特优势,是人民军队从胜利走向胜利的传家法宝。正是依靠强有力的组织体系,才确保了党的领导覆盖全军、直达基层、直达官兵,使人民军队团结成“一块坚硬的钢铁”,为党和人民建立了伟大的历史功勋。 组织的力量,往往根植于深厚的理论基础。马克思、恩格斯认为,无产阶级应“联合成一个紧密团结的、准备战斗的和有组织的阶级”。列宁说得更直白:“无产阶级在争取政权的斗争中,除了组织,没有别的武器。” 党的十八大以来,党中央、中央军委和习主席坚持抓好党组织建设这个基础和关键,体系聚优、贯通发力强组织、强功能、强队伍,把人民军队凝结成一个牢不可破的信仰共同体和无坚不摧的战斗集体。在中央军委政治工作会议上,习主席将新时代政治建军方略凝练概括为“十个明确”,“明确党的力量来自组织,部队凝聚力战斗力来自组织”是其中重要一条。 当前,打好实现建军一百年奋斗目标攻坚战,还有许多“雪山”“草地”要跨越,还有许多“娄山关”“腊子口”要攻克。这就要求我们必须锻造坚强有力的军队党组织,将党的意志和主张贯穿到军队建设的各领域、全过程,以组织的向心力感召力,凝聚起同心同向、攻坚克难的强大合力,把党的政治优势和组织优势转化为推进强军事业的强大力量。 二 我军党的各级组织是政治组织,提高组织力首先要提高政治能力。习主席明确指出:“在干部干好工作所需的各种能力中,政治能力是第一位的。”政治能力的强弱,是衡量党员领导干部政治水平、党性观念、大局意识的主要标志,与其履职尽责的成效、为官从政的表现密切相关。 ——通过提高政治判断力增强组织力。 1947年12月,国民党仍然掌握我国许多大城市,军力也占优,还有美国援助,很多人认为我军难以取胜。然而,毛泽东同志在《目前形势和我们的任务》的报告中指出,“中国人民的革命战争,现在已经达到了一个转折点……这是一个历史的转折点。这是蒋介石的二十年反革命统治由发展到消灭的转折点。这是一百多年以来帝国主义在中国的统治由发展到消灭的转折点。”有军事专家指出,这一判断穿透表象、抓住本质,是战略远见的典范,为解放战争决战决胜奠定了坚实的政治与思想基础。 当前,意识形态领域斗争尖锐复杂,各种思想交融交锋,价值观念多元多样,各级党组织应不断提高政治判断力,善于进行战略性、系统性、前瞻性研究谋划,做到在重大问题和关键环节上头脑特别清醒、眼睛特别明亮。善于从一般事务中发现政治问题,超越事务主义思维,防止就事论事观察问题、分析问题。要看到现象背后的本质、问题背后的问题,善于从政治高度洞察问题、研判形势,做到心明眼亮不迷航、头脑清醒不偏向。 ——通过提高政治领悟力增强组织力。 1947年7月23日,党中央电令刚刚经历激烈战斗的刘邓大军“下决心不要后方,以半个月行程,直出大别山”。对党中央的这一命令,晋冀鲁豫野战军党委是这样领悟的:这不是普通的战略转移,而是战略反攻的“一剑封喉”,即直插中原心脏,威胁南京、武汉,调动敌军回防,减轻陕北和山东的压力。用邓小平同志的话说,就是“战略反攻,二野挑的是重担,还是那句老话,叫做合格”。 “悟已往之不谏,知来者之可追。”当今世界,军事和政治的联系更加紧密,政治因素对战争的影响制约愈发突出,军事斗争的政治性、政策性、敏感性显著增强。各级党组织提高政治领悟力,必须自觉用党的创新理论武装头脑,真正掌握认识世界、改造世界的强大精神武器,善于把国防和军队建设各个领域各个岗位工作融入党和国家事业大棋局,全面提高捍卫国家主权、安全、发展利益的战略能力。 ——通过提高政治执行力增强组织力。 