Socialized Support for Logistics Across the Entire Military Presents a New Transformation Trend

The CMC Logistic Support Department has institutionalized a shift in PLA logistics from organic military supply to contracted civilian provision, covering food, clothing, utilities, medical care, transportation fuel, and vehicle support across all garrison levels, with a professional ethics lecture series now standardizing conduct for personnel managing these contracts. The article documents the institutional problem this reform was designed to solve—PLA units historically tied down administrative and logistical overhead that degraded combat readiness—and confirms that the 'self-built and self-sufficient' model has been formally abandoned in favor of state-directed, market-executed contracting. The emphasis on anti-corruption standards across bidding, evaluation, and disbursement in the same breath as expanded civilian access to garrison infrastructure raises the question of whether procurement integrity failures have already emerged as the reform scales.

Recently, a reporter learned at a lecture on professional ethics standards for personnel engaged in integrated logistics development across the entire military that, owing to the broad participation of social forces, socialized logistics support across the entire military is presenting a new transformation trend.

In recent years, logistics departments at all levels across the entire military have continuously advanced the integrated development of socialization in the logistics domain, steadily divesting the military of non-core support functions, and driving the transformation of military logistics support from "self-built and self-sufficient" to "state-led, socially participated, and market-operated," freeing units from logistics affairs so they can better concentrate on training for war.

Changes in the daily lives of officers and soldiers reflect the results of this transformation. In the area of food support, with the assistance of local logistics and transportation, officers and soldiers at remote outposts can now eat fresh leafy vegetables. In the area of clothing and equipment support, personal uniforms and equipment for officers and soldiers are delivered to garrison areas through local logistics distribution. In the area of living environment, local property management companies have been introduced to provide services in military garrison areas, and water, electricity, gas, and heating at remote garrison areas are progressively achieving municipal-level supply. In the area of medical services, through the signing of medical contract agreements, officers, soldiers, and their family members stationed far from military medical institutions can seek treatment at nearby local public hospitals. The policy of legally mandated priority for military personnel has been implemented, with legally mandated priority lanes and windows for military personnel opened at civil aviation airports, railway passenger stations, road bus stations, and major ports nationwide.

At the same time, pilot explorations in logistics and transportation, fuel support, new energy applications, and diversified support for official vehicles have been successively deployed and launched across various units, with high-quality local support resources continuously converging on military garrisons.

A responsible official from the relevant department of the Central Military Commission Logistic Support Department stated that, with respect to the various social entities participating in military logistics support, they adhere to the principle of fairness and impartiality, applying a single consistent standard throughout every link—including requirements demonstration, bidding and evaluation, contract signing, acceptance and assessment, and fund disbursement—to ensure scientific allocation of resources and clean cooperative relationships, and to continuously enhance the mutual support benefits between social productive forces and logistics support capabilities.

解放军报讯 胡旭亮、记者孙兴维报道:“不同品类的食材由产地运送到部队,从采购源头到端上餐桌全程可溯。”近日,记者在全军后勤融合发展从业人员职业道德规范宣讲会上了解到,得益于社会力量的广泛参与,全军后勤社会化保障呈现转型新态势。 近年来,全军各级后勤部门持续推进后勤领域社会化融合发展,不断剥离军队非核心保障职能,推动军队后勤保障从“自建自足”向“国家主导、社会参与、市场运作”转型,让部队从后勤事务中解脱出来,更好集中精力练兵备战。 广大官兵日常生活的变化,体现出这场转型的成效。饮食保障方面,借助地方物流运输,偏远哨所官兵也能吃上绿叶蔬菜。被装保障方面,官兵个人被装通过地方物流配送到营区。居住环境方面,部队营区引入地方物业公司提供服务,偏远营区水、电、气、暖逐步实现市政化供应。医疗服务方面,通过签订医疗合同协议,远离军队医疗机构的官兵及其家属,可就近到驻地公立医院就诊。军人依法优先政策得到落实,全国运输机场、铁路客运站、公路汽车站及重要港口,开设军人依法优先通道和窗口。 同时,物流运输、油料保障、新能源应用、公务用车多元化保障等试点探索在各部队陆续部署展开,地方优质保障资源不断向军营汇聚。 中央军委后勤保障部有关部门负责人表示,对参与军队后勤保障的各类社会主体,他们坚持公平公正原则,在需求论证、招标评审、合同签订、验收评估、资金拨付等各环节,坚持一把尺子量到底,确保资源配置科学、合作关系清爽,不断提升社会生产力与后勤保障力之间的双向支撑效益。
