编者按 随着现代化投送体系不断完善,我军持续推进战略运输体系建设,战略投送与综合保障能力实现新跨越。 如何让保障打赢的立体投送网越织越密,让部队跨区域、跨兵种投送的速度越跑越快? 近年来,联勤保障部队各级调度部门通过制度重塑打通军地衔接的“最后一公里”,设施升级直通战场保障链路,服务升级让投送保障既有力度更有温度。“区域型军代室”攥指成拳,运力通盘调配,“智能调度系统”精准发力,让信息流引领钢铁流跑出新的加速度。 今天,在祖国每一个交通枢纽点位上,军代表挖潜能、做优化、打基础,以一次次军事运输投送的效率突破,连点成线,织密网络。这张越织越密的立体投送网,正将强大的投送潜力转化为胜战实力,为制胜未来战场筑牢坚实根基。 记者调查 投送提速:铁流跨越万水千山 ■魏星 肖兵 解放军报记者 赖瑜鸿 某军代室开通“强军号”主题航线,保障新兵运输高效便捷。 “以前送新兵进疆入藏,一路转乘多种交通工具。如今‘强军号’航班一站直达,一日之内就可抵达天山脚下!”站在贵阳龙洞堡机场停机坪旁,望着整齐列队准备登机的新兵,南部战区某调度中心军代表黄财望语气里满是感慨。 近年来,该调度中心协调地方航空公司开通新兵运输航班,为新兵提供一站式投送保障。从辗转颠簸的铁路中转,到高效顺畅的航空直达,变化的不仅是运输方式,更是军事运输投送保障能力的全面跃升。 运输投送,连着战场、系着打赢。现代战争拼速度、比精准、靠联动,兵力投送快一分、物资转运畅一分,战场胜算就多一分。 面对军地衔接不畅、审批流程繁琐、设施节点不通等难题,该调度中心官兵主动破题:用制度改革打通堵点,用硬件升级连通断点,提升服务质效温暖兵心。一个个“慢环节”变成“快通道”,一个个“梗阻点”变成“顺畅点”,以实打实的效率提升,跑出运输投送“加速度”。 机制破局 从“跑断腿”到“一张表”,审批提速有实招 “没想到这次装备运输,从申请审批到批复如此之快!”陆军某旅运投科杨科长至今仍记得一次紧急投送经历。 当时部队因紧急任务提前结束驻训,上级要求在一周内完成返营归建。接到通知,杨科长心里直打鼓:“装备装载加固,需与多个铁路部门对接,还要上报材料、协调审批,以前至少要等一周……”事不宜迟,他立即协调军地单位推进任务。 翌日,负责对接保障的某调度中心军代表马晓虎主动上门,一句话让杨科长悬着的心落了地:“部队与铁路部门签订联合投送机制,跨地域铁路分局如今已实现信息互通,你们这趟任务只需一次提报、一次审批,全程一案通用。” 提交材料、系统核验……杨科长很快拿到批复。他连声感叹:“以前是办理审批流程‘跑断腿’,现在是申请、服务、批复‘一张表’,装备投送更高效!” 提速有招,源于军队运输投送部门解决问题、啃硬骨头的决心。 “针对任务部队反映较多的审批层级多、对接部门多、信息不互通等矛盾,我们与地方部门反复协调。”该调度中心领导认为,《军队运输投送条例》出台后,制度框架有了,但落实政策的“最后一公里”如何打通,还需建立新机制。 一场制度重塑拉开帷幕。该调度中心牵头与交通部门签订协议,将分散力量整合起来,搭建“一个议事协调机制、两个工作领导小组、两级联合指挥机构”,逐步理顺“谁牵头、谁配合、谁审批、多久办结”等内容;针对“装载方案在各铁路分局标准不统一”的难题,他们与铁路部门明确标准与流程,推行“一次测量、一案通用”思路,部队无需重复核验、重复审批。 “以前协调一趟任务,军代表材料递不停;现在有了固定机制、规范流程,大家按章办事、高效衔接,省力气、提效率。”已为任务部队服务12年的军代表陈晓翌,见证了机制创新带来的投送提速。 变化不止于此。查阅该调度中心年度运输规划论证编报发现,过去一次任务,军代表要对接20多家单位,如今流程优化,办理流程由核心单位“联合审、一起办”;针对各级战备拉动等紧急任务,开通绿色通道,急事快办、特事特办,确保部队一声令下、即刻出发。 “制度不是挂在墙上的条文,而是投送链条上提速增效的‘发动机’。”该调度中心领导表示,从“跑腿协调”到“机制赋能”,从“各管一段”到“攥指成拳”,各级真正拧成一股绳,运输投送的“提速链路”才能彻底打通。 部队在军地协助下开展铁水公多式联运装载。 路网升级 从“半截路”到“铁水通”,保障链路通战场 “过去装备下了火车,要通过公路运输到水路港口……如今路网升级,铁水公多式联运让装备运输跑出加速度。”执行完一次跨海投送任务,陆军某合成旅刘参谋感慨万千。 