1950年8月,进藏先遣连不折不扣落实党中央命令,从新疆于田出发徒步跋涉千里,横跨昆仑山、冈底斯山,进军藏北高原,在挺进和驻守藏北的短短一年间,全连共有63名官兵光荣牺牲。1951年8月,先遣连和后续部队终于将五星红旗插上了阿里高原。为表彰先遣连的功绩,西北军区于1951年1月30日电令授予该连“进藏先遣英雄连”荣誉称号,并给全连136名官兵各记大功一次。 是不是讲政治、有没有执行力,检验党性修养,反映政治素养,体现思想作风,彰显责任担当,折射的是对党和军队事业的忠诚度和使命感。各级党组织提高政治执行力,既要有准确领会上级意图、在大局下思考和行动的高度政治自觉,又要有不折不扣坚决执行决策部署的政治态度和过硬本领,做到党指向哪里就坚决打到哪里,党叫干什么就坚决干好什么,党不允许干什么就坚决不干,确保党中央、中央军委和习主席决策指示落地落实、见底见效。 三 党的组织生活会,是提高党员贯彻执行党的路线、方针、政策的自觉性,严格组织纪律,纠正不正之风,改善和加强党的领导的一种重要方式。 党的十八届六中全会通过的《关于新形势下党内政治生活的若干准则》提出:“党组织要严格执行组织生活制度,确保党的组织生活经常、认真、严肃。”奋斗建军百年、奋进强军一流,各级党组织必须把提高党的组织生活质量摆在更加突出的位置,在严格党的组织生活制度中深化管党治党,不断增强组织力。 以严格制度落实提高组织力。 抗战期间的一天,朱德同志因为没被通知参加党小组活动,先后两次主动在党小组会上作检讨。第二次检讨中,朱德严肃认真地说:“参加组织生活、向组织汇报思想、交纳党费,是每个共产党员最起码的党性。” “战而必胜者,法度审也。”制度是行为的标准,行为是制度的表现。党的组织生活制度是广大党员强化信仰、净化思想的重要载体。实践启示我们,党内生活松一寸,党员队伍就散一尺。提高组织力,各级要严格执行各项组织生活制度,推动党的组织生活经常化、规范化、制度化,不断增强党内政治生活政治性、时代性、原则性、战斗性。要健全考勤登记、补课补学等机制,让严格党的组织生活制度成为硬规矩,真正发挥其锤炼党性、固本培元的作用。 以发扬斗争精神提高组织力。 周恩来同志平时对大家都很和蔼,但他并不是“和事佬”。一次组织生活会上,针对一些干部“坐机关多、下基层少,听汇报多、听群众意见少”的情况,他指名道姓批评一名领导“调研走过场,解决问题推诿,是典型的官僚主义”,要求限期整改并在下次组织生活会上汇报改进情况。 毛泽东同志在《矛盾论》中指出,“党内不同思想的对立和斗争是经常发生的……没有矛盾和解决矛盾的思想斗争,党的生命也就停止了”。发扬斗争精神,是提高党组织力的重要途径。各级党组织在开展组织生活中必须发扬斗争精神,做到“敢”字当头,即为坚守真理敢于坚决斗争到底,为自我革命敢于刮骨疗毒,为增进团结敢于直言批评。特别要对错误思想、不良倾向、违纪苗头及时纠治,使党组织成为激浊扬清的战斗堡垒。 以发挥示范作用提高组织力。 1944年的一天,林伯渠旧疾发作、坐卧难安,就当他准备去就医时,接到了参加组织生活会的通知。他二话没说,马上取消了去医院的计划。熟悉林伯渠的人都知道,他早已把带头参加党的各类会议作为终身必须践行的组织纪律,从来不迟到、不早退。 “风成于上,俗化于下。”邓小平同志早就告诫:“领导干部不做出好样子,就带不出部队的好风气,就出不了战斗力。”领导干部参加组织生活,既是接受组织监督,也是为其他党员作出示范。各级党员领导干部要做到带头参加学习教育、带头开展批评和自我批评、带头向组织坦诚交心。同时,书记、副书记要切实履职尽责,杜绝领导干部“特殊化”现象,以自身模范行动推动组织生活严格落实,推动组织力不断提高。 