Battlefield execution is the bridge connecting operational intent with operational effectiveness, and battlefield execution capability is an important measure of a military force's combat power. Under the conditions of informatized and intelligentized warfare (信息化智能化战争), the battlefield space has expanded across all domains, the tempo of operations has accelerated unprecedentedly, and systems-based confrontation (体系对抗) has grown increasingly intense — all of which present entirely new challenges to improving battlefield execution capability. Focused on winning future wars, battlefield execution capability can be improved across three dimensions: optimizing execution standards, advancing capability generation, and ensuring logistical support — thereby seizing battlefield initiative through the efficient accomplishment of all assigned tasks.

Establish battlefield execution standards that combine rigidity with flexibility. Execution standards are the foundation upon which battlefield execution rests, and their soundness directly determines the quality and effectiveness with which tasks are completed. Modern warfare is full-domain confrontation, and deviations at any link may produce effects on the overall situation; at the same time, the ever-changing battlefield situation demands that forces possess rapid adaptability. It is therefore necessary to establish battlefield execution standards that combine rigidity with flexibility, ensuring that all combat units respond flexibly and exploit the situation as it develops, on the basis of coordinated action. On one hand, the rigid constraints of execution standards must be reinforced: standardized operating manuals covering the entire operational process should be formulated, the responsibilities, authorities, and courses of action at each echelon and the requirements for coordination should be clearly defined, and operational tasks should be broken down into specific, quantifiable, and traceable indicators, ensuring that all orders are carried out in practice. On the other hand, execution standards must be given an appropriate degree of flexible space: authorities for on-the-spot handling (临机处置权限) should be clearly defined, the floor of "must do" and the range of "may do" should be delineated, only principled requirements should be imposed on macro-level operational objectives, and tactical means at the micro level should be decided autonomously by each executing unit — continuously improving the capability and level of forces to accomplish tasks creatively within the framework of established standards.

Implement a capability generation model based on the integration of all elements. Training is an important means of improving battlefield execution capability; the closer the training environment is to reality and the closer the training difficulty is to actual combat, the greater the effect on improving battlefield execution capability. It is therefore necessary to continuously deepen combat-realistic exercises and training (实战化演训) and implement a full-element, integrated capability generation model. At the practical level: strengthen joint training by establishing a normalized joint training mechanism, organizing multi-service and multi-branch coordinated training around joint operational tasks, and enhancing forces' systems-based confrontation capability; employ advanced technology to simulate complex electromagnetic, geographic, and enemy-situation environments, construct realistic battlefield training environments, set no predetermined scripts and prescribe no fixed procedures, increase the randomness and uncertainty of training, and temper forces' hard capabilities through autonomous adversarial exercises. At the same time, a scientific training evaluation system must be established to measure training outcomes against actual-combat standards, identify hidden problems in a timely manner, study and develop improvements as quickly as possible, and continuously improve training quality and effectiveness.

Build a precise and resilient logistical support system. Logistical support is the essential foundation of battlefield execution; without sound support, even the clearest plans and the most advanced equipment will be hard-pressed to give full play to their potential. Modern warfare is high-attrition warfare (高消耗战争), characterized by large material requirements, high time-sensitivity demands, and a wide range of required material categories. Under these conditions, building a precise (精准化) and resilient (韧性化) logistical support system is essential to enabling forces to efficiently accomplish all assigned tasks. First, a full-domain logistical information system must be established to monitor material requirements, inventory status, and transportation conditions in real time, optimize allocation plans through big-data analysis, and achieve on-demand delivery and precise resupply. Second, modular support must be implemented by dividing support forces into independent units according to function, flexibly combining them in accordance with operational tasks, and forming a rapidly adaptable support capability. Finally, support resilience must be reinforced by building a dispersed, networked material distribution architecture, establishing a rapid repair mechanism, and equipping professional repair forces and equipment to ensure that damaged equipment can rapidly restore functionality.

着力提高战场执行力 ■王宇昊 战场执行是连接作战意图与作战实效的桥梁,战场执行力是衡量军队战斗力的重要标尺。在信息化智能化战争形态下,战场空间全域拓展、作战节奏空前加快、体系对抗日趋激烈,这给提高战场执行力带来了全新挑战。聚焦打赢未来战争,可以从优化执行规范、促进能力生成、做好后勤保障三个方面提高战场执行力,通过高效遂行各项任务掌握战场主动权。 建立刚柔并济的战场执行规范。执行规范是战场执行的遵循,其科学性直接决定各项任务的完成质效。现代战争是全域性对抗,任何环节的偏差都可能造成全局影响,同时,瞬息万变的战场态势又要求部队具备快速应变能力。因此,要建立刚柔并济的战场执行规范,确保各作战单元在步调一致的基础之上灵活应变、因势制敌。一方面要强化执行规范的刚性约束,制定覆盖作战全流程的标准化操作手册,明确各级职责权限、行动准则和协同要求,将作战任务分解为可量化、可追溯的具体指标,确保各项指令能够落到实处。另一方面要赋予执行规范适度柔性空间,明确临机处置权限,划定“必须做”的底线和“可以做”的范围,在宏观的作战目标上只做原则性要求,微观的战术手段由各执行单元自主决策,不断提高部队在规范框架内创造性完成任务的能力和水平。 推行要素整合的能力生成模式。训练是提高战场执行力的重要手段,训练环境越贴近现实、训练难度越贴近实战,对于提高战场执行力的作用就越大。因此,必须持续深化实战化演训,推行全要素、一体化的能力生成模式。在实践层面,强化联合训练,建立常态化的联合训练机制,围绕联合作战任务组织多军兵种协同训练,提升部队的体系对抗能力;运用先进技术模拟复杂电磁、地理、敌情环境,构建逼真的战场训练环境,不预设脚本、不规定流程,增加训练随机性和不确定性,让部队在自主对抗中锤炼过硬本领。同时,要建立科学训练评估体系,以实战标准衡量训练成效,及时发现隐患问题,尽快研究改进方法,持续提升训练质效。 打造精准韧性的后勤保障体系。后勤保障是战场执行的必要基础,没有良好的保障,再清晰的规划、再先进的装备都难以充分发挥作用。现代战争是高消耗战争,物资量需求大、时效性要求高、所需物资类别范围广,在这种情况下,要使部队高效遂行各项任务,必须打造精准化、韧性化的后勤保障体系。首先,要建立全域覆盖的后勤信息系统,实时掌握物资需求、库存情况和运输状态,通过大数据分析优化调配方案,实现按需配送、精准补给。其次,要推行模块化保障,将保障力量按功能划分为独立单元,根据作战任务灵活组合,形成快速适配的保障能力。最后,要强化保障韧性,构建分散化、网络化的物资配送格局,建立快速抢修机制,配备专业抢修力量和设备,确保受损装备能够快速恢复功能。