聊起以往任务经历,刘参谋感慨不已:“部队执行跨区驻训,铁路转公路、公路转水路,想申请交通管制,需与地方交通部门对接;途中路况复杂,装备颠簸损耗不说,部队机动速度也慢……” 随着国家路网建设升级,如今部队跨区投送模式变了。他介绍,这次执行跨海投送任务,军列直接开到港口附近,装备卸载、转载运输,一站直达。“从‘半截路’到‘铁水通’,部队机动顺畅高效,我们打赢底气更足了!”刘参谋说。 “运输投送卡不卡,关键看节点通不通;保障能力强不强,核心看路网连不连。”该调度中心领导介绍,过去军运设施老旧、枢纽衔接不畅,铁路通不到港口、公路接不到场站,成为制约军事运输投送的瓶颈。 战场需要什么,就建什么;部队哪里不便,就改哪里。该调度中心联合军地共同调研规划,把军事需求嵌入地方交通建设,一场“补短板、通梗阻、强网络”的铁水公多式联运硬件升级全面展开—— 路网向港口、码头、训练场、营区延伸,实现军运“抵边达海”;协调港口优化军用泊位、完善装卸设施,提升滚装快装快卸能力;推动关键路段增设军事运输标识、应急通道,保障部队机动优先通行;深化航空军地协同,开通主题航班、专属通道,兵力投送更快捷。 “多式联运更顺畅,部队投送能力上了快车道。”多次参与演训保障的军代表王邵龙感叹,“铁水公空”一体化保障网络越织越密,兵力投送、物资转运、装备输送的保障链路彻底贯通,军事战略投送能力迈上新台阶。 惠军保障 从“保运输”到“暖兵心”,保障有力度更有温度 “一张免费船票,暖到心坎上。”今年春节期间,驻海南某部队上士谢广元离岛返乡休假,在海港码头准备乘船时,意外收到了一份惠军礼物——不用排队、无需购票,凭有效证件即可优先登船。 这是该调度中心联合地方轮渡单位推出的“驻海南部队官兵乘船离岛免费”服务,让官兵在万家团圆之时感受到暖心出行保障。 “过去官兵离岛乘船需要提前购票、排队候船,遇到节假日客流高峰,往往一等就是大半天。”军代表黄慧政回忆,他在部队调研时,总有战友反映假期离岛“一票难求”。 他们积极对接地方,制订军人乘船免费方案,打通官兵便捷出行“最后一公里”。谢广元感慨道:“节省的只是船票费用,感受到的却是温暖服务,越来越多的惠军保障让我们坚定了守岛决心。” 该调度中心持续拓展保障范围,全面升级军供站服务保障模式,推出免费入住、免费餐饮、应急补给、医疗帮扶“一站式”服务,以实际行动擦亮“有困难,找军代”的服务品牌。他们与地方交通企业打造拥军地铁线路。从顺畅运输到尊崇服务,把惠军保障落到每一个细节、每一个环节,让运输投送的惠兵链路既有力度、更有温度。 从制度破冰到硬件提质,从服务暖心到向战而行,南部战区某调度中心以一次次投送提速的成功案例,打通军事运输投送的制度链、设施链、服务链。 “保障打赢没有终点,持续提速永不止步。”该调度中心负责人表示,他们将始终紧盯备战打仗需求,深化军地协同、强化科技赋能、优化服务保障,锻造拉得出、上得去、保得好、打得赢的胜战铁拳。 (图为周子扬、申雪琪摄) 军代表协助任务部队开展铁路装载。 权威解读 创新体制机制 掌握制胜先机 ——联勤保障部队某协调中心主任答记者问 ■庞瑜 解放军报特约记者 张彦昕 强大的投送能力,是抢占制胜先机、赢得战争主动的先决条件。必须加快投送力量、装备手段与交通基础设施建设步伐,实现投送能力全面跃升。围绕这一话题,解放军报记者与联勤保障部队某协调中心主任进行了交流。 记者:国家交通建设日新月异,军队现代化提质增速,军代表机构在改革中发生变化,意义是什么? 主任:意义是全面推动运输投送工作高质量发展。《军队运输投送条例》自2024年1月1日起施行,从体制机制、职能定位、组织流程等方面进行了系统规范,为提升投送质量效益提供了有力支撑。各级军代表机构立足战位,在演习演练和重大任务中进行有益探索,在构建智慧投送、立体投送、高效投送方面积累了经验。下一阶段,我们将持续聚焦备战打仗,坚持改革创新与体系设计,推动投送速度更快、效率更高、保障更好。 记者:日常工作中,这些探索是如何具体实践的? 主任:随着职能使命和支撑条件发生重大变化,我们的首要工作是深入调查研究,摸清辖区内任务部队与运输企事业单位的实力。在此基础上,结合日常管理建设和保障任务,加强硬件建设,推动联演联训联保,形成合力。 记者:近年来,我军战略投送建设发展带来了哪些变化? 