四 这是一个光荣的时刻:2024年1月7日,海军南昌舰党委被中共中央宣传部授予“时代楷模”称号;这是一个郑重的昭告:有了能打仗、打胜仗的党委班子,才有能打仗、打胜仗的部队。 “思战有几分?敢战差什么?能战会多少?胜战行不行?”海军南昌舰2020年1月入列服役以来,南昌舰党委坚持聚焦新域新质作战能力生成、持续增强党组织领导备战打仗质效,把这样的自我叩问化作检视的镜鉴、催征的战鼓,团结带领全舰官兵传承英雄薪火、厚植先锋底色,加速备战转型、锻造一流标杆,参与执行航母编队战备训练10余项重大任务,开创人民海军史上多个第一。 军队打不赢,一切等于零。南昌舰用荣誉和成绩告诉我们,越是信息化智能化战争,越是一体化联合作战,越需要党委坚强有力的集体领导,越需要充分发挥集体智慧和力量。 习主席强调,“部队要能打仗、打胜仗,必须抓好党组织建设这个基础和关键”,要求“军队党的建设必须紧紧围绕能打仗、打胜仗来展开,成为战斗力的增强剂和功放器”。 为贯彻落实习主席重要指示,2015年,《关于在党委领导工作中贯彻落实战斗力标准的意见》明确要求在党委领导工作中贯彻落实战斗力标准,以刚性措施推动战斗力标准硬起来、实起来。2023年,中央军委《关于围绕实现建军一百年奋斗目标全面加强军队党的建设的意见》,要求强化党委统一领导集体领导,抓深抓实谋战务战,加紧提高战略谋划和指挥能力。 备战打仗是军队的主责主业,也是党组织的第一要务。提高党组织组织力,必须着力建强善谋打仗的党委班子,把备战打仗作为党委第一要务,坚定扛起备战打仗的政治责任,提高抓备战打仗能力,把党的领导贯穿到备战打仗各领域和全过程。 坚决履行领战之责。备战打仗是军队的主责主业,抓战领战是各级党组织的政治责任。各级党组织必须树牢战斗队思想,按照对战斗力贡献率统筹各项工作,鲜明立起有利于加强练兵备战的工作导向、用人导向、政策导向、舆论导向,聚力攻坚破难题,以矛盾问题的真正解决推动军事斗争准备向深处走、往实里落。 深研悟透领战之法。各级党组织要紧盯科技之变、战争之变、对手之变,按现代战争制胜机理搞训练、抓备战。盯住关键重点,强化党委把方向抓大事意识,善于在纷繁复杂的战局中抓住主要矛盾,把着力点放到研究作战方向性、全局性重大问题上。适应联合作战进程加快、参战力量多元等特点,进一步优化党委议事决策规则,不断提高战时党委决策的时效性、科学性。 刻苦锤炼领战之能。要想回答好“胜战之问”“价值之问”,首先要具备能打胜仗的资本,回答好“本领拷问”。没有“金刚钻”,干不了“瓷器活”。班子成员只有具备战略素养、联合素养、指挥素养、科技素养,做到懂打仗、善谋略、会指挥,当好备战打仗的带头人,才能不负党和人民重托,交出新时代打赢能力的优秀答卷。 五 一个半身大力士,挥舞着锤头、凿子,劈开巨石、雕刻自身。深圳莲花山,这座名为“自我完善”的雕塑,是我们党勇于自我革命,以保持纯洁性、增强战斗力的生动写照。 常青之道,贵在自胜。勇于自我革命,从严管党治党,是我们党最鲜明的品格。中国共产党为什么能?一个重要原因是,我们党始终保持着勇于自我革命、从严管党治党的政治品格。 习主席深刻指出:“要把新时代坚持和发展中国特色社会主义这场伟大社会革命进行好,我们党必须勇于进行自我革命,把党建设得更加坚强有力。”我们这么大一个党,有着光荣的历史、伟大的成就,能打败我们的只有我们自己。提高组织力,各级党组织必须把全面从严治党作为提升自我革命能力的重要保证,以党的纯洁性战斗性不断推进国防和军队建设发展。 “军队是拿枪杆子的,军中绝不能有对党怀有二心之人,绝不能有腐败分子藏身之地。”2026年1月下旬,党中央决定,对张又侠、刘振立涉嫌严重违纪违法问题立案审查调查,郑重宣示不管是谁、不管职位多高,只要搞腐败就决不姑息的坚定立场。 ——构建惩防体系增强组织力。“治众如治寡,分数是也。”应坚持同时发力、同向发力、综合发力,始终强化“不敢腐”的惩治震慑力、“不能腐”的制度约束力、“不想腐”的教育引导力。同时,运用“全周期管理”方式推动各项措施在政策层面相互配合、在实施过程中相互促进、在工作成效上相得益彰,着力构建标本兼治、综合治理、惩防并举、重在治本的惩治和预防腐败体系,真正让那些意欲腐败者在高压态势中不敢越雷池半步、让那些胆敢违纪者在严格监管中无机可乘、让那些思想不廉洁者在灵魂洗礼中拒腐防变。 习主席强调,高级干部要带头恢复和弘扬我党我军优良传统,放下官架子、回归革命军人本色,让新风正气在部队更加充盈。根子上的东西要守住,传统上的优势不能丢。实践证明,党的作风就是党的形象,关系人心向背,关系党的生死存亡。 ——弘扬优良作风增强组织力。作风优良就是战斗力。各级要坚持把优良作风与时代精神融为一体,把固本和开新统一起来,把握好守正与创新、继承与发展、原则性与创造性的辩证统一,及时研究新情况、解决新问题、总结新经验,赋予优良传统新的时代内涵。要大力弘扬廉洁从政、秉公用权好作风,强化红线意识、底线意识、禁区意识,锻造党性纯正、为人刚正、处事公正、作风清正、品行端正的“金刚不坏之身”。 1948年10月,东北野战军攻打锦州前夕,八纵二十三师六十八团在攻下外围小紫荆山阵地后,由于疏忽大意,只留下一个连守阵地,而连长竟也擅自下山吃饭去了。后来敌人反扑,把阵地又抢了回去。阵地丢失后,八纵未及时上报。时任东北野战军参谋长刘亚楼得知后大怒:“不管是‘两条腿’,还是‘四条腿’(骑马的指挥员),严惩不贷!司令员也跑不了!”为严肃军纪,相关领导全部受到处分。铁纪问责后,该部官兵知耻而后勇,一举夺回了小紫荆山阵地。 通过提升自我革命能力增强组织力,必须强化精准问责。有权就有责,有责要担当,失责必问责。动员千遍,不如问责一次。问责是一把“利剑”,其利不仅在于刃之锋锐,更在于挥剑精准。实践中,各级党组织和领导干部要坚持实事求是、精准科学问责,既防止问责乏力,又防止问责泛化,通过明方向、立规矩、正风气、强免疫,营造健康向上的良好环境,激发广大官兵干事创业积极性。 六 路线决定方向,组织凝聚力量。 党和军队事业发展到什么阶段,党的建设和组织工作就要推进到什么阶段。今年是中国共产党成立105周年,是“十五五”开局之年,也是打好实现建军一百年奋斗目标攻坚战的关键一年。无论是形势任务、蓝图规划,还是职责使命、实践要求,都要求各级必须抓好组织建设。 4月8日,习主席在全军高级干部培训班开班式上发表重要讲话强调,深入贯彻新时代强军思想,开展思想整风,深化政治整训,加强我军干部队伍革命性锻造,始终保持人民军队纯洁光荣。 声如千骑疾,气卷万山来。如今的全军演训场,铁甲奔涌,战舰驰骋,战鹰呼啸,长剑引弓,全军精武强能热潮持续涌动,铺展开备战打仗的壮阔图景。 组织功能充分发挥,强军事业充满生机。新征程上,全军各级党组织一定会依靠严密的组织体系、强大的组织功能、独特的组织优势、磅礴的组织力量,进一步优化组织设置焕发新活力,完善法规体系释放新效能,强化功能作用引领新发展,真正把党的政治优势和组织优势转化为制胜优势,全力以赴打好实现建军一百年奋斗目标攻坚战,不断开创强军兴军新局面。