主任:随着现代化投送体系不断完善,战略运输体系建设、重点方向投送效率持续提升,战略机动与综合保障能力实现阶段性跨越。体系重塑打造联合投送,多式联运健全立体网络,科技赋能推动精准保障。任务部队和官兵跨区机动花费的时间、精力大幅减少,更快的速度、更优的保障,更好地服务战斗力生成。 记者:针对制约投送能力的堵点,下一步如何打通? 主任:运输投送保障能力较改革前已有较大提高,但在运力潜能挖掘、多种运输方式统筹、资源网络布局优化等方面仍有提升空间。下一步,我们将积极引入新兴技术,加强运输投送实时动态感知、智能辅助决策和精准效能保障等能力建设。 新闻连线 关键词“区域型军代室” 铁路投送直达港区 ■林美娜 解放军报特约记者 张彦昕 东部某港口,夏风习习。东部战区某调度中心与地方交通运输部门一行人,深入港口腹地的铁路装卸载站点调研。 站台边,该调度中心黄参谋望着正在检修的铁轨,向专家发出疑问:“开展铁水联运,确保运输过程快速中转,这条铁路如何整修?”回到会议室,他们围绕如何在港口建设中嵌入军事投送需求,一条条提建议、一项项定措施。 这一幕,正是该调度中心着力构建立体投送网络,全面摸清辖区内装卸载能力的缩影。联合投送,离不开立体网格。然而过去“铁水公空”军代表各归各室、各管一摊,实现“立体”并不容易。 一位军代表回忆:“过去各级执行紧急任务,需要逐个对接不同职责军代室,各军代室职责急需整合。”编制体制调整后,各交通枢纽点位建起“区域型军代室”,将铁路、水路、航空、公路运力归于一室。从此,为任务部队跨区域投送规划路线、筹措运力不再是“各扫门前雪”,而是通盘考量、科学组织。 以铁水联运为例,“区域型军代室”牵头联合铁路部门和港口运营单位实地勘察,协调开通军事运输资质,完善装卸载保障能力;在港口开辟绿色通道,明确任务部队泊位优先、全程保障,织密无缝衔接的铁水公立体投送网格。 从“各自为战”到“攥指成拳”,“区域型军代室”让辖区内各类运力和装卸条件得以统筹协调、精准调配。如今,任务部队各型装备实现从铁路直达港区,就近卸载、快速装船,长距离公路倒运逐步成为过去式。陆军某旅一位连长完成装载任务后感慨道:“运输少中转,部队少跑路,保障一站达。” 目前,随着“区域型军代室”建成投用,立体投送网格越织越密。该调度中心注重动态收集部队保障需求,同步摸排铁路、水路、航空、公路的保障能力,正如一位军代表所说:“供需哪里不对称,就及时协调哪里,迅速打通堵点卡点,逐步优化升级立体投送网格,确保部队高效抵达任务地域。” 关键词“智能调度系统” 新兵乘高铁奔赴部队 ■郭晨 解放军报特约记者 张彦昕 清晨,延安火车站响起检票广播,一队身着戎装、胸佩红花的新兵背上行囊,登上高铁,奔赴军营。 中部战区某调度中心延安军代室军代表吴培感慨,这是延安站首次开启高铁新兵运输,新兵当日抵达目的地。往年走同一方向,只能坐普速列车到西安再中转换乘,投送效率不高。 变化的背后,既有西延高铁开通的支撑,更有一套智能调度控制系统的精准发力。该调度中心高参谋介绍,这套系统能实时抓取铁路、航空、水路的运力数据,第一时间掌握最新动态,同步根据部队需求科学制定运输计划,辅助生成保障方案。 今年新兵运输,该调度中心提前对接需求、摸清运力底数,新增使用20余个车站和2个机场,有效减少公铁转运矛盾。新兵乘坐高铁动车组的比例超90%,公路、铁路间反复换乘的情况明显减少。 在某运输调度值班室,记者看到,该系统把线路图搬上屏幕,车站存车情况和保障能力一目了然,右上角还闪烁着预警信息。“能够实现预警,靠的是动态数据抓取和态势智能分析。”负责系统研发的苗参谋说,它能从铁路实时信息中,精准锁定在途军事运输计划,自动补全到达各点位的时间。 过去,每名成熟的调度值班员都得在脑子里装一张“活地图”,线路、装卸能力、枢纽通行状况全靠经验积累。任务高峰期,为掌握实时状态,需要反复电话核准情况,信息反馈滞后,很难第一时间处置异常。 “如今,依托这套系统,调度值班的重心正从‘找信息’向‘优决策’转移。”吴培说,它还能根据任务部队需求或交通情况,自动推演保障任务、规划运行路径、生成保障方案,值班员则集中精力优化方案,运输投送效率随之不断提升。 当信息流真正跑起来,运输投送便插上了智慧翅膀。“把运能潜力转化为保障力,就是为战斗力筑基。”该调度中心领导介绍,目前他们正探索用系统完成运力统筹、自动生成值班日志,让各级调度员进一步从数据查找统计中解放出来